On the afternoon of October 23, Chairman of the Provincial People's Committee Vo Trong Hai led a working group to inspect and work on compensation, resettlement support, and land clearance for the Rao Tro Reservoir project (Ky Anh district), part of the Vung Ang Economic Zone Water Supply Project.

Accompanying them were Colonel Nguyen Hong Phong – Director of the Provincial Police, Colonel Nguyen Xuan Thang - Commander of the Provincial Military Command, and leaders of relevant departments, agencies, and units.

At the local level, the leaders of Ky Anh district reported on the results of the compensation and support work for the project and the plan for implementation in the coming period.

Accordingly, the project to build a water supply system for the Vung Ang Economic Zone in Ky Anh district (compensation, support, and resettlement implemented from December 2011 to the present) includes the following components: the Rao Tro reservoir, the Lac Tien dam, and the canal and tunnel, with a total area of ​​2,975.92 hectares; affecting 1,835 households in the communes of Ky Thuong, Ky Tay, Lam Hop, Ky Son, Ky Lac, and Ky Tan.

The people of Ky Thuong commune are happy and grateful for the attention shown by the provincial leaders.

To date, many households have yet to receive compensation for land clearance. Specifically, the supplementary compensation policy regarding vocational retraining, job search, and livelihood stabilization support in 5 communes (Ky Thuong, Ky Tan, Ky Son, Lam Hop, Ky Lac) affects 883 households; the compensation, support, and resettlement in Ky Tay commune have not yet been implemented for 373 households; and the additional flooding affecting the Lac Tien dam, canal, tunnel, and auxiliary structures in Ky Lac, Ky Son, and Lam Hop communes affects 58 households.

According to the local plan, regarding the supplementary compensation policy on vocational retraining and job search support, and livelihood stabilization support in the five communes of Ky Thuong, Ky Tan, Ky Son, Lam Hop, and Ky Lac, a meeting will be held to announce the supplementary compensation and support plan, and the plan will be publicly posted in the communes before October 30, 2023; compensation and support payments will be disbursed starting from November 15, 2023.

The people of Ky Tay commune want the compensation process to be fair and free from errors.

Regarding compensation, support, and resettlement in Ky Tay commune, a review and supplementary inventory will be conducted and completed before December 30, 2023; payments of compensation and resettlement support will begin on April 15, 2024.

During the meeting, local residents in the project-affected areas expressed their gratitude for the attention of leaders at all levels and sectors; they also hoped that the provincial leaders would continue to pay attention and provide appropriate compensation plans that reflect the reality; and they made several suggestions and proposals.

Chairman of the Provincial People's Committee Vo Trong Hai expressed his hope that the local people would share the difficulties encountered during the project implementation.

Speaking to residents in the affected area, Chairman of the Provincial People's Committee Vo Trong Hai expressed his hope that the people would share the difficulties in the project implementation process, especially in land clearance. To definitively resolve outstanding issues and ensure the rights and stable lives of people in the affected area, the Provincial People's Committee submitted to the Provincial People's Council Resolution No. 128/NQ-HĐND dated September 22, 2023, on compensation, support, resettlement, and land clearance for the project.

The Chairman of the Provincial People's Committee requested Ky Anh district to focus on directing and urging units to promptly carry out the inventory, develop clear, public, and transparent compensation plans for the people. He also called for disseminating information and guiding people on policies, encouraging compliance with state laws and regulations regarding compensation and land clearance, and resolving all people's complaints definitively.

At the same time, it is requested that relevant departments and agencies, according to their functions and duties, identify this as a key task, regularly inspect, supervise, and guide the Ky Anh District People's Committee in implementing compensation, land clearance, and resettlement in a timely manner and in accordance with the law. In particular, they should monitor the situation and strictly handle those who incite or instigate people to violate regulations.
