(NLĐO) - According to Minister of Public Security Luong Tam Quang, the operations of 694 district-level police forces and approximately 5,916 teams under district-level police forces will be terminated.


On February 18th, General Luong Tam Quang, Minister of Public Security, spoke with the press about the reorganization of the People's Public Security Force (CAND).

Accordingly, Minister Luong Tam Quang stated that compared to the previous restructuring and streamlining, the People's Public Security Force will take over five groups of responsibilities from various ministries and agencies, including: State management and implementation of aviation security; state management of cybersecurity; state management of testing and issuing driver's licenses for motor vehicles; state management of criminal records and provision of public services for issuing criminal record certificates; and state management of drug addiction treatment and post-treatment management.

In addition, the Ministry of Public Security also took over corporations to build a modern, dual-use security industry; and reorganized and streamlined the local police apparatus from three levels to two levels (eliminating district-level police).

"Compared to previous occasions, this reorganization and streamlining of the Ministry of Public Security's organizational structure was carried out synchronously with the summary of Resolution No. 18 at all levels and sectors, in a very short time. However, like previous occasions, there was an extremely large volume of work, carried out with a very high sense of responsibility, unity, and solidarity of the entire force with the spirit of wholeheartedly serving the Fatherland and the people, daring to think, daring to act, daring to take responsibility, daring to sacrifice, all for the development of the country, for ensuring firm security and order, and for the peaceful and happy life of the people," General Luong Tam Quang emphasized.

According to Minister Luong Tam Quang, the review of Resolution No. 18 revealed that the four-tiered police organizational structure – "a lean Ministry, strong provinces, comprehensive districts, and grassroots-based communes" – needs further adjustment to reduce hierarchical levels and intermediate stages, making it more streamlined, efficient, effective, and better serving the people. Accordingly, the Central Party Committee of Public Security and the Ministry of Public Security reported to and received approval from the Politburo and the Central Committee for the principle of reorganizing the four-tiered police model into a three-tiered system. For local police, the motto will be adjusted from "strong provinces, comprehensive districts, and grassroots-based communes" to "comprehensive provinces; strong communes, and grassroots-based communes." Provincial-level police will comprehensively address all security and order situations in their localities; commune-level police will be strengthened, built to be more grassroots-based, and will address emerging security and order issues from the outset and at the grassroots level.

"The abolition of district-level police forces will end the operations of 694 district-level police units and approximately 5,916 teams under those units. The reorganization and streamlining of the local police apparatus aims to change the operating mechanism, reduce hierarchical levels to improve the quality, effectiveness, and efficiency of work, and the quality of service to the people," General Luong Tam Quang stated.

Regarding personnel matters, the Minister of Public Security stated that tens of thousands of officers and soldiers will be reassigned and reassigned to provincial and commune-level police forces, with priority given to commune-level police forces, especially in large areas with dense populations, complex security and order situations, difficult areas, and remote regions. The Politburo's policy is to maintain and ensure the staffing levels of the armed forces during the reorganization of the apparatus to meet the requirements and tasks of the new era; the Ministry of Public Security is taking on additional tasks from other ministries and agencies, therefore, it does not encourage officers and soldiers to retire before the age limit, while actively implementing personnel reduction for those with weak qualities and capabilities.

Regarding the assessment of officials' competence and work efficiency, according to Minister Luong Tam Quang, it is measured by the quality and effectiveness of security and order maintenance work; and the satisfaction of the people in carrying out administrative procedures related to security and order. In particular, with the new organizational model, national security will be firmly consolidated in all areas and fields, addressing potential complexities early, remotely, and at the grassroots level; crime will be sustainably reduced; and people will live peacefully and happily in a society that is increasingly orderly, disciplined, safe, and healthy, with the quality of service to the people constantly improving.

According to General Luong Tam Quang, during the process of summarizing and proposing the policy of organizing the police force into three levels, a thorough assessment of tasks was conducted, and careful calculations were made to adjust assignments and decentralization to ensure clarity, synchronization, and continuity, preventing interruptions in work, ensuring no areas or fields are left unattended, and avoiding the omission or loss of tasks. Along with accelerating digital transformation and administrative procedure reform within the police force, and continuing to advise on and strongly promote the implementation of Project No. 06, which aims to "strengthen the reduction and elimination of unnecessary administrative procedures, shifting the state of public service provision from a 'request-and-grant' approach to 'proactive' service for citizens and businesses; improving the quality of online public services throughout the entire process towards personalized digital services, independent of administrative boundaries," with regular guidance and professional direction from provincial and ministerial-level police to the commune level, there will basically be no significant difficulties or obstacles.
