This morning, April 11th, the Culture and Social Affairs Committee of the Provincial People's Council worked with the Gio Linh District People's Committee to hear a report on the results of implementing Resolution No. 167/NQ-HĐND dated December 9, 2021, of the Provincial People's Council on investment in the preservation, restoration, and promotion of the system of historical and cultural relics in Quang Tri province during the 2022-2025 period in the district.

Gio Linh district currently has a total of 77 classified and managed historical sites and component sites (54 historical sites, 21 cultural and artistic sites, and 2 archaeological sites). Of these, 5 are special national-level historical sites/component sites; 19 are national-level historical sites/component sites; and 53 are provincial-level historical sites.

From 2014 to the present, four historical sites in the district have received investment for construction, preservation, and restoration. Currently, the district is implementing investment, preservation, and restoration of six historical sites according to Plan 26/KH-UBND dated February 16, 2022, of the Provincial People's Committee, with a total budget of 1,840 million VND, of which 20% is from social contributions; and is coordinating with the Department of Culture, Sports and Tourism to develop a plan for the special national historical site of Hien Luong - Ben Hai and the Gio An ancient well system.

Over the past period, Gio Linh district has implemented many flexible and appropriate solutions to allocate land for historical sites, such as mobilizing land donations and exchanges; assigning tasks to the People's Committees of relevant communes and towns and the District's Land Development and Industrial Cluster Investment Management Board as the investor to implement the investment steps for the restoration of historical sites according to the plan; to date, the historical sites included in the investment plan for restoration have had their procedures carried out by the localities and units in accordance with regulations.

According to the plan, during the period 2022-2025, Gio Linh district will complete the scientific and legal dossiers for 40 out of 49 provincial-level relics that do not yet have dossiers (10 dossiers completed each year). As of December 30, 2023, 39 out of 40 scientific dossiers have been completed, reaching 97.5%, and 26 out of 40 legal dossiers have been surveyed, prepared, and are currently being submitted for signing, reaching 65% (of the plan for the entire period).

During the meeting, Gio Linh district highlighted the difficulties and obstacles encountered in implementing resolutions and plans on investment in the preservation, restoration, and prevention of degradation of historical and cultural relics in Quang Tri province during the 2022-2025 period.

Therefore, it is recommended that regulations on decentralized management be clear, consistent with the reality of managing, exploiting, and promoting the value of historical sites; and at the same time, consistent with the management of land within each specific type of historical site.

We request that the competent authorities promptly determine the location and size of the historical site to serve as a basis for resolving land allocation issues, and simultaneously proceed with surveying and creating management records.

There is a need for a unified policy and allocation of funds for compensation and land clearance to reserve land for historical sites located on land currently used by organizations, households, and individuals, in order to create legal documentation and for planning and granting land for these sites in the area.

Attention should be given to allocating funds for early investment, preservation, and restoration of historical sites (Gio Linh district has 6 historical sites) in accordance with Plan 26/KH-UBND dated February 16, 2022, of the Provincial People's Committee.

The Culture and Social Affairs Committee of the Provincial People's Council requested that the Department of Culture, Sports and Tourism proactively propose the decentralization of management of historical sites; and guide localities in installing commemorative plaques and signs at historical sites according to regulations. Gio Linh District needs to standardize and specify the information and content of the plaques and signs accurately to help people and visitors understand the meaning and value of each historical site.

At the same time, the opinions and suggestions from the district were noted and incorporated to serve as a basis for requesting relevant departments and agencies to continue coordinating the implementation of Resolution No. 167/NQ-HĐND in the future.

The working group of the Culture and Social Affairs Committee of the Provincial People's Council conducted a field survey at several historical sites and landmarks in Gio Linh district, including: Ha Thuong village communal house; Ha Trung village communal house; Tran Dinh An mausoleum; and An Xa Cham tower.
