New growth drivers
In 2020, the Covid-19 pandemic spread and severely affected the economy , tourism and services, one of the province's economic pillars, declined severely. In that context, to adapt to the situation and maintain growth momentum, Quang Ninh province proactively reviewed and adjusted its development strategy, restructured the industry, and identified the processing and manufacturing industry as a new growth driver. In November 2020, the Quang Ninh Provincial Party Committee issued the first resolution of the entire term - Resolution No. 01, aiming to build a breakthrough in the processing and manufacturing industry, gradually becoming a mainstay, ensuring sustainable development for the province's economy. The development of an economic sector with many potentials and strengths of the province such as processing and manufacturing at that time was extremely urgent, both to maintain the growth rate and to create a premise for sustainable development after the epidemic was controlled.
Resolution 01 sets the target that by 2025, the processing and manufacturing industry will account for over 15% of GRDP, with an average growth of 17% per year. Attracting total investment capital of over 50,000 billion VND (an average of over 10,000 billion VND per year); creating at least 30,000 new jobs. Further, by 2030, the processing and manufacturing industry aims to contribute 20% to GRDP; grow an average of 20% per year; attract an average total investment capital of over 20,000 billion VND per year, creating over 50,000 new jobs.
The Resolution has proposed 7 main groups of solutions, emphasizing the rapid and sustainable development of economic zones and industrial parks; mobilizing all resources to focus on completing the synchronous and modern technical and social infrastructure system to ensure connectivity and comprehensiveness; focusing on developing high-quality human resources and skilled labor; innovating, improving the effectiveness of investment promotion, support and attraction; improving the effectiveness and efficiency of state management; reforming administration, improving the open and favorable investment and business environment; promoting the application and transfer of scientific and technological advances.
Identified as the key to attracting investment, site clearance work for industrial park projects has received special attention and drastic direction. For example, with Bac Tien Phong Industrial Park with a planned area of 1,193 hectares, up to now, investors have had nearly 500 hectares of clean land to build an infrastructure system to ensure conditions for attracting secondary investment projects. In April 2025, the modern Service Office Complex at Bac Tien Phong Industrial Park invested by DEEP C Group and Hateco was inaugurated and put into operation. Mr. Bruno Jaspaert, General Director of Deep C Industrial Park Complex, said: "To date, our industrial park has attracted nearly 6 billion USD in investment capital, of which many secondary projects have come into operation. In the coming time, we will connect Lach Huyen Port (Hai Phong) and the port cluster of 2 Deep C Industrial Parks in Quang Ninh. In addition, we are working hard to develop the portfolio of current investors".
In addition, the province focuses on promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness, thereby unblocking investment capital flows, making Quang Ninh an attractive destination for investors. Quang Ninh is the destination of the world's leading manufacturers such as Foxconn Group, Zinco Solar, Lite-On... Ms. Nguyen Thi Bui, General Director of External Relations of Texhong Group in Vietnam, shared: "No need to go there, just sit at the office, we can submit the application online to the public service system and it will be accepted and resolved within 24 hours. Very fast and saves time for businesses. That is the plus point for Quang Ninh to attract investors".
Promoting green, sustainable growth
Resolution No. 01 leads the processing and manufacturing industry to develop rapidly, strongly and steadily, while changing the industrial structure, contributing to the sustainable development of the province. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, affirmed: “In recent years, Quang Ninh province has paid special attention to the processing and manufacturing industry. The province has focused on leading and directing the promotion of the development of the processing and manufacturing industry to become one of the pillars of economic growth. In the period of 2021-2024, the average growth rate of Quang Ninh's processing and manufacturing industry will reach more than 21%, the total investment capital in the industry will reach more than 8.6 billion USD, of which foreign direct investment (FDI) will reach about 6.1 billion USD, among the top localities in the country in 2023 and 2024”.
In 2025, despite the general difficulties and challenges, the processing and manufacturing industry still witnessed positive and important movements, continuing to affirm itself as the main growth driver for the province's economy. In general, in the first 7 months of 2025, the processing and manufacturing industry increased by 31.99%, contributing significantly to the 15.08% increase in the industrial production index (IIP). Thereby, contributing to ensuring the implementation of the socio-economic growth target in the third quarter of 19.6% and continuing to promote the economic restructuring of the province towards growth in the direction of industry - services.
The year 2025 also has special significance for Quang Ninh's processing and manufacturing industry with the inauguration of Thanh Cong Viet Hung Automobile Factory - the first Skoda automobile factory in Southeast Asia. This is a large-scale, modern automobile factory, not only providing the market with high-tech products under the brand "Made-in-Quang Ninh" but also creating strong growth momentum, creating momentum for the processing and manufacturing industry to develop in the direction of connecting the entire industry in a comprehensive way, promoting the formation of linkage chains and the development of supporting industries.
After nearly 5 years of implementation, Resolution 01 has truly come into life, serving as a guideline for the industrial restructuring process, creating a strong momentum for the processing and manufacturing industry, forming a new economic pillar, making Quang Ninh a dynamic, modern and sustainable center of the processing and manufacturing industry of the whole country.
