Nho Quan determined to complete poverty reduction target

The Resolution of the 27th Congress of the Nho Quan District Party Committee sets the goal of reducing the poverty rate in the entire district to below 2% by the end of 2025. To achieve this goal, the Party committees and authorities at all levels in the district have been implementing many solutions to create momentum for the poor to rise out of poverty.

The family of Ms. Quách Thị Thắm, residing in Tiền Phương 2 village, Văn Phương commune, was one of the households that escaped poverty in Nho Quan district at the end of 2023.

"Last year, my family received housing support under Resolution No. 43 of the Provincial People's Council. With additional financial support and labor from family members, a sturdy house of nearly 60 square meters was completed before the Lunar New Year of 2024. Not only that, to give my family the opportunity to rise out of poverty sustainably, I also benefited from a project supporting breeding cows. Having a solid house to live in and livestock to raise, I am even more determined to develop my economy and improve the lives of my daughter and me. In addition, I also take care of 60 pomelo trees in my garden," Mrs. Tham said excitedly.

Over the years, in implementing the policies and guidelines of the Party and the State, poverty reduction efforts in Nho Quan district have received attention, guidance, and organization, achieving a number of important results.  

According to the multidimensional poverty approach, at the beginning of the 2022-2025 period, Nho Quan district still had 2,175 poor households, accounting for 4.71% of the total households in the district. By the end of 2023, the number of poor households in the district had decreased to 1,202 households, accounting for 2.57% of the total households in the district, a decrease of 973 households, or 2.14%, compared to 2021.

Based on the achievements already made, Nho Quan district is striving to reduce the poverty rate to below 2% by the end of 2025, in accordance with the target set in the Resolution of the 27th District Party Congress. To achieve this goal, the district has made efforts to effectively implement poverty reduction support policies from the central and provincial governments.

In accordance with Resolution No. 23/2020/NQ-HĐND dated May 27, 2020, of the Ninh Binh Provincial People's Council, which stipulates the policy of supporting poor households with members who are people with meritorious services to the revolution in Ninh Binh province, from 2021 to the present, the district has provided support to over 5,000 beneficiaries with a total amount exceeding 3 billion VND.

From 2019 to 2023, over 3,000 students from impoverished households received tuition fee exemptions and reductions, as well as other support, totaling 2 billion VND. From 2019 to 2024, the district issued health insurance cards to individuals from impoverished and near-impoverished households, ethnic minorities, etc., totaling 96,178 cards.

In particular, policy credit funds have been promptly disbursed by the Social Policy Bank, helping poor and near-poor households confidently invest in production and business, develop their economy, and increase their income. From 2019 to the present, the Social Policy Bank has provided loans to nearly 900 poor households for production purposes, totaling 46.2 billion VND; and loans to over 40 individuals for overseas labor export, totaling nearly 2 billion VND… This has significantly contributed to achieving the goal of rapid and sustainable poverty reduction, ensuring social security, and gradually improving the material and spiritual lives of the poor and policy beneficiaries.

Every year, the District Fatherland Front Committee, in coordination with departments, agencies, and the People's Committees of communes and towns, promotes social mobilization, launching the "For the Poor" Fund movement, mobilizing resources from the benevolent hearts of individuals, organizations, and businesses to support the poor and those with difficult circumstances with housing; communes and towns have mobilized the Youth Union and other mass organizations to provide labor support to households for building and repairing houses.

Mr. Luong Van Thuy, Deputy Head of the Department of Labor, War Invalids and Social Affairs of Nho Quan district, said:   To effectively implement poverty reduction policies, the annual review of poor and near-poor households receives special attention, with direct leadership and guidance from Party committees and authorities; supervision from the Fatherland Front; and participation from various associations, organizations, and the people. The review is conducted according to proper procedures and timelines, ensuring accuracy, transparency, fairness, and democracy. The results of the review must accurately reflect the socio-economic development of the locality and the living standards of the people.

Based on the results of the review of poor and near-poor households, specialized departments have advised the district to implement effective support measures such as vocational training, guiding the poor on how to do business, and promoting agriculture, forestry, and fisheries. Accordingly, every year the Department of Agriculture and Rural Development, the Farmers' Association, and the Women's Association of the district coordinate with communes and towns to organize training courses on high-tech farming and livestock techniques and food safety for thousands of farming households, including nearly 500 people from poor and near-poor households.

The practical support solutions from Party committees and authorities at all levels, from the district to the grassroots, along with the efforts and determination of poor households to overcome difficulties, have led to a steady decrease in the poverty rate year after year. This is an important prerequisite for the district to achieve and surpass the targets set forth in the Resolution of the 27th Congress of the Nho Quan District Party Committee.
