Ta Van Commune, Lao Cai Province was established on the basis of merging 3 communes: Ta Van, Muong Hoa and Hoang Lien. The new Ta Van Commune has a large area and abundant tourism potential, but always faces violations of construction order. Therefore, Ta Van Commune has identified construction order management as a key task, determined to restore discipline.


The whole political system got involved
At the end of July, Mr. Giang A T., Ta Van Day 2 village, Ta Van commune, arbitrarily built a wooden house on agricultural land with an area of about 80 m2 . After checking and discovering this violation, the local authorities quickly made a record. However, instead of applying strong administrative measures immediately, the local authorities focused on propaganda and mobilization.
Thanks to his persistence in explaining the legal regulations related to construction and land order, Mr. T. voluntarily demolished the house. Notably, the demolition was carried out with the support of the villagers, creating a beautiful image of consensus and self-awareness in the community.
The case of Mr. Giang A T. is a clear demonstration of the motto of Ta Van commune: Resolutely handle violations but take propaganda and mobilization as the foundation, creating consensus from the grassroots.

The outstanding feature of Ta Van commune is the large population of ethnic minorities (Mong, Tay, Dao, Giay, Xa Pho ethnic groups account for a large proportion). Before merging into the new Ta Van commune, the area of the three communes of Ta Van, Muong Hoa, and Hoang Lien was a "hot spot" for violations of construction and land order.
When established, Ta Van commune received a huge amount of work, with 188 cases of violations that needed to be handled.
Mr. Nguyen Dinh Thang - Vice Chairman of Ta Van Commune People's Committee said: The situation of violations of construction and land order in Ta Van commune is relatively complicated. Illegal, unauthorized construction greatly affects the planning of future residential areas, as well as the general tourism planning of Ta Van commune.
Since its establishment, the People's Committee of Ta Van commune has identified land management and construction order as a central and continuous task. The commune has focused on directing resolutely, mobilizing the entire political system to participate.
Vice Chairman of the Commune People's Committee Nguyen Dinh Thang added: Last July, the Ta Van Commune People's Committee issued directives and plans to restore construction and land order in the area with the spirit that all members, forces, departments, and organizations of the commune must participate.
From July 1, 2025 to now, Ta Van commune has discovered 93 new violations: 52 construction works for residential purposes, 7 violating construction works for business purposes and the remaining 34 works are small-scale construction works, leveling works, prefabricated structures used to look after fields or other purposes.
The commune has organized the forced demolition of 5 constructions. For complicated cases, the commune has proactively transferred the files to ask for opinions and coordinated with relevant agencies and units to resolutely handle them according to the provisions of the law.


Positive signals
During the process of handling violations, Ta Van commune has achieved remarkable results: 22 new violating constructions have been thoroughly handled; 17 constructions have been mobilized for people to voluntarily demolish.
Ta Van's initial success was achieved thanks to close coordination between the government and the people.
However, during the process, Ta Van commune also encountered many difficulties and problems.
With the drastic participation of all levels and sectors, Ta Van commune is gradually controlling the situation of construction and land order, gradually resolving outstanding and newly arising violations, aiming at the goal of sustainable tourism development and new rural construction.
