The First Special Session of the 10th Provincial People's Council recently approved a Resolution on targets and plans for socio -economic development and ensuring national defense and security in Dak Lak province for the last six months of 2025 (after restructuring), with 17 specific targets and 6 key solution groups.

Specifically, economic growth in 2025 is projected to reach 8% or higher (8.64% in the last six months); the average per capita GDP is expected to reach VND 80 million by the end of 2025; total social investment is projected to reach VND 73,670 billion, an increase of 25.8% compared to 2024, accounting for approximately 32% of total GRDP at current prices (VND 45,027 billion in the last six months).
Total export turnover reached US$2,235 million, an increase of 2.2% compared to 2024 (US$715 million in the last six months of 2025). Total retail sales of goods and consumer service revenue reached VND 182,281 billion, an increase of 9.4% compared to 2024 (VND 89,540 billion in the last six months of 2025).
Total state budget revenue reached VND 16,310 billion, an increase of 15% compared to 2024 (VND 7,592 billion in the last six months of the year). By the end of 2025, the poverty rate will decrease by 3% or more; the poverty rate among ethnic minorities will decrease by 4% or more; and the urban unemployment rate will decrease to 2.2%. The goal is to have 26 out of 88 communes achieving new rural standards by the end of 2025 (corresponding to a rate of 29.55%).

Commenting on this matter, Deputy Head of the Economic and Budget Committee of the Provincial People's Council, Pham Van Hanh, stated that, in the context of simultaneously stabilizing the two-level government apparatus after reorganization and continuing to implement socio-economic development tasks to ensure the set growth targets, the tasks for the last six months of 2025 are quite significant. Therefore, the Provincial People's Committee needs to focus on decisive leadership and direction, conduct thorough assessments of the current situation to make timely adjustments to management and operational activities, and supplement specific tasks and solutions appropriate to the local situation during the reorganization of administrative units and the two-level local government organization.

Along with that, it is necessary to strictly implement the "four pillars" of science and technology, innovation, digital transformation, international integration, lawmaking and enforcement, and private sector development; accelerate the disbursement of public investment capital to reach 100% as directed by the Government; and effectively implement the three national target programs for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority areas...
Assessing the challenges ahead, the Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, Cao Thi Hoa An, also emphasized that to achieve an economic growth rate of 8% or higher in 2025, a growth rate of 8.64% must be achieved by the end of the year. This goal is extremely difficult and requires significant effort, fundamental and effective solutions, high determination, and more decisive action from each position; emphasizing the responsibility of the heads of departments, agencies, and all levels of government in local state management; coordinating efforts to promptly resolve difficulties and remove bottlenecks in land clearance for key provincial projects; and focusing on maximizing potential and advantages to promote comprehensive and synchronized economic development.

According to Vice Chairman of the Provincial People's Council Do Thai Phong, achieving a growth target of 8% or more requires the simultaneous implementation of many solutions. Several key tasks require the high concentration of the entire political system, including: effectively implementing the policies and resolutions of the Central Government, the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee on socio-economic development and ensuring national defense and security; focusing on reviewing, integrating, and perfecting the new provincial development plan, not simply a mechanical combination of the plans of the two former provinces, but rather an open, modern approach that leverages the long-term vision and actual potential of the merged province.
And it is crucial to comprehensively reassess the potential and unique advantages of both regions now that they are a unified entity, encompassing both the sea and the vast forests. The western part of Dak Lak boasts distinct strengths in agriculture, particularly high-tech agriculture and deep processing industries; while the eastern part has advantages in developing the marine economy, industrial production, and attracting large projects to the South Phu Yen economic zone…
Vice Chairman of the Provincial People's Council Do Thai Phong observed: "The merger of the two provinces has opened up a vast new space for development. This is an opportunity for Dak Lak to step out into the wider world and keep pace with the new era of national development."
