Hai Ha District: Efforts to collect budget

Since the beginning of the year, Hai Ha has resolutely directed the disbursement of investment capital and management of revenue and expenditure of the 2024 budget.

Identifying the important role of state budget revenue, ensuring investment capital and socio -economic development, the district focuses on directing with focus and key points, improving the effectiveness and efficiency of state budget revenue management, ensuring correct and sufficient collection, nurturing revenue sources, increasing the proportion of sustainable revenue sources; thoroughly saving expenditures right from the stage of determining tasks and making estimates, especially saving regular expenditures, to increase development investment expenditures. In particular, units in the Finance - Banking sector actively advise local Party committees and authorities in budget management and revenue collection.

At the same time, the district focuses on solving difficulties and obstacles and creating favorable conditions for production and business for enterprises; promptly grasping and thoroughly resolving suggestions from enterprises; reviewing each subject and each source of budget revenue in the area, especially new revenue sources, such as: Timely tax collection management for construction projects through construction licensing, capital payment, project settlement...; identifying construction tax payers from other provinces through checking tax declarations and invoices at taxpayers' headquarters; strengthening the inspection of tax declarations to organize full and timely tax collection for transportation, hotel, food and beverage, tourism business activities...

The district strengthens the management and declaration of goods and means of transport, creates favorable conditions for enterprises in import-export activities, strives to achieve the budget for allocating fees and charges; provides guidance on investment procedures, land, labor training... for enterprises investing in the district in a convenient and quick manner, creates an open investment environment to attract investment, and improves the competitiveness of enterprises; this is a key solution to develop revenue sources for the district budget.

Thanks to that, the total budget revenue by the end of July 2024 reached 205,707 million VND, equal to 60% of the district's assigned estimate, an increase of 10.6% compared to the end of June 2024 (an increase of 19,716 million VND). Many revenue items increased compared to the same period, such as: Revenue from the state-owned economy reached 797 million VND, an increase of 71%; fees and charges reached 3,656 million VND, an increase of 53%; personal income tax reached 6,995 million VND, an increase of 42%; non- agricultural land use tax reached 141 million VND, an increase of 193%; land use fee collection reached 17,057 million VND, an increase of 102% over the same period in 2023...

The district strictly manages the state budget expenditure according to the budget estimate and the principle of practicing thrift and combating waste; ensuring to meet the regular spending needs and serve the political tasks of the district; well performing the work of capital mobilization and lending to meet the needs of serving the people, contributing to poverty reduction, job creation, and new rural construction in the area; ensuring credit quality; paying attention to investment promotion, resolving difficulties and obstacles for enterprises, contributing to stabilizing production and business in the area. Total state budget expenditure as of July 31, 2024 reached 489,724 million VND, equal to 47% of the estimate assigned at the beginning of the year, equal to 335% over the same period last year, of which development investment expenditure (including advances from the previous year) reached 208,238 million VND.

Agencies, units, and investors strive to carry out investment preparation tasks, speed up construction progress and disburse capital; some capital sources have disbursement results higher than the general level of the province, such as capital for implementing the national comprehensive program on ensuring solid national defense and security for communes, villages, hamlets, and ethnic minorities and mountainous areas, reaching 60% of the plan. The district strengthens the direction and supervision of consulting and design units, contractors to implement projects in accordance with procedures, on schedule, ensuring project quality and completing disbursement according to regulations; strengthens investment capital management, only starting construction when capital is allocated and investment policy is approved; promptly removes difficulties and obstacles in investment procedures; focuses on completing investment procedures from contractor selection, approval of bidding results, and contractor appointment to speed up construction progress after being decided by competent authorities; Progress of disbursement of construction investment capital... Total public investment capital in 2024 in the district is 457,671 million VND (provincial budget capital directly allocated to projects 90,900 million VND; targeted provincial budget support capital 74,000 million VND). By the end of July 2024, 98,939/457,671 million VND had been disbursed, reaching 21.6% of the annual plan.

In the last months of the year, the district focused on overcoming shortcomings and limitations in budget management, striving to complete budget collection at the highest level, contributing to the successful implementation of the district's 2024 work theme.
