According to the National Center for Meteorological and Hydrological Forecasting, satellite imagery, lightning location data, and weather radar images show that convective clouds are developing in several wards and communes in southwestern Hanoi : Tran Phu, Xuan Mai, Phu Nghia, Chuong My, Quang Bi, and Hong Son. This cloud system continues to expand eastward and northeastward.

Between noon and afternoon on September 9th, inner-city wards of Hanoi such as Chuong My, Yen Nghia, Kien Hung, Duong Noi, Ha Dong... will experience rain, showers, and thunderstorms. Afterwards, the thunderstorm area may expand to other wards in the city center of Hanoi. During the thunderstorms, there is a possibility of tornadoes, lightning, and strong gusts of wind.

Over the past 8 hours (from 0:00 to 8:00 on September 9th), the mountainous areas of the northern provinces experienced moderate to heavy rainfall, with some areas receiving very heavy rain, such as: Lang Mo 104.8 mm (Lai Chau); Song Da 83 mm (Dien Bien); Nam Pam 62.2 mm (Son La); Tan Tien 101.6 mm (Lao Cai); Thang Tin 115.8 mm (Tuyen Quang); Cong Bang 132 mm (Thai Nguyen); An Lai 119.6 mm ( Cao Bang ); Tan Minh 97 mm (Lang Son); Chuc Bai Son 108.6 mm (Quang Ninh);...

On September 9th, the provinces in question continued to experience rain with the following accumulated rainfall amounts: Dien Bien , Lai Chau, Son La, Lao Cai, and Tuyen Quang from 30-70 mm, with some areas exceeding 150 mm; Quang Ninh, Lang Son, Cao Bang, and Thai Nguyen from 20-50 mm, with some areas exceeding 90 mm.

Warnings have been issued regarding the risk of flash floods on small rivers and streams, and landslides on slopes in many communes and wards. In addition, warnings have been issued about the risk of natural disasters such as flash floods, landslides, and land subsidence caused by heavy rain or runoff.

Experts warn that flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause localized traffic congestion, affecting the movement of vehicles; destroy public and economic infrastructure, causing damage to production and socio-economic activities.
