Attending the conference were leaders from the 12th Army Corps Command; the Ho Chi Minh Mausoleum Command and the 86th Command, members of the emulation bloc; and representatives from the General Political Department of the Vietnam People's Army.

Major General Le Minh Quang, Secretary of the Party Committee and Political Commissar of the 34th Army Corps, the leading unit of the Emulation Bloc in 2025, chaired the conference.

In 2025, the emulation and reward work and the Emulation Movement in the Armed Forces were comprehensively and synchronously led, directed, and implemented by units in Emulation Bloc No. 4 of the Ministry of National Defense , with a focus on key areas. The Emulation Movement in the Armed Forces was vibrant, widespread, and showed many new features, achieving effectiveness and outstanding activities, especially in emulation in performing training and combat readiness tasks; managing and closely monitoring the situation in cyberspace; strictly implementing medical work to preserve President Ho Chi Minh's remains; managing, operating, and exploiting the technical equipment system of the Mausoleum safely, strictly, and according to procedures; and proactively overcoming the consequences of natural disasters, storms, and floods, and conducting search and rescue operations.

The political and ideological situation of the units is stable; officers and soldiers possess unwavering resolve, proactively overcome difficulties, accept hardships, and are ready to sacrifice for the Fatherland and the people. Training, exercises, competitions, and sports events have achieved many outstanding results; the quality of building a regular army, adhering to laws and discipline, military administrative reform, digital transformation, building clean and strong Party organizations at all levels, and comprehensively strong agencies and units have shown positive changes. Logistics and technical work, finance, scientific research, legal affairs, justice, cryptography, and other aspects of work have been implemented by the units with many important results. The work of commending, publicizing, and honoring advanced models has been timely, contributing to good encouragement and motivation.

The unit holding the leadership position for the 2025 emulation bloc, the 34th Army Corps, handed over the rotating flag to the unit holding the leadership position for the 2026 emulation bloc, which is the 86th Command.

In 2026, Emulation Bloc No. 4 will focus on implementing key tasks, with an emphasis on continuing to promote emulation movements and fulfilling the political tasks of each unit; focusing on strictly implementing the Resolution of the 14th National Congress of the Party and the Resolutions of the Party Congresses at all levels for the 2025-2030 term; thoroughly understanding, concretizing, and effectively implementing resolutions, directives, plans, and guidelines on emulation and reward work and the Emulation Movement in the year; and closely combining the Emulation Movement in the military with major campaigns of the Party, State, Army, and the patriotic emulation movement of the locality.

The 34th Corps and delegates presented flowers to congratulate the unit that became the leader and deputy leader of the Emulation Bloc in 2026.

Continue to promote emulation movements such as: "Joining forces to build new rural areas", "Skilled mass mobilization, building good mass mobilization units", "Joining hands for the poor, leaving no one behind", and the campaign "All people unite to build a cultured life in residential areas". “Competing to implement workplace culture, worthy of the name of Uncle Ho's soldiers”, the “Gratitude and repayment” movement; the “Participation in developing synchronous and modern infrastructure; practicing thrift and combating waste” movement; the “Innovative and digital transformation of the army”, “Digital literacy for the people”…

Through a voting process, the conference unanimously agreed to propose awarding the Government's Emulation Flag and the Ministry of National Defense's Emulation Flag to collectives with outstanding achievements in 2025.

At the conference, the 34th Army Corps, the leading unit of Emulation Bloc No. 4 in 2025, signed the handover minutes and presented the rotating flag of the leading unit of Emulation Bloc No. 4 in 2026 to the 86th Command.
