In 2023, Tam Diep city experienced 5 typhoons and 3 tropical depressions, including 2 typhoons that directly affected the city, and 6 heatwaves. The City People's Committee directed specialized departments and the People's Committees of wards and communes to assign officials to regularly monitor the situation, closely follow weather developments, and effectively implement forecasting, warning, and approved disaster prevention and control plans.
To mitigate damage caused by natural disasters, the city places special emphasis on raising awareness and improving the response skills of all levels of government, citizens, and communities regarding disaster prevention and control. In addition, it effectively implements the "four on-the-spot" principle. This includes stockpiling earth and rocks at key locations of dikes, embankments, and culverts, and contracting with households to prepare bamboo stakes, sandbags, and other necessary materials to proactively handle situations where floods exceed the design capacity of the dikes. Simultaneously, it ensures thorough monitoring and close tracking of disaster developments; and provides complete, timely, and accurate information and reporting in accordance with regulations.
In 2024, the city aims to proactively develop plans for timely prevention, response, and effective mitigation of natural disasters; ensure the safety of disaster prevention and control structures; and protect people and property of the State and the people.
Focus on reviewing and assessing the quality of dikes, dams, flood control and search and rescue works, and irrigation works; specifically identify key dike areas; direct the development of flood control plans at all levels and sectors according to the "four on-the-spot" principle; inspect and supervise flood control preparations, especially the "four on-the-spot" principle, from the city level down to wards, communes, villages, residential areas, and households in high-risk areas affected by natural disasters.
Develop specific forest fire prevention and control plans for potential scenarios. Organize effective disaster prevention and rescue operations in accordance with regulations, and be ready to respond promptly to natural disasters.
At the conference, delegates focused their discussions on identifying critical areas at risk of storms, floods, and inundation in response to the unpredictable nature of natural disasters occurring in the city, especially key areas related to disaster prevention and rescue work. They also proposed several recommendations regarding the enhancement of necessary equipment and tools to ensure the effectiveness and safety of forces participating in disaster prevention and rescue, and the renovation and upgrading of critical areas at risk of localized flooding and inundation in the city.
At the conference, the participating units signed a memorandum of cooperation on disaster prevention and search and rescue for 2024.
* On the afternoon of April 15th, the Steering Committee for Disaster Prevention and Search and Rescue of Kim Son District held a coordination meeting on civil defense, disaster prevention and search and rescue (PCTT&TKCN); fire prevention, forest fire prevention, and building collapse rescue in 2024.
The conference was attended by leaders from the Provincial Military Command, the Kim Son District People's Committee, military units reinforced and stationed in the area; and representatives from several key communes in the district focusing on disaster prevention and search and rescue.
In 2023, the Kim Son District Disaster Prevention and Search and Rescue Command actively and proactively coordinated with relevant agencies and units to develop plans and make thorough preparations in terms of personnel, equipment, materials, and supplies. They closely coordinated with reinforced military units, district and local departments and agencies to effectively organize cooperation, ensuring readiness for evacuation, securing, and reinforcing structures, warehouses, barracks, dikes, embankments, and culverts in the event of storms and floods. As a result, in 2023, the district did not experience any flooding, fires, forest fires, or building collapses, ensuring absolute safety in all aspects.
At the conference, delegates approved the draft plan for coordinated civil defense, disaster prevention and search and rescue; fire prevention, forest fire prevention, and building collapse rescue in Kim Son district in 2024. Representatives from various units affirmed that disaster prevention and search and rescue is an urgent task requiring the collective strength of many levels and sectors, and that close coordination among military units stationed in Kim Son district is of crucial importance. Therefore, delegates proposed additional options and solutions to ensure the prevention and minimization of potential damage.
In 2024, weather forecasts predict complex and unpredictable developments, with storms and low-pressure systems likely to appear earlier and last longer, posing potential dangers to fishermen working on rafts and boats operating at sea. The Kim Son District Disaster Prevention and Search and Rescue Command continues to implement comprehensive solutions to raise awareness and responsibility, and effectively carry out disaster prevention and search and rescue work; fire prevention and control, forest fire prevention, and rescue from building collapses.
This includes emphasizing proactiveness, thorough preparation in all aspects, and effectively implementing the "3 before" and "4 on-site" principles. It also involves improving the quality of propaganda, dissemination, learning, and training to ensure that all citizens and 100% of officers and soldiers know how to swim; and enhancing training, coordination, and cooperation among forces.
Agencies, units, communes, and towns maintained good information dissemination and practiced the plans thoroughly. The drills held in the three communes of Kim Tan, Kim My, and Con Thoi served as a basis for drawing lessons learned throughout the district.
At the conference, the leaders of the Kim Son District People's Committee and representatives of the commanding officers of the cooperating units signed a memorandum of cooperation on disaster prevention and rescue; fire prevention and control, forest fire prevention and rescue in 2024.
