Hung Yen takes the lead in connecting treatment of viral hepatitis at grassroots health facilities, contributing to protecting public health.

The model helps people detect diseases early, access timely treatment and manage them sustainably locally.

In 2025, the Hung Yen Department of Health has coordinated with BIDMC to actively and effectively deploy the model to address the "gap" in the management and treatment of chronic viral hepatitis. The core goal is to bring screening, diagnosis and intensive treatment management services to the grassroots health system, eliminating geographical and cost barriers for patients.

MSc. Dr. Dam Duy Lam - Representative of BIDMC spoke at the workshop to evaluate the results of implementing the model of screening, care and treatment of hepatitis B, C at the grassroots health care level of Hung Yen province.

According to the report, by the end of November 2025, at the four general hospitals of Quynh Phu, Tien Hai, Vu Thu and Hung Ha, the program had performed nearly 38,000 screenings for hepatitis B and nearly 37,000 screenings for hepatitis C. The rate of treatment connection has recorded significant growth each quarter. This result was achieved thanks to the application of the viral load sampling process on the day of positive detection, combined with the activity of tracing people who have not connected to treatment and providing extended counseling to relatives in high-risk groups. Viral load test samples were then transported safely and synchronously to the Hung Yen Provincial Center for Disease Control for in-depth testing, ensuring accuracy and timeliness for prescription and treatment at the facility.

Master, Doctor Dam Duy Lam - Project Manager said: "Many patients previously knew they were infected with viral hepatitis but had never been monitored or treated properly. This model helps fill that important 'gap'. Connecting to treatment immediately after positive screening is a decisive factor in reducing the rate of patients not being managed for treatment, thereby reducing the risk of complications and reducing the burden of future medical costs."

Notably, the treatment connection efficiency has reached an impressive level at the implementing facilities. In Vu Thu, the treatment connection rate for hepatitis B increased from 60% in the first quarter to over 90% in the following quarters; Tien Hai also maintained a level above 90%. For hepatitis C, many facilities have reached or approached a 100% connection rate in recent quarters.

Not only does the model connect, it also helps maintain long-term care and treatment. The rate of on-time follow-up visits after 6 months in the group eligible for treatment has increased significantly, with Vu Thu reaching about 96%. However, inviting follow-up visits for the group not eligible for treatment still faces many difficulties, showing the need to promote communication activities, consultation and patient support solutions.

In parallel with the deployed facilities, in the late 2025 and 2026 period, Hung Yen will continue to expand the model to the remaining 8 regional general hospitals in the South of the province and 5 multi-functional medical centers in the North of the province. Many specialized training courses and conferences on standardizing treatment procedures and health insurance payments have been organized to ensure a unified and sustainable operating model.

Dr. Do Van Luong - Director of Vu Thu General Hospital, one of the four hospitals that have implemented the model, shared: "Previously, patients with viral hepatitis had to be transferred to a higher level for treatment. Currently, the hospital is supported by the Project to train professionals, unify the examination, screening , management, consultation, and treatment monitoring processes, so patients are managed and treated locally. This helps patients with hepatitis B, C better treatment compliance, improved treatment effectiveness, significantly reduced costs for people and society".

The model brings many outstanding values: increasing the rate of early detection, reducing barriers to accessing health services, improving professional capacity for health workers and ensuring sustainability through the health insurance payment mechanism. In particular, standardizing the process of caring for viral hepatitis at the grassroots level is a strategic step towards the national goal of eliminating viral hepatitis as a public health threat.

Mr. NVH (52 years old, Vu Thu commune) shared about the positive changes. Previously, he often had to go to central hospitals to examine and treat hepatitis C. "Each trip took a whole day, the travel expenses were expensive, and sometimes my health was so poor that I could not go by myself," said Mr. H. However, since the beginning of 2025, thanks to the consultation and treatment connections of the local medical team, he has been managed and treated regularly at Vu Thu General Hospital.

"Now I only need to go to the hospital once a month for a check-up, testing, and medication as directed. The process is quick and the doctor monitors closely, so I feel much more secure," said Mr. H.

The success of the model of screening, diagnosis, care and treatment of hepatitis B and C at the grassroots level in Hung Yen affirms that the locality is on the right track, and has been recognized by the Ministry of Health and the Department of Health as a bright spot in controlling viral hepatitis. These positive results create motivation to continue expanding the model to many other localities, in order to improve the effectiveness of management and treatment of viral hepatitis nationwide.
