Implementing the 2013 Constitution (amended) in the context of building a two-level local government

On December 8, Ho Chi Minh City University of Law organized a workshop on "Implementing the amended 2013 Constitution in the context of building a two-level local government in Vietnam today".

The workshop aims to create a forum for scientists , managers and experts... to exchange views, share experiences and propose solutions to improve the effectiveness of implementing the 2013 Constitution (amended).

In his opening speech, Dr. Le Truong Son, Rector of Ho Chi Minh City University of Law, said that in the period when Vietnam continues to promote innovation and sustainable development, the requirement to amend and supplement a number of articles of the 2013 Constitution is more necessary than ever.

Completing the constitutional framework not only contributes to streamlining the political apparatus, but also creates conditions for building a two-level local government model that is closer to the people and serves the people more effectively, thereby opening up new prospects for the country's development in the future.

According to Dr. Le Truong Son, at the 9th session, the 15th National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025.

This decision marks an important step, laying the necessary legal foundation for the organization and operation of local government according to the two-level model.

However, putting new regulations into practice simultaneously raises many theoretical and practical issues, requiring careful analysis and assessment to ensure consistency with governance practices, socio-economic development requirements and Vietnam's deep international integration process.

At the workshop, experts and scientists focused on discussing four main groups of issues: Analyzing new points of the amended Constitution; assessing the impact of new regulations on the legal system and the operation of the political apparatus; identifying difficulties and obstacles in implementation; discussing the application of the Constitution in building local governments suitable to the context of digital transformation and the formation of digital governments and smart cities.

The working sessions recorded many lively exchanges of opinions, providing important suggestions for perfecting the law, innovating the organization and improving the effectiveness of local government administration in the current period.
