The meeting was attended by leaders of provincial departments and agencies; representatives from districts, towns, and cities; and the Provincial and District Rural Development Coordination Offices.

According to a report from the Provincial Rural Development Coordination Office, in 2024, the entire province had 11 communes registered to complete the new rural development program, with an average of 4.82 criteria met per commune to date; and 7 communes registered to complete the advanced new rural development program, with an average of 12.14 criteria met per commune to date.
Specifically, for the 62 communes that have been recognized as "Communes meeting the standards of new rural areas," each commune has maintained an average of 15.03 out of 19 new rural area criteria. Of these, 16 communes in the districts of Muong Khuong, Bat Xat, Bac Ha, Van Ban, and Lao Cai city are expected to have their recognition revoked.

Regarding the maintenance of new rural standards at the district and commune levels: Lao Cai City has completed its new rural development tasks, currently maintaining 4 out of 5 indicators, with 1 indicator yet to be achieved (at least 1 commune in the district must meet the advanced new rural standards in the 2021-2025 period). Bao Thang District has achieved the new rural district standard, currently maintaining 2 out of 5 indicators, with 3 indicators yet to be achieved (100% of communes in the district meet the new rural standards; 100% of towns in the district meet the civilized urban standards; at least 50% of communes in the district meet the advanced new rural standards).
At the meeting, delegates pointed out several indicators and criteria that are currently difficult to achieve, such as: the criteria for Schools, Multidimensional Poverty, and Labor; the indicator for the percentage of children under 5 years old suffering from stunting (Health criterion); and the indicator for implementing traceability of key products of the commune associated with building raw material areas and obtaining VietGAP or equivalent certification (Rural Production and Economic Development criterion).
The reasons include: the implementation of a new set of criteria with higher standards during the 2021-2025 period has made maintaining the 19 criteria in communes difficult and challenging; a segment of the community and people still rely on and expect support from the State; direct funding from the National Target Program for New Rural Development is prioritized to support communes, but is limited; and the decentralization of some projects and works to the commune People's Committees as the investor faces many difficulties due to the limited capacity of commune-level officials and slow implementation progress.

At the meeting, delegates discussed and assessed the current status and level of achievement of each criterion, while also highlighting limitations and difficulties in order to discuss solutions to overcome them and complete the unmet criteria. Representatives from districts, towns, and cities proposed that the province pay attention to allocating funds to communes to implement some criteria that still lack funding…

Concluding the meeting, Comrade Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee, emphasized: In the coming time, agencies, units, and localities need to proactively find solutions to address difficulties and limitations in order to maintain the 62 communes that have achieved the new rural standard and the 5 communes that have achieved the advanced new rural standard; and be determined to prevent any commune from having its recognition decision revoked. Some new rural criteria need to be flexible in the implementation process. Committees, departments, and mass organizations from the district to the grassroots level should actively promote propaganda about the purpose, meaning, importance, as well as the rights, responsibilities, and the leading role of the people in participating in the joint effort to build new rural areas and advanced new rural areas.
