Local residents have reported that for many years, the Tan Thanh Urban Area Project in Tan Thanh Ward, Duong Kinh District, Hai Phong City, has been left abandoned, wasting valuable land resources. Although the investor has built a perimeter wall around the project site, many households have illegally occupied the land, digging ponds for aquaculture and grazing buffalo.
On the afternoon of July 18th, in an interview with Nguoi Dua Tin (The Informer), Mr. Nguyen Duy Hung, Chairman of the Tan Thanh Ward People's Committee, informed that on May 15th, 2003, the Hai Phong City People's Committee issued Decision No. 1019 allowing the Vietnam Chamber of Commerce and Industry (VCCI) to lease over 41 hectares of land in Tan Thanh commune, Kien Thuy district (now Tan Thanh ward, Duong Kinh district) to build the Do Son Entertainment and Recreation Area.
At the end of 2003, VCCI proposed, and the People's Committee of Hai Phong City agreed, to allow the conversion of land use purpose to urban development. To implement the Tan Thanh urban residential area project, VCCI partnered with several units to establish the Investment and Development Construction - Trade - Tourism Joint Stock Company.

However, on November 17, 2008, the People's Committee of Hai Phong City issued Decision No. 1942, revoking the legal validity of Decision No. 1019, reclaiming over 41 hectares of land previously leased to VCCI, and assigning its management to the Land Fund Development Center under the Department of Natural Resources and Environment of Hai Phong.
On March 23, 2010, in Notice No. 79, the Chairman of the People's Committee of Hai Phong City agreed in principle to allow Van Xuan Urban Development Investment Joint Stock Company (formerly Investment and Development Construction - Trade - Tourism Joint Stock Company) to continue implementing the Tan Thanh Urban Area Project.
On May 2, 2019, the People's Committee of Hai Phong City issued a document revoking the legal validity of Notice No. 79 and Notice No. 193 mentioned above. Simultaneously, it instructed relevant agencies to carry out procedures to terminate the Tan Thanh Urban Area construction investment project. In 2020, the People's Committee of Hai Phong City approved a plan to reimburse the legitimate investment value upon land reclamation from VCCI.
Since 2003, when they received the land for the project, the investor carried out some tasks, including building a gate and surrounding wall, and leveling the ground. After that, the investor took no further action, leaving the more than 41-hectare plot of land, considered "prime land" in Tan Thanh ward, to be overgrown with weeds.

Mr. Nguyen Duy Hung, Chairman of the People's Committee of Tan Thanh Ward, Duong Kinh District, Hai Phong City, admitted that more than two years ago, saddened by the abandoned Tan Thanh Urban Area Project, 26 households in Duong Kinh and Do Son districts (both in Hai Phong City) illegally dug ponds to raise aquatic animals.
In addition, taking advantage of the abundant weeds, some local households have been grazing 30-40 buffaloes in the project area for many years.
"To facilitate the recovery of the Tan Thanh Urban Area Project, before March 22, 2024, the local authorities persuaded all 26 households that had illegally occupied land to dig ponds for aquaculture to harvest their aquatic products and move all their assets back to the investor. Currently, there are still households grazing buffalo in the project area, with a number of about more than 30 animals," Mr. Hung said.

According to sources from Nguoi Dua Tin , the People's Committee of Hai Phong City has assigned the People's Committee of Duong Kinh District to enforce the reclamation of the Tan Thanh Urban Area Project. The plan is to implement this by the end of March 2024.
However, the local authorities have not yet carried out the planned enforcement because they have to follow the prescribed procedures. These include reporting to and seeking guidance from the Standing Committee of the City Party Committee, the Party Committee of the People's Committee of Hai Phong City, and the People's Committee of Hai Phong City, as well as consulting with relevant departments and agencies of the city regarding the enforcement process and procedures.
"The people and authorities of Tan Thanh ward hope that the City will soon revoke the Tan Thanh Urban Area Project to implement projects related to social welfare for the people or auction the land use rights to increase budget revenue for the City and the District," said Mr. Nguyen Duy Hung, Chairman of the People's Committee of Tan Thanh ward.
