The National Assembly has decided to build Gia Binh Airport to 5-star standards at a cost of over 196,000 billion VND.

The Gia Binh International Airport project has a total investment of approximately 196,378 billion VND, meeting the standards of a 5-star international airport service, placing it among the top 10 5-star airports in the world.

On the morning of December 11th, with a majority of delegates voting in favor, the National Assembly passed a Resolution on the investment policy for the construction project of Gia Binh International Airport (hereinafter referred to as Gia Binh International Airport).

Gia Binh International Airport is a 4F-class airport (according to the standards of the International Civil Aviation Organization - ICAO) located in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao ( Bac Ninh province ).

The project has a total investment capital of approximately VND 196,378 billion, of which the investor's equity must ensure that it is not less than 15% of the total investment capital of the project.

To implement the project, nearly 1,900 hectares of land are needed, of which approximately 922.25 hectares are paddy fields with two or more harvests per year; land acquisition will be carried out in one go according to the planned scale and the land use purpose will be changed according to regulations.

In terms of objectives, the Gia Binh International Airport project will be invested in according to international standards, becoming a smart, green, sustainable, next-generation airport of international class, meeting the needs of socio-economic development, serving dual-use operations, ensuring national security and defense operations, and hosting important diplomatic events, including the APEC Summit in 2027.

This airport meets international 5-star airport service standards, is among the top 10 5-star airports in the world according to Skytrax criteria, and is ranked among airports with excellent passenger experience according to the International Airport Council.

The goal is to become the aviation gateway of Northern Vietnam, a transit airport for passengers and cargo, and a maintenance, repair, and overhaul facility for aircraft in the Asia-Pacific region.

The project is divided into two implementation phases, with phase 1 (from 2025 - 2030) further subdivided into two smaller phases. Specifically:

The first phase (2025-2027) will complete the construction of necessary facilities to serve the APEC Summit in 2027. The next phase (2026-2030) will complete the remaining facilities from the previous phase, ensuring synchronized operation and exploitation to meet a capacity of 30 million passengers per year and 1.6 million tons of cargo per year.

Phase 2 (from 2031 - 2050) will focus on completing the construction of facilities to meet a capacity of 50 million passengers/year and 2.5 million tons of cargo/year. The project's operating period is 70 years.

Investor selection method: implemented according to the regulations in Resolution No. 03/2025/NQ-CP dated August 14, 2025, of the Government on the specific mechanisms and policies for investment in the construction of Gia Binh International Airport.

Decision to invest in the Vinh - Thanh Thuy expressway.

Earlier that same day, the National Assembly also passed a Resolution on the investment policy for the Vinh - Thanh Thuy expressway construction project, with a total investment of nearly 24,000 billion VND.

The project aims to build a modern and integrated East-West transportation route to meet transportation needs, create momentum and new development opportunities; and connect Hanoi with Vientiane (Laos).

Simultaneously connecting with the Eastern North-South Expressway and the Ho Chi Minh Highway; enhancing competitiveness and creating momentum for socio-economic development in the region, inter-regions, and internationally; contributing to national defense and security; and gradually achieving the goals and strategies for socio-economic development as outlined in the Party's Resolution.

The project, spanning approximately 60km within Nghe An province, is a public investment project divided into 10 sub-projects.
