On March 25th, speaking at the national conference summarizing the work of the People's Councils of provinces and centrally-administered cities in 2023 and implementing the work plan for 2024, Politburo member, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation, Dinh Tien Dung, stated that Hanoi City has always closely followed and strictly implemented the leadership and direction of the Central Party Committee, the National Assembly, the Government, and the City Party Committee's overall work program. It has mobilized the participation of the entire political system, continuing to focus on concretizing strategic tasks in accordance with Resolution No. 15-NQ/TW, dated May 5, 2022, of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045. The city has promoted a spirit of unity, responsibility, proactiveness, and decisiveness, and has successfully implemented the theme for 2023: "Discipline, Responsibility,..." "Action, creativity, development."
According to Mr. Dung, by the end of 2023, Hanoi had achieved comprehensive results in all fields. Specifically, the work of building a clean, strong, and effective Party and political system continued to be promoted. Personnel work was always identified as the key of keys. Social security continued to be ensured; the city always paid attention to implementing social security policies, especially for those who have contributed to the revolution; poverty reduction and social protection were given attention; the New Rural Development Program was actively implemented, and the city completed the goal of building new rural districts one year ahead of schedule. To date, the city has 18 out of 18 districts and towns meeting the new rural standards, 382 out of 382 communes meeting the new rural criteria; 183 communes meeting the advanced new rural standards and 68 communes meeting the model new rural standards.
The Secretary of the Hanoi Party Committee also stated that the city is implementing many important strategic tasks related to the development of the capital. Accordingly, in coordination with the Ministry of Justice and other ministries, central agencies, and departments, the city is urgently developing and finalizing the draft Law on the Capital (amended), accelerating the progress of preparing the Capital City Planning for the period 2021-2030, with a vision to 2050; and comprehensively adjusting the General Planning for the Construction of the Capital City until 2045, with a vision to 2065 (expected to be submitted to the National Assembly for approval at the 7th session in June 2024).
In addition, the city has been decisively directing the completion of ring roads, major bridges across the Red River, radial routes, and urban railway lines; accelerating the progress of projects to renovate, upgrade, and expand national highways, regional connectivity projects, and key city projects. Notably, on June 25, 2023, one year after the National Assembly approved the plan, the groundbreaking ceremony for the construction of Ring Road 4 - Capital Region took place, creating new development space for the capital city.
Specifically, according to Mr. Dung, the city will continue to implement the City Party Committee's Resolution on the development of the cultural industry; the Resolution on digital transformation and building a smart city by 2025, with a vision to 2030; the investment plan focusing on three objectives - renovating and upgrading schools, healthcare facilities, and restoring cultural and historical relics in the area during the 2022-2025 period and subsequent years; implement the project on managing, using, and effectively exploiting public assets; the project on renovating old apartment buildings; the project on decentralization and delegation of authority (708 out of 1,895 administrative procedures have been decentralized/delegated, reaching 37.3%); and implement measures to address slow-moving non-budgetary projects using land.
At the same time, instructions were given to expedite the resolution of pressing social issues such as wastewater and waste treatment projects, environmental remediation projects, clean water projects, flood control, urban railways, and measures to strengthen fire prevention, firefighting, and rescue operations in the area.
In summary, based on the above results, Mr. Dung affirmed that, in the comprehensive development of the Capital City, the City People's Council has affirmed its rightful position as a state power organ at the local level; affirming its role in the political system with important decisions for socio-economic development, representing the will and aspirations of voters and the people, and supervising state power at the local level.
The Hanoi City People's Council has been proactive, positive, and responsible in concretizing the policies, goals, and targets of the resolutions of the Party Congresses at all levels, Resolution No. 15 of the Politburo on the direction and tasks of the Capital's development; the 10 work programs of the City Party Committee for the entire term; and the general tasks of the city. The Party Caucus of the Hanoi City People's Council has proactively advised the Standing Committee of the City Party Committee to issue Project No. 15 dated May 12, 2022, on "Improving the capacity, effectiveness, and efficiency of the operation of the People's Councils at all levels in Hanoi City in the period 2021-2026, associated with the pilot implementation of the urban government model and the consolidation of rural government in Hanoi City".
Mr. Dung assessed that, after nearly two years of implementation, the contents, objectives, and targets of the Project have been seriously and practically implemented by the People's Councils at all levels of the city, with many innovative, scientific, and effective approaches, and have initially shown very clear impacts and changes.
“The organizational structure and important activities of the City People's Council have been standardized according to regulations and procedures, ensuring strictness, synchronization, uniformity, and improved quality. Supervisory activities spread innovation, substance, and enhance effectiveness and efficiency in accordance with Resolution No. 594 dated September 12, 2022, of the Standing Committee of the National Assembly. The content of supervision is carefully selected, focused, and concentrated on important and urgent issues of concern to voters, such as: slow-moving projects, public asset management, administrative reform, digital transformation, environmental issues, wastewater and waste treatment, and the synchronized investment in technical and social infrastructure in urban areas. Re-supervision is emphasized, with specific and publicly disclosed solutions, commitments, and roadmaps; a determination to thoroughly address and resolve all supervised issues,” Mr. Dung said, adding that through the supervisory activities of the City People's Council, the city has made significant progress. The city government is committed to seriously implementing legal regulations, promptly addressing shortcomings, limitations, and inadequacies, and subsequently proposing measures to promote investment, mechanisms, and policies in areas under its jurisdiction.
