On September 15th, Deputy Prime Minister Ho Duc Phoc signed decisions to allocate food, supplies, and disinfectants to localities to help them overcome the consequences of Typhoon No. 3.
According to Decision 986/QD-TTg, Deputy Prime Minister Ho Duc Phuoc requested Ministry of Finance 182,585 kg of rice and supplies and equipment were released from the national reserve to the provinces: Hung Yen, Cao Bang, Phu Tho, and Bac Kan provinces are working to overcome the consequences of typhoon number 3.
Specifically, Hung Yen province received the following support: 1 DT3 type speedboat; 1,000 life jackets; 1,000 lifebuoys; 10 sets of 24.5 m² rescue tents; 1 30KVA generator; and 32,585 kg of rice.

Cao Bang Province Supported items include: 1 DT2 type speedboat; 40 sets of 24.5m² rescue tents ; 1,000 life jackets; 1,000 lifebuoys; 20 lightweight life rafts; 5 fire-fighting water pumps; 2 generators (including: 1 unit of 30kVA and 1 unit of 50kVA).
Phu Tho Province Supported items include: 1 DT2 type speedboat, 3 50 KVA generators; 1,123 life jackets; 445 lifebuoys; 10 lightweight life rafts; 2 sets of drilling and cutting equipment; 2 sets of concrete breaking drills; 2 sets of rescue rope launching equipment (guide rope launching devices).
Bac Kan province received 150,000 kg of rice as assistance.
The Ministry of Finance, in accordance with its assigned functions and duties, is responsible for the basis, information, and data in reports and proposals. The People's Committees of Hung Yen, Cao Bang, Phu Tho, and Bac Kan provinces are responsible for the accuracy of the reported data; receiving and organizing timely support to the correct beneficiaries and according to the prescribed quotas; managing and using national reserves effectively and for the intended purpose; and submitting reports (to the Ministry of Finance) in accordance with regulations.
Furthermore, in Decision 985/QD-TTg, the Deputy Prime Minister requested the Ministry of Health to release 1,765,000 Aquatabs 67mg water disinfectant tablets free of charge from the national reserve to the provinces of Lao Cai, Phu Tho, Bac Kan, Vinh Phuc, Dien Bien, Cao Bang, and the Ministry of Health to mitigate the consequences of Typhoon No. 3.
Specifically, Lao Cai province received 1,000,000 tablets; Phu Tho province received 100,000 tablets; Bac Kan province received 50,000 tablets; Vinh Phuc province received 15,000 tablets; Dien Bien province received 100,000 tablets; Cao Bang province received 200,000 tablets; and the Ministry of Health received 300,000 tablets.
The Deputy Prime Minister requested the Ministry of Health and the Ministry of Finance, according to their assigned functions and duties, to be responsible for the basis, information, and data in the reports and proposals. The People's Committees of the provinces of Lao Cai, Phu Tho, Bac Kan, Vinh Phuc, Dien Bien, Cao Bang, and the Ministry of Health are to organize timely support, ensuring it reaches the right beneficiaries, is effective, serves its intended purpose, and complies with reporting requirements (submitted to the Ministry of Finance) as stipulated.
