Since the beginning of the year, Hai Ha has been decisively directing the disbursement of investment capital and managing budget revenue and expenditure for 2024.

Recognizing the crucial role of state budget revenue in ensuring investment capital and socio-economic development, the district focuses its efforts on key areas, improving the effectiveness and efficiency of state budget revenue management, ensuring accurate and sufficient collection, nurturing revenue sources, and increasing the proportion of sustainable revenue sources; thoroughly saving on expenditures from the task identification and budget preparation stages, especially saving on recurrent expenditures, in order to increase investment in development. In particular, units within the Finance and Banking sector actively advise the local Party committee and government on budget management and revenue collection.
Simultaneously, the district focuses on resolving difficulties and obstacles and creating favorable conditions for businesses in production and business; promptly grasping and thoroughly resolving proposals from businesses; reviewing each entity and each source of budget revenue in the area, especially newly arising revenue sources, such as: managing timely tax collection for construction projects through construction permits, capital payments, project settlements, etc.; identifying taxpayers of construction projects from other provinces through checking tax declarations and invoices at the taxpayer's premises; strengthening the inspection of tax declarations to organize the full and timely collection of taxes for transportation, hotel, food and beverage, and tourism businesses, etc.
The district is strengthening the management and declaration of goods and transport vehicles, creating favorable conditions for businesses in import and export activities, striving to achieve the assigned targets for fees and charges; providing guidance on investment procedures, land, labor training, etc., for businesses investing in the district in a convenient and quick manner, creating a transparent investment environment to attract investment and enhance the competitiveness of businesses; this is a key solution to develop revenue sources for the district budget.

As a result, total budget revenue by the end of July 2024 reached VND 205,707 million, equivalent to 60% of the district's projected target, an increase of 10.6% compared to the end of June 2024 (an increase of VND 19,716 million). Many revenue items increased significantly compared to the same period, such as: Revenue from state-owned enterprises reached VND 797 million, an increase of 71%; fees and charges reached VND 3,656 million, an increase of 53%; personal income tax reached VND 6,995 million, an increase of 42%; non -agricultural land use tax reached VND 141 million, an increase of 193%; land use fees reached VND 17,057 million, an increase of 102% compared to the same period in 2023...
The district strictly manages state budget expenditures according to the budget plan and the principles of thrift and anti-waste; ensuring that regular expenditures and political tasks of the district are met; effectively mobilizing capital and providing loans to meet the needs of the people, contributing to poverty reduction, job creation, and rural development in the area; ensuring credit quality; paying attention to investment promotion, resolving difficulties and obstacles for businesses, contributing to the stability of production and business in the area. Total state budget expenditures as of July 31, 2024 reached VND 489,724 million, equivalent to 47% of the initial budget allocation, and 335% compared to the same period last year, of which development investment expenditures (including advances carried over from the previous year) reached VND 208,238 million.
Agencies, units, and investors have made efforts to carry out investment preparation tasks, accelerate construction progress, and disburse funds; some funding sources have achieved high disbursement rates compared to the province's average, such as the national overall program on ensuring solid national defense and security in communes, villages, and hamlets inhabited by ethnic minorities and mountainous areas, reaching 60% of the plan. The district has strengthened its guidance and supervision of consulting and design units and contractors to ensure that projects are implemented according to procedures, on schedule, and with guaranteed construction quality and disbursement as prescribed; strengthened investment capital management, only allowing the commencement of construction when funds are allocated and investment policies are approved; promptly resolved difficulties and obstacles in investment procedures; and focused on completing investment procedures from the contractor selection stage, approval of bidding results, and direct contracting to accelerate construction progress after approval by competent authorities. Progress of disbursement of capital investment for construction projects… The total public investment capital in the district in 2024 is 457,671 million VND (90,900 million VND directly allocated from the provincial budget to projects; 74,000 million VND from the provincial budget for targeted support). By the end of July 2024, 98,939/457,671 million VND had been disbursed, reaching 21.6% of the annual plan.
In the final months of the year, the district will focus on addressing shortcomings and limitations in budget management, striving to achieve the highest possible revenue collection, contributing to the successful implementation of the district's 2024 work theme.
