Accordingly, Vietnam Post has developed a comprehensive plan for nationwide implementation and will update, check, and evaluate the implementation in each commune; continue to provide support and guidance to people in using online public services; receive applications and return results of administrative procedures at post office service points located in the center of the old commune/ward, far from the new commune/ward's Public Administrative Service Center, in order to facilitate convenience for people and businesses; and allocate sufficient personnel, equipment, and vehicles to deliver the results of administrative procedures to people at the requested address and to circulate documents between the commune/ward's Public Administrative Service Center and the relevant agencies handling administrative procedures and vice versa.

According to the overall plan implemented nationwide by Vietnam Post, a total of 8,000 officials and employees have been assigned to support the implementation of tasks at the commune-level People's Committees, including:
- 3,340 staff members provide direct support at 3,321 commune/ward/special zone People's Committees;
- 3,321 postal workers are responsible for delivering administrative procedure results directly to the addresses requested by citizens;
- Nearly 1,400 permanent staff members are on standby to provide support as needed.
On the very first day of implementation, Vietnam Post conducted on-site inspections in more than 700 communes, accounting for approximately 25% of the total number of communes nationwide, to ensure service quality.

At the commune-level public administrative service center, Vietnam Post staff perform many tasks: Guiding citizens and businesses in preparing documents; Assisting with online application submission and document digitization; Receiving and returning administrative procedure results; Transferring documents between the administrative center and relevant agencies; Receiving feedback and suggestions related to the resolution of administrative procedures.
Mr. Chu Quang Hao, General Director of Vietnam Post, said that all personnel involved in providing support have received thorough professional training from the parent company to provincial and city post offices. At the same time, Vietnam Post has fully prepared equipment, vehicles, infrastructure, and uniforms, ready to cooperate with local authorities in receiving, processing, and returning administrative procedure results quickly and efficiently.

With a network of over 13,000 service points nationwide, Vietnam Post is playing the role of an "extended arm" of the government in administrative reform, especially in communes/wards that have been reorganized according to the two-tiered local government model (provincial level - commune level) from July 1, 2025.
