Amidst the scorching heat of late summer, instead of having to queue for a long time to complete administrative procedures as before, Ms. Le Thi Anh Tuyet (Ly Truong village, Binh Phu commune) now only needs a few simple steps on the Public Service Kiosk to finish. After selecting the required documents and procedures on the kiosk screen, Ms. Tuyet accesses the service by scanning the QR code on her VNeID application on her phone to log in.

Overview of the Public Service Kiosk Model Implemented in Quang Nam
At this point, the kiosk screen displayed a request for Ms. Tuyet to enter all the required information, check, and confirm that all the necessary documents were present. The accompanying documents only needed to be inserted into the scanner slot; the machine would automatically create copies and return the originals on the spot. After completing these steps, the kiosk asked her to double-check the entered information and enter the confirmation code. Once the information was confirmed, the system displayed a successful submission, and the machine automatically printed a receipt. Ms. Tuyet then received the appointment slip and left to wait for the results.
“ For me, using information technology to complete administrative procedures is very convenient. Before, I had to queue and wait, but now with the kiosk, I only need to perform simple operations and can easily see the progress of my application,” said Ms. Tuyet.

Ms. Tuyet personally submitted the administrative procedures through the Public Service Kiosk.
The Public Service Kiosk for receiving administrative procedures is very compact, at first glance looking very much like an ATM. The device consists of a touchscreen computer system, integrated printer and scanner, QR code scanner, and is connected to the Public Service Portal via Wi-Fi. The convenience of the kiosk is that all content is displayed in Vietnamese, the operation is simple, the process is quick, suitable for all citizens, especially the elderly. After citizens submit their procedures, the documents will be transferred to the Public Service Portal for processing by staff, and the results will be returned on time.
“I find this machine very convenient for farmers. It's easy to use; you just press a button to submit and get the results. When I need to handle paperwork, I can quickly go and submit it myself, then go back to work in the fields. It's much easier than before and very suitable for farmers like us who don't understand information technology,” shared Mr. Nguyen Van Dien from Duc An village, Binh Phu commune.

VNPT staff guide elderly citizens on how to use the kiosk.
The Public Service Kiosk is located at the one-stop service center in Binh Phu commune. Besides the smart sensor system and data extraction from VNeID, the kiosk's automation technology allows citizens to avoid direct contact with staff receiving and processing applications. Simultaneously, citizens can rate their satisfaction with the application processing, thereby contributing to increased responsibility and proactiveness among staff. In the long term, the kiosk can be moved to public places such as village cultural centers and densely populated residential areas when citizens need to carry out administrative procedures, making it highly flexible.
Mr. Tran Thanh Hai, Chairman of the People's Committee of Binh Phu commune, shared that this kiosk system facilitates the process of obtaining a number for efficient handling of applications and serves as a benchmark for citizens to assess and evaluate civil servants. “ Before this system was implemented, many people came in person, and the processing time for each application was very long, leading to overload and inconvenience for the people. Now, through the kiosks, people can submit their applications and receive appointment slips themselves, which is very convenient…”
Mr. Pham Ngoc Hiep, Deputy Director of VNPT Quang Nam, said that implementing Project 06, VNPT is coordinating with the government to deploy an automated solution for public administrative centers and one-stop service departments through Public Service Kiosks . “This kiosk receives results and automatically prints appointment slips very quickly. With such features, we hope to bring convenience to citizens and businesses in carrying out online public administration. In the future, we will conduct a specific evaluation of its effectiveness at Binh Phu commune, and through that, VNPT will expand it to other communes and wards throughout the province to synchronize it on the online system with the goal of helping Quang Nam maintain a good ranking nationwide in the set of indicators for serving citizens and businesses.”
Improving citizen satisfaction, saving costs for government agencies, and enhancing the accountability of civil servants are some of the initial benefits of the pilot Public Service Kiosk in Binh Phu commune. In addition, this model has been successfully utilizing data from the VNeID app, thereby gradually achieving the goals of Project 06 and effectively contributing to the province's administrative reform and digital transformation efforts in the future.
