Team No. 1 of the Market Management Department (Department of Industry and Trade) seized smuggled cosmetics and functional foods worth over 67 million VND on May 14, 2025.
Despite the relentless efforts of authorities, the situation regarding counterfeit and fake goods remains complex, especially on e-commerce platforms and through illegal cross-border trafficking. Criminals are increasingly employing sophisticated methods and high technology to produce and distribute counterfeit and substandard goods, ranging from food, cosmetics, and pharmaceuticals to household goods and electronic devices. This not only causes economic damage to legitimate businesses but also directly threatens the health and trust of consumers.
According to information from the Provincial Steering Committee 389, in the first six months of 2025, the entire province detected, arrested, and processed 1,464 violations, with the estimated value of the seized goods exceeding 33 billion VND, an increase of 7.7% in the number of cases and a significant increase of 81.2% in value compared to the same period in 2024. Specifically, during the peak month of the fight against smuggling, trade fraud, and counterfeit goods as directed by the Prime Minister , the province recorded 380 violations, an increase of 31% in the number of cases and 175% in value compared to the same period in 2024.
The violations mainly involved smuggling, counterfeit goods, substandard goods, intellectual property infringement, and tax evasion. Fines and recovered funds during the peak month reached over 26 billion VND. Notably, in the first six months of 2025, the number of criminal cases increased sharply with 35 cases and 60 individuals prosecuted, representing increases of 46% and 62.2% respectively compared to the same period; 1,423 administrative violations were handled, including 1,105 cases of smuggling, trade fraud, and counterfeit goods, with total fines and confiscated goods sales reaching 13.7 billion VND. These figures demonstrate the determination of authorities in making the business environment in the province more transparent.
Accordingly, functional forces such as Market Management, Customs, Border Guard, Police, etc., have closely coordinated and launched intensive inspection and control campaigns in key areas and routes with border gates and unofficial crossings. Surprise inspections have been intensified, focusing on essential goods and items that are easily counterfeited or imitated.
In particular, recognizing the increase in counterfeit and smuggled goods on the internet, the province has intensified monitoring and inspection of online business activities, closely supervising units showing signs of violations and building a shared database on online commercial fraud. Many warehouses containing smuggled or unidentifiable products were discovered through the inspection of social media accounts. Cases with criminal implications were resolutely prosecuted to ensure the deterrent effect and strict enforcement of the law. The value of goods destroyed and the amount of money collected from violations have achieved impressive results. From the beginning of the year to date, the Provincial Market Management Department has inspected and handled 71 cases/87 acts related to the business of goods and services via social media, online sales websites, and e-commerce platforms; imposed fines exceeding 1.4 billion VND; and destroyed goods worth over 1.8 billion VND. The infringing goods mainly involved products, food, and cosmetics of unknown origin; counterfeit products bearing the trademarks of Adidas, Nike, Gucci, Chanel, etc.
Quang Ninh province has also been encouraging businesses to apply digital technology to trace the origin of goods, especially agricultural, forestry, and aquatic products, as well as OCOP products. This helps to ensure transparency of information, protect brands, and build consumer trust. Technologies such as QR codes and blockchain are being researched to ensure data integrity and security. Information campaigns and awareness programs about the harmful effects of counterfeit and substandard goods are being widely implemented. Organizations and individuals engaged in business are being guided to sign commitments not to trade in smuggled goods or goods of unknown origin.
The resolute efforts have yielded positive results, contributing to a more transparent business environment, strengthening business confidence, and protecting consumer rights in Quang Ninh. This decisive action has led to the temporary suspension or cessation of sales for some small traders and vendors who did not comply with regulations, demonstrating its deterrent effect. In the future, Quang Ninh will continue to adhere to its zero-tolerance policy against counterfeit goods, strengthen inter-agency coordination, apply modern operational measures, and promote the application of technology to create a healthy market, contributing to the sustainable development of the province.
