17th Session of the Provincial People's Council, term XV, Trust and Expectation

The 17th session of the 15th Provincial People's Council (the regular session at the end of 2023) takes place from December 6 to 8, 2023, to assess the implementation of socio-economic development targets, tasks and solutions in 2023; decide on the socio-economic development plan for 2024; organize a vote of confidence for the position holders elected by the Provincial People's Council for the 2021-2026 term; question, discuss and decide on other important issues. Therefore, this is a session that many voters and people in the province pay special attention to, follow, and place a lot of trust and expectation on the Provincial People's Council to discuss and resolve many important issues to create momentum for the province to make a strong breakthrough in 2024 and the following years.

The 17th session of the 15th Provincial People's Council is expected to review 27 reports, 1 announcement, approve 27 draft resolutions and 1 group of draft resolutions on various fields. Among them, there are many resolutions affecting the socio-economic development and social security of the province, such as resolutions on: Socio-economic development plan for 2024; on revenue and expenditure of the budget for 2024; the decision on allocating the local budget estimate of Ninh Binh province in 2024; a group of resolutions on approving and approving adjustments to investment policies for public investment projects; approving the project to adjust the Ninh Binh Urban Master Plan to 2040; approving the project to adjust the overall construction zoning plan of Tam Diep II Industrial Park; Resolution stipulating support policies for cadres, civil servants and public employees who quit their jobs at will in Ninh Binh province...

The session will also spend time asking and answering questions directly on two groups of issues related to tourism management and digital transformation in the province. Another important content that will also be carried out at this session is that the Provincial People's Council will conduct a vote of confidence for the person holding the position elected by the Provincial People's Council.

In preparation for the session, from November 13 to 18, 2023, the Standing Committee of the Provincial People's Council coordinated with the Standing Committee of the Provincial Vietnam Fatherland Front Committee to organize meetings with voters at 14 communes, wards and towns in the province with over 2,500 voters attending, with 77 voters speaking. Among them, many issues affecting people's lives and activities were of interest to voters. Based on voters' opinions and recommendations and through the results of the People's Council's supervisory activities, the 17th session of the 15th Provincial People's Council selected issues of interest to delegates and voters for questioning. At the same time, seriously prepare the contents and agenda of the session in a flexible, concise and in accordance with regulations.

Mr. Pham Xuan Hien, a voter in Ninh My commune (Hoa Lu district) said: In recent years, the quality of the activities of elected agencies and elected representatives has been constantly improved. Many opinions and recommendations from voters in the commune in particular and the whole province in general have been thoroughly and promptly resolved by the Provincial People's Council. In the upcoming session, I believe that the Provincial People's Council delegates will continue to do a good job of supervising and resolving recommendations, especially outstanding and urgent issues, issues that have been repeatedly raised by voters. At the same time, attention will be paid to policies and allowances for non-professional workers at the grassroots level; policies to support cadres, civil servants and public employees who resign according to their wishes.

Ms. Le Thi Hue, a voter of Ninh Khanh ward (Ninh Binh city) shared: Through the meeting with voters and the provincial People's Council delegates and following the mass media of the province, I know that the 17th session of the 15th Provincial People's Council will consider and decide on many important contents, including the approval of the project to adjust the Ninh Binh Urban Master Plan until 2040. As a citizen living in the city, I am very interested in the implementation of the merger of Ninh Binh city and Hoa Lu district to build a "Millennium Heritage City". I hope that at this session, the Provincial People's Council will discuss and decide on major issues on Ninh Binh urban planning, in which I hope the province will pay attention to investing in building more connecting routes between the center of Ninh Binh city and the tourist attractions of Tam Coc - Bich Dong, Hang Mua; expanding and renovating some routes in the city that are still small and narrow but have high traffic density; At the same time, pay attention to speeding up the construction progress of key projects in the city, creating highlights for the urban area.

Regarding the content of the vote of confidence for the person holding the position elected by the Provincial People's Council at the session, voters said that this is an activity to improve the effectiveness and efficiency of the People's Council's supervisory activities; improve the quality and efficiency of the State apparatus, so voters are particularly interested.

According to Mr. Le Van Cu, a representative of Ninh Hoa commune (Hoa Lu district): The vote of confidence for the person holding the position elected by the Provincial People's Council is to help the person being voted for see the level of confidence in order to continue to strive, practice, improve the quality and efficiency of work in the coming time. At the same time, this is also the basis for competent agencies to consider, plan, train, foster, arrange and use cadres. Therefore, I hope that the delegates of the Provincial People's Council will uphold their sense of responsibility, in taking the vote of confidence, they need to be objective, impartial and accurate for each person.
