
In the past period, 100% of ministries, ministerial-level agencies, and localities have promptly issued plans and directives to synchronously implement reforms in administrative procedures , improving service quality and the satisfaction level of citizens and businesses. The digitization of administrative procedure records and results has been implemented in 9,200 out of 11,956 one-stop service centers , accounting for 76.9%. The rate of digitization of administrative procedure records and results has significantly improved; in the first nine months of 2023, the rate of electronically issued administrative procedure results in ministries and agencies reached 24.48% (an increase of 13.7% compared to the same period in 2022), and in localities reached 38.94% (an increase of 25.8%). Under Project 06, 15 ministries and agencies and all 63 localities have completed the connection and data sharing between the National Population Database and the Administrative Procedure Resolution Information System.
In Dien Bien province , the digitization of administrative procedure records and results has been implemented 100% at the one-stop service centers at all levels; over 75% of records have been digitized. According to the Government Office 's assessment, in the first nine months of 2023, Dien Bien province ranked 15th out of 63 provinces and cities in the overall results of 5 groups of indicators ( achieving 74.59 points ); among which the groups of indicators with high scores include: progress and resolution (19.4/20 points); transparency and openness (14.9/18 points) .
At the meeting, delegates generally agreed with the draft report and the draft Directive on continuing to promote solutions to improve the efficiency of administrative procedures and public service delivery for citizens and businesses. Discussions led to recommendations and proposals to overcome difficulties and obstacles regarding : regulations on unit prices, fees, and charges for administrative procedures in major cities like Hanoi ; completing the digitization of administrative procedures related to land, natural resources, and the environment to reduce the proportion of paper documents; and implementing the interconnection of specialized databases in several fields across several ministries and sectors, such as the Ministry of Justice (Electronic Civil Registry Management System; Criminal Record Management System); and the Ministry of Planning and Investment (Business Registration System; Household Business Registration System)...
Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized : Every level, ministry, sector, and locality must consider administrative reform, linked with digital transformation, as an important task . It is necessary to change the habit of using paper documents; to emphasize the role of the head of agency in directing the work; to review, abolish, and reduce ineffective administrative procedures . It is also necessary to strengthen coordination among ministries, sectors, and localities in implementing the synchronized database; to pay attention to the implementation of Project 06; to proactively report difficulties and obstacles encountered during implementation to the task force; and to strengthen inspection and supervision.
