At the meeting, Huynh Tan Viet, Standing Deputy Secretary of the Dong Hung Thuan Ward Party Committee, said that the ward's operations have basically stabilized after implementing the 2-level local government model. The Ward Public Administration Service Center currently has 5 full-time civil servants and 7 part-time civil servants and workers from specialized departments assigned to receive and return results of documents and provide guidance to people. In addition, units such as Social Insurance, Post Office , Tax, Police, Youth Union, etc. also assigned staff to coordinate and support people in carrying out administrative procedures, online public services and digital transformation applications.
As of July 9, the Center has received and processed 787 applications, with no late cases; provided guidance to 126 cases related to business registration procedures, confirmation of marital status, cremation encouragement, social protection for people over 80 years old, disabled people, etc.
However, the ward leaders also pointed out some difficulties in the early days of operating the two-level local government such as the infrastructure of the working headquarters has degraded, not ensuring space for officials and civil servants; the large number of people coming to do procedures causes overloading of access to the VNeID system; some legal regulations related to decentralization and delegation of power are still overlapping, causing confusion in implementation.
In his concluding remarks, Comrade Nguyen Van Loi acknowledged the locality's efforts in operating the two-level government model, especially the operational efficiency of the Public Administration Service Center in handling procedures for people and businesses.
He suggested that the ward leaders continue to consolidate the apparatus, perfect working regulations, clearly assign tasks and responsibilities among departments; promote democracy, build a government close to the people, serve the people better and better.
The Public Administration Service Center needs to ensure sufficient staff, civil servants and equipment to serve the people and businesses. At the same time, proactively review and detect difficulties, obstacles and shortcomings to promptly advise and recommend competent authorities to resolve and remove them.
The Head of the Ho Chi Minh City National Assembly Delegation also requested that the city's departments and branches coordinate to support localities and advise the city's leaders to promote decentralization and delegation of power to the commune level clearly and specifically in each field.
Previously, the delegation visited a number of families with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs Day.
The delegation also surveyed the Dong Hung Thuan Ward Public Administration Service Center. Here, Comrade Nguyen Van Loi spent a lot of time talking with people who came to submit administrative procedures, listening to people's comments on the work of receiving and handling documents by officials and civil servants. He requested the leaders of the Ward Public Administration Service Center to focus on human resources, arrange equipment and facilities to ensure the best service for people.
