On December 3rd, the Hoa Binh Provincial Police announced that the Tan Lac District Police Investigation Agency had issued a decision to initiate criminal proceedings and temporarily detain NVD (a 42-year-old bus driver from Dien Bien) and PTH (a 43-year-old truck driver from Phu Tho) for investigation into violations of road traffic regulations that occurred in Man Duc town and Phong Phu commune, Tan Lac district, Hoa Binh province.

Initial investigations determined that the first particularly serious traffic accident occurred at approximately 11:30 PM on December 1st at Km92+00 on National Highway 12B, in the town of Man Duc, Tan Lac district, Hoa Binh province. At that time, a tractor-trailer driven by PTH, traveling from Hoa Binh to Lac Son, collided with a motorcycle without a license plate.
Three people were on the motorbike (the driver is unknown): BXT (17 years old), BVA (16 years old), and BVT (19 years old, all from Thanh Hoi commune, Tan Lac district), traveling in the opposite direction. As a result, all three on the motorbike died on the spot, and the car and motorbike were damaged.

The second particularly serious traffic accident occurred at approximately 1:30 AM on December 2nd, at Km110+77 on National Highway 6, in Phong Phu commune, Tan Lac district. At that time, a passenger bus driven by NVD, traveling from Son La to Hanoi, collided with an unidentified motorcycle traveling in the opposite direction.
The accident resulted in the deaths of all three people on the motorbike: D.CH (18 years old), D.CH (18 years old, both from Phu Cuong commune, Tan Lac district) and D.VH (17 years old, from Suoi Hoa commune, Tan Lac district), and both vehicles were damaged.
