At the First Thematic Session, the 10th Provincial People's Council has just passed a Resolution on targets and plans for socio -economic development (SED), ensuring national defense and security (NDS) of Dak Lak province in the last 6 months of 2025 (after rearrangement) with 17 specific targets and 6 key groups of solutions.

In particular, economic growth in 2025 will reach 8% or more (8.64% in the last 6 months); the average gross domestic product value per capita by the end of 2025 will reach 80 million VND/person; total social investment capital will reach 73,670 billion VND, an increase of 25.8% compared to 2024, accounting for about 32% of the total GRDP at current prices (45,027 billion VND in the last 6 months).
Total export turnover reaches 2,235 million USD, up 2.2% compared to 2024 (the last 6 months of 2025 will reach 715 million USD). Total retail sales of goods and consumer service revenue will reach 182,281 billion VND, up 9.4% compared to 2024 (the last 6 months of 2025 will reach 89,540 billion VND).
Total state budget revenue will reach VND 16,310 billion, an increase of 15% compared to 2024 (VND 7,592 billion in the last 6 months). By the end of 2025, the poverty rate will decrease by 3% or more; the poverty rate among ethnic minorities will decrease by 4% or more; the unemployment rate in urban areas will decrease to 2.2%. By the end of 2025, strive to have a total of 26/88 communes meeting new rural standards (equivalent to a rate of 29.55%)...

Assessing this content, Deputy Head of the Economic - Budget Committee, Provincial People's Council Pham Van Hanh said that, in the context of having to both perform the task of stabilizing the two-level government apparatus after the rearrangement and continue to perform socio-economic development tasks to ensure the set growth target, the task for the last 6 months of 2025 is quite large, so the Provincial People's Committee needs to focus on leadership, direction and operation, need to closely assess the actual situation to have timely adjustments to management and operation activities; supplement specific tasks and solutions suitable to the actual situation of the locality in the period of rearranging administrative units and organizing two-level local governments.

Along with that, strictly implement the "four pillars" of science and technology, innovation, digital transformation, international integration, law making and enforcement, and private economic development; promote disbursement of public investment capital to reach 100% according to the direction of the Government; effectively implement 3 national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority areas...
Assessing the challenges in the coming time, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Cao Thi Hoa An also emphasized that in order to achieve an economic growth rate of 8% or higher in 2025, it must reach 8.64% from now until the end of the year. This target is extremely difficult, requiring efforts and fundamental, effective solutions, high determination, and more drastic actions for each working position; in which, promoting the responsibility of heads of departments, branches and authorities at all levels in state management work in localities; coordination work to promptly resolve, remove difficulties, and clear "bottlenecks" and "knots" in site clearance to implement key projects and works of the province; focusing on exploiting the maximum potential and advantages to promote comprehensive and synchronous economic development...

According to Vice Chairman of the Provincial People's Council Do Thai Phong, to achieve the growth target of 8% or more, it is necessary to synchronously implement many solutions, some key tasks that require the entire political system to concentrate highly, namely: organizing the effective implementation of policies and resolutions of the Central, Provincial Party Committee and Provincial Party Standing Committee on socio-economic development, ensuring national defense and security; focusing on reviewing, integrating and perfecting the development planning of the new province, not simply a mechanical aggregation between the planning of the two old provinces, but must be in an open, modern direction, promoting the long-term vision and actual potential of the province after the merger.
And it is very important to comprehensively re-evaluate the potentials and unique advantages of both regions when they are now a unified entity, where there is both sea and wilderness, with the West of Dak Lak being a land with clear strengths in agriculture, especially high-tech agriculture and deep processing industry; meanwhile, the East has the advantage of developing marine economy, industrial production, attracting large projects to the South Phu Yen economic zone...
Vice Chairman of the Provincial People's Council Do Thai Phong acknowledged: "The merger of the two provinces has opened up a new, vast space for development. This is an opportunity for Dak Lak to step out into the ocean, in tune with the new era of national development."
