
On October 17, the Ministry of Construction issued Official Dispatch No. 77/CD-BXD to the People's Committees of provinces and centrally run cities, requesting to strengthen control of supply - demand and prices of construction materials, and strictly implement the review and announcement of material prices, labor unit prices, machine shift prices, construction equipment and construction price indexes in accordance with regulations.
The Ministry of Construction said that recently, some localities have been slow, or have not even fully announced price information at the right time, affecting the management of construction investment costs and the progress of many key projects.
Prices of many key construction materials such as sand, stone, and earth have fluctuated strongly in the first 9 months of 2025, with an increase of up to 58.4% in some places compared to the end of the second quarter, pushing up construction costs, potentially posing the risk of capital overruns and delays in major infrastructure projects.
Faced with this reality, the Ministry of Construction requires localities to focus on directing construction departments to review and announce prices promptly, with correct content and timing; coordinate with relevant agencies to collect market price information, make data transparent and deploy solutions to ensure material supply.
Localities need to proactively review and supplement areas and mineral mines for common construction materials to avoid shortages and unusual price increases.
The Ministry of Construction emphasized that good control of construction material prices is a key factor to stabilize the market, reduce capital overrun risks and ensure progress of important projects, especially in the context of rapidly increasing construction demand in many localities across the country.
