The 17th Session of the 15th Provincial People's Council: Trust and Expectations

The 17th session of the 15th Provincial People's Council (the regular year-end session of 2023) took place from December 6th to 8th, 2023, aiming to assess the implementation of targets, tasks, and solutions for socio-economic development in 2023; decide on the socio-economic development plan for 2024; conduct a vote of confidence for those holding positions elected by the Provincial People's Council for the 2021-2026 term; and question, discuss, and decide on other important issues. Therefore, this session attracted significant attention and interest from voters and the people of the province, who placed great trust and expectation in the Provincial People's Council to discuss and decide on many important issues, creating momentum for the province to make strong breakthroughs in 2024 and the following years.

The 17th session of the 15th Provincial People's Council is expected to consider 27 reports, 1 announcement, and approve 27 draft resolutions and 1 group of draft resolutions on various fields. Many of these resolutions will impact the province's socio-economic development and social welfare, such as resolutions on: the socio-economic development plan for 2024; the revenue and expenditure budget for 2024; the allocation of the Ninh Binh provincial budget for 2024; resolutions approving and adjusting the investment policies for public investment projects; the approval of the revised Ninh Binh urban master plan until 2040; the approval of the revised overall plan for the Tam Diep II Industrial Park; and a resolution stipulating support policies for officials, civil servants, and public employees who retire voluntarily in Ninh Binh province…

The session will also include a question-and-answer session on two groups of issues: tourism management and digital transformation in the province. Another important item to be discussed at this session is the Provincial People's Council's vote of confidence for those holding positions elected by the Provincial People's Council.

To prepare for the session, from November 13th to 18th, 2023, the Standing Committee of the Provincial People's Council, in coordination with the Standing Committee of the Vietnam Fatherland Front Committee of the province, organized meetings with voters at 14 locations in communes, wards, and towns throughout the province. Over 2,500 voters participated, with 77 voters speaking. Many issues affecting the lives and livelihoods of the people were raised by voters. Based on the opinions and recommendations of voters and the results of the People's Council's oversight activities, the 17th session of the 15th Provincial People's Council selected issues of concern to delegates and voters for questioning. At the same time, the content and program of the session were seriously prepared in a flexible, concise manner, in accordance with regulations.

Mr. Pham Xuan Hien, a voter from Ninh My commune (Hoa Lu district), said: "In recent years, the quality of work of elected bodies and elected representatives has continuously improved. Many opinions and suggestions from voters in the commune in particular and the whole province in general have been thoroughly and promptly addressed by the Provincial People's Council. In the upcoming session, I believe that the representatives of the Provincial People's Council will continue to effectively supervise and resolve suggestions, especially prominent and pressing issues, and issues that voters have repeatedly raised. They should also pay attention to policies and allowances for part-time grassroots officials; and policies to support cadres, civil servants, and public employees who retire at their own request."

Ms. Le Thi Hue, a voter from Ninh Khanh ward (Ninh Binh city), shared: "Through the voter consultation with the provincial People's Council representatives and following the provincial media, I learned that the 17th session of the 15th Provincial People's Council will consider and decide on many important issues, including the approval of the revised Ninh Binh urban master plan until 2040. As a citizen living in the city, I am very interested in the merger of Ninh Binh city and Hoa Lu district to build a 'Millennium Heritage City'. I hope that at this session, the Provincial People's Council will discuss and decide on major issues regarding Ninh Binh urban planning, including the province's attention to investing in the construction of more connecting roads between the center of Ninh Binh city and tourist destinations such as Tam Coc - Bich Dong and Hang Mua; and expanding and improving some narrow but busy roads in the city." At the same time, attention should be paid to accelerating the construction progress of key projects in the city, creating highlights for the urban landscape.

Regarding the vote of confidence for officials elected by the Provincial People's Council at its session, voters believe this activity aims to improve the effectiveness and efficiency of the People's Council's oversight; and enhance the quality and efficiency of the State apparatus. Therefore, voters are particularly interested in this.

According to Mr. Le Van Cu, a representative from Ninh Hoa commune (Hoa Lu district): The confidence vote for those holding positions elected by the Provincial People's Council aims to help those being evaluated understand their level of trust so they can continue to strive, improve, and enhance the quality and effectiveness of their work in the future. At the same time, it serves as a basis for competent authorities to consider, plan, train, cultivate, assign, and utilize cadres. Therefore, I hope that the delegates of the Provincial People's Council will uphold a high sense of responsibility and conduct the confidence vote objectively, fairly, and accurately for each individual.

With determination, innovation, creativity, a sense of responsibility to the voters, and building on the achievements of the past, we are confident that the 17th session of the 15th Provincial People's Council will continue to make many appropriate and effective decisions, leading Ninh Binh province to further development, worthy of the trust and expectations of the voters and people of the province.
