Promoting fundamental and comprehensive educational innovation in Ho Chi Minh City

On September 20, the Propaganda Department of the Ho Chi Minh City Party Committee coordinated with the Party Committee of the Department of Education and Training of Ho Chi Minh City, the Party Committee of the Ho Chi Minh City National University and the Party Committee of the University and College Bloc of Ho Chi Minh City to organize a workshop on "The leadership role of Party committees at all levels in implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration in Ho Chi Minh City".

Pay attention to the regime and policies for teachers

More than 300 officials including leaders of the Propaganda Department of the Ho Chi Minh City Party Committee, the Ho Chi Minh City People's Council, the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Party Committees of Thu Duc City and 21 districts, representatives of universities, colleges and high schools in Ho Chi Minh City attended the conference.

Sharing experiences, methods, and good solutions in leading the fundamental and comprehensive innovation of education and training, Associate Professor, Doctor, Doctor Nguyen Thanh Hiep, Principal of Pham Ngoc Thach University of Medicine, said that it is necessary to promote the leading role of Party committees at all levels in deploying and implementing Resolution 29 to carry out the fundamental and comprehensive innovation of education and training. In addition, it is necessary to strengthen the inspection and supervision of action programs of units to have timely measures to support units in completing the action programs and effectively performing assigned tasks. In addition, it is necessary to pay attention to building a strong enough team of lecturers to do well in innovation of education and training...

To promote political and ideological education in schools, according to Mr. Nguyen Kim Luyen, Deputy Head of the Political and Ideological Department, Ho Chi Minh City Department of Education and Training, party committees at all levels must maintain and promote the role of political core, clearly identifying that regular education, training, and improvement of character and moral qualities are important contents to build a clean and strong Party organization in terms of politics, ideology, organization and ethics. Along with that, schools should strengthen education on ethics, lifestyle, and civilized urban living for cadres, party members, students; improve the quality of flag-salute activities, extracurricular activities, after-school activities, and source activities to educate awareness and ideology for learners.

Regarding human resources, Ms. Le Mong Diep, Deputy Head of the Department of Education and Training of Phu Nhuan District, said that the coordination mechanism between departments and localities needs to continue to promote the implementation of policies and regimes for the teaching staff. Along with that, it is necessary to focus on material care, building ideals and revolutionary ambitions, motivating the team, having policies to encourage people to work with high productivity, promoting exemplary spirit, and opposing the ideology of averageness and subsidies in education.

In particular, regarding the model of "Advanced school following the trend of regional and international integration" that Ho Chi Minh City is promoting this school year, Principal of Le Quy Don High School (District 3) Bui Minh Tam expressed that the new school model requires the participation and coordination of party committees at all levels, local authorities, education managers and the efforts of the team of teachers.

Speaking at the conference, Deputy Head of the Standing Committee of the Propaganda Department of the Ho Chi Minh City Party Committee Le Hong Son stated that thanks to the strengthening of the Party's leadership and state management, the implementation of the policy of fundamental and comprehensive innovation in education and training has achieved many outstanding achievements. In particular, the requirement to promote the autonomy mechanism in educational institutions has been focused on all three factors: academics (content, teaching methods), finance and management staff and teachers.

Student-centered

According to Associate Professor, Dr. Hoang Cong Gia Khanh, Rector of the University of Economics and Law (Ho Chi Minh City National University), after 10 years of implementing Resolution 29, Vietnam's higher education has changed positively in all aspects, in which the quality of education has been gradually improved, and the university governance model through the university council has been implemented. In the context of limited resources, thanks to the attention of Party committees at all levels, effective coordination between ministries, branches and localities, especially the efforts of the team of teachers and education managers, the education and training sector has fundamentally changed in quality, which has been recognized and highly appreciated by international organizations. However, the practical implementation of university autonomy has revealed many limitations stemming from the regulations and policies of the State.

According to Associate Professor Dr. Mai Thanh Phong, Deputy Secretary of the Party Committee, Rector of the University of Technology (Ho Chi Minh City National University), Ho Chi Minh City is currently one of the leading localities in education and training innovation to meet the needs of social development. These achievements are both the basis for improving the effectiveness of fundamental and comprehensive education and training innovation, and the driving force contributing to building a city with a good quality of life, civilized, modern, and humane.

On the other hand, Head of the Propaganda Department of District 1 Party Committee Nguyen Trung Chau Tuyen said that it is necessary to focus on developing party members in the education sector, effectively implementing political and ideological work in schools; enhancing the leadership role of party organizations in schools in innovation and effectively organizing the implementation of goals and tasks of the education and training sector. At the same time, strengthening the leadership of the Party and the management of the government in innovation of teaching and learning, especially strongly and synchronously innovating the basic elements of education in the direction of attaching importance to developing the qualities and capacities of learners, taking students as the center...

According to comrade Le Hong Son, in the coming time, with the National Assembly just passing Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, this is a great opportunity for Ho Chi Minh City to promote its comprehensive strength, effectively exploit its potentials, advantages, and strategic position to promote educational innovation in Ho Chi Minh City in a fundamental and comprehensive manner in the spirit of Resolution 29.
