Thanh Hoa collected nearly 55,000 billion VND in budget revenue, ranking first in the North Central region.

(Dan Tri) - In 2025, Thanh Hoa province's state budget revenue is estimated to reach nearly 55,000 billion VND, ranking first among the North Central provinces.

On the morning of December 8, the 18th People's Council of Thanh Hoa province, term 2021-2026, solemnly opened the 37th session.

Mr. Mai Xuan Liem, Permanent Vice Chairman of Thanh Hoa Provincial People's Committee, presented a summary report on the socio- economic situation, national defense and security in 2025 and the plan for 2026.

In 2025, the socio-economic situation of Thanh Hoa province achieved many important and comprehensive results in all fields.

The growth rate of gross regional domestic product (GRDP) is estimated at 8.27%, ranking 15th out of 34 provinces and cities nationwide. The scale of GRDP is estimated at over 330,000 billion VND, the highest among the North Central provinces.

The agricultural sector developed sustainably; the industrial production index (IIP) increased by 15.8% over the same period; trade and service activities were vibrant, with total retail sales of goods and service revenue estimated at more than VND220,000 billion, up 16% over the same period.

Notably, this year Thanh Hoa's state budget revenue grew positively, exceeding the progress assigned by the Central Government and ranking first among the North Central provinces, estimated at nearly 55,000 billion VND. The number of newly established enterprises is estimated at 3,510, exceeding the plan by 17%.

In the past year, the two-level local government model has been vigorously and synchronously implemented, associated with promoting decentralization and delegation of power, creating the basis for streamlining the apparatus and improving the effectiveness and efficiency of governance.

The Provincial Competitiveness Index (PCI) has improved; science and technology activities, innovation and digital transformation have had many positive changes.

The quality of cultural and social activities continued to improve; key education and sports achieved high results, maintaining their position among the leading groups in the country. The whole province completed the goal of eliminating temporary and dilapidated houses ahead of schedule. National defense, security, and social order and safety were maintained.

Mr. Nguyen Doan Anh, Secretary of Thanh Hoa Provincial Party Committee, emphasized that 2026 is the year of the 14th National Party Congress, the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term, and is also the first year of implementing the 5-year socio-economic development plan (2026-2030).

The Secretary of the Thanh Hoa Provincial Party Committee requested delegates to focus on studying and objectively and comprehensively evaluating the results of the implementation of socio-economic development tasks, budget finance and public investment in 2025; fully analyzing, forecasting and quantifying factors affecting and influencing the socio-economic development plan; and estimating the 5-year financial plan for the period 2026-2030.

On that basis, discuss and agree on measures, solutions, mechanisms and implementation policies that are suitable to reality, have breakthroughs, are highly effective and feasible.

Mr. Anh also asked the delegates to focus on discussing solutions to effectively implement the resolutions of the Central and the province on socio-economic development, especially the 7 pillar resolutions and strategies of the Politburo and the Resolution of the 20th Provincial Party Congress.

At this session, the Provincial People's Council will review reports of the Provincial People's Committee on the results of implementing socio-economic development tasks, ensuring national defense and security; reports on finance, budget, public investment in 2025 and plans for 2026.

The Provincial People's Council will also consider, discuss and approve 27 draft resolutions submitted by the Provincial People's Committee; listen to the announcement of the Provincial Vietnam Fatherland Front Committee on the Front's participation in government building and synthesize voters' opinions and recommendations sent to the session; and at the same time discuss and decide on a number of other contents under its authority as prescribed by law.
