For many years, traders at Lai market (Thanh Ha commune) have been very worried because the market has been degraded but has not been renovated or repaired. Lai market was built about 30 years ago, the walls are peeling off and are at risk of collapsing at any time. Some traders have moved outside to build shacks to sell, but many still try to stay because they do not have the conditions to build shacks. Ms. Nguyen Thi H. - a trader at Lai market - hopes that the city government will soon pay attention and invest in upgrading and renovating the market, both to ensure safety for buyers and sellers and to preserve the traditional features of the people's market. The upgraded and renovated market will also help traders to do business stably in the long term.
With a network covering all communes, wards, and special zones, the market is not only a place for trading and selling essential goods, but also creates favorable conditions for people to access a rich source of goods at reasonable prices; supports the consumption of local agricultural products... However, most of the markets in the area are facing difficulties, requiring fundamental innovation in market management and development policies. Specifically, besides some markets that have been invested in modern, solid construction, with equipment to ensure effective operation, most of the markets in the area are small-scale, built a long time ago, operating according to customs and practices, with degraded infrastructure or located in unfavorable locations. Fire prevention, fire fighting, electrical safety, rescue, food safety, waste collection and treatment, environmental sanitation in the markets are still limited due to lack of financial resources, human resources... and many other shortcomings.
Strengthening the management role of the People's Committee at the commune level
In response to practical requirements, based on Decree No. 60/2024 of the Government on market development and management, the city is directing relevant departments and branches to draft a decision regulating a number of contents on market development and management. Completing and promulgating a new decision on market development and management is an important step forward, helping the city build a more complete, clear and feasible legal corridor, overcoming the shortcomings in current market management. At the same time, this is also the basis for the traditional market system to develop in a modern and professional direction, contributing to promoting the local economy , creating momentum for production, circulation of goods and moving towards sustainable growth.
The draft decision, consisting of 3 chapters and 15 articles, is expected to create a turning point in people's commercial activities. Accordingly, many notable innovations are proposed to overcome current shortcomings and create a legal foundation for the sustainable development of the market system. One of the important highlights of the draft is the clear assignment of responsibilities in market management, giving more initiative to commune-level authorities in operation and exploitation to suit the operation of the 2-level local government model, in which the management function of grassroots authorities is strengthened. Thereby, contributing to maintaining order, security and hygiene in the market area, creating a favorable environment for commercial activities, improving people's lives.
Accordingly, the People's Committee at the commune level is responsible for managing all markets in the area according to the provisions of Decree 60/2024 of the Government. For markets invested from the state budget, the People's Committee at the commune level is responsible for directly managing market infrastructure assets; assigning specialized agencies to advise on the establishment of a Market Management Board operating under a part-time regime or assigning a affiliated public service unit to directly organize the exploitation of market infrastructure assets according to regulations. For markets invested from the state budget, in addition to the model of the People's Committee at the commune level directly managing and exploiting infrastructure assets, the City People's Committee encourages localities to switch from directly organizing the exploitation of infrastructure assets to leasing the right to exploit or receiving a limited-term transfer of the right to exploit market infrastructure assets according to the provisions of law and according to the process of converting the management, business and exploitation model of markets...
To ensure effectiveness in implementation, the Department of Industry and Trade is assigned to be the lead agency in market management and development activities, closely coordinating with the Department of Finance in public asset management, and with People's Committees at all levels to promptly handle arising issues. Mr. Nguyen Van Quang, Deputy Head of the Trade Management Department (Department of Industry and Trade) said: "Currently, the Department of Industry and Trade has completed the first draft and completed the posting for comments on the Department's electronic information page. Currently, the Department continues to complete the second draft and has sent an official dispatch to request comments from departments, branches, localities, and the City Fatherland Front Committee to collect social feedback; at the same time, posting it on the City's electronic information portal... according to the guidance of the Department of Justice. According to the plan, the draft will be submitted to the City People's Committee in December 2025.
According to the report of the Department of Industry and Trade, there are currently 342 markets in the city, including 3 agricultural wholesale markets, 6 class 1 markets, 40 class 2 markets and 293 class 3 markets. There are 298 markets invested from the state budget, the rest are markets invested and managed by enterprises and cooperatives.
