In his opening speech, Associate Professor, Dr. Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics , Vice Chairman of the Central Theoretical Council, emphasized that this is an activity of great significance, aiming to concretize the agreements between General Secretary To Lam and President Vladimir Putin during his recent visit to the Russian Federation, contributing to tightening the traditional friendship and comprehensive strategic partnership between the two countries.

Associate Professor, Dr. Nguyen Manh Hung affirmed that Vietnam and the Russian Federation have a strong traditional friendship, the two countries have just celebrated the 75th anniversary of establishing diplomatic relations.

Throughout history, the Russian Federation and Vietnam have been closely linked by solidarity, loyalty and steadfastness. The Vietnamese people always remember and appreciate the wholehearted and righteous assistance of the people of the former Soviet Union and the present-day Russian Federation in the struggle for national independence, as well as in the cause of national construction and development.

On that foundation, the Vietnam-Russia comprehensive strategic partnership is increasingly consolidated, developed deeply, substantially and effectively.

In the context of many changes in the world, strengthening cooperation in training, fostering and developing a team of leaders and managers is an extremely necessary task. This is not only the need of each country, but also a sharing and mutual support towards the common goal: Sustainable development, peace, cooperation and prosperity.

Associate Professor, Dr. Nguyen Manh Hung said that immediately after signing the cooperation agreement (September 2025), the Academy of Public Administration and National Economics under the President of the Russian Federation coordinated with the Ho Chi Minh National Academy of Politics to organize a training course and exchange topics for a working group of 35 leaders and managers at the department and deputy minister levels from ministries, branches and localities of the Russian Federation. The training course in Vietnam was a great success.

Last October, the Ho Chi Minh National Academy of Politics sent a working delegation of 38 leaders, lecturers, and experts from units under the Academy and leaders of several provincial and municipal political schools to research, survey, study, and exchange topics at the Academy of Public Administration and National Economics under the President of the Russian Federation.

Associate Professor, Dr. Nguyen Manh Hung shared that, following the success of the previous training and exchange programs, this week-long training and exchange program with senior civil servants of the Russian Federation was designed into two programs with 6 general topics and separate topics, focusing on urgent theoretical and practical issues of mutual concern to the two countries.

With the significance and importance of the program, the Academy invited a team of experts, leading scientists, and experienced managers from the Ho Chi Minh National Academy of Politics, the Ministry of Home Affairs, the Government Office, the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, and the Ministry of Foreign Affairs to directly compile the topics.

Associate Professor, Dr. Nguyen Manh Hung affirmed that through the exchange of experiences, professional training and management skills, leaders of the two countries will have more opportunities to learn and absorb lessons, thereby contributing to improving leadership, management and policy-making capacity. This is also the foundation for the two sides to share visions and build high-quality human resources - a key factor for development in the current era of globalization, the fourth industrial revolution and digital transformation.

Speaking at the ceremony, Director of the Academy of Public Administration and National Economy under the President of the Russian Federation Alexey Komissarov recalled the event of General Secretary To Lam visiting the Academy in May 2025 and receiving the title of Honorary Professor, marking a new height in the cooperative relationship between the two countries and the two academies.

Mr. Komissarov emphasized the importance of cooperation in assessing civil servant capacity and proposing improvements to the public administration system, especially in the context of Vietnam promoting administrative reform and preparing for the upcoming Party Congress.

Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko affirmed that education and training is an important component in the comprehensive strategic partnership, with more than 6,000 Vietnamese citizens studying in Russia.

Ambassador Gennady Stepanovich Bezdetko said that joint educational projects are being vigorously promoted, including the establishment of a Russian school in Hanoi and a Nuclear Science and Technology Center in southern Vietnam.

The six general topics of the training program and thematic exchanges with senior civil servants of the Russian Federation include: (1) Innovation of the current state apparatus organizational structure system of the Socialist Republic of Vietnam; (2) Vietnam's development strategy until 2045; (3) National governance characteristics and thinking, vision of administrative reform in Vietnam in the current period; (4) Overall program on effective administrative reform in Vietnam in the period 2021-2030; (5) Operational mechanism of the Central Vietnam-Russia Friendship Association; (6) Advanced projects and plans, core values in the relationship between Vietnam and the Russian Federation, vision, development orientation in the new context.

The remaining topics and practical topics are divided into two programs. Program 1: Promoting the human factor, taking people as the center, the driving force of sustainable development in the field of public administration; Program 2: Building state mechanisms and policies in the field of discovering, supporting and developing the abilities and talents of adolescents and children.
