On the afternoon of October 15, speaking at the opening session of the preparatory session of the 18th Hanoi Party Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that after a period of active and urgent preparation, with a serious and responsible spirit, with the consent of the Politburo , the 18th Hanoi Party Congress, term 2025 - 2030, will be held in 3 days from October 15 to 17, 2025.

According to the program, on the afternoon of October 15, the Congress will hold a preparatory session to elect the Presidium, Secretariat, Delegate Qualification Review Board and carry out a number of important tasks before entering the official session taking place on the morning of October 16. Attending the congress are 550 outstanding delegates, representing the intelligence, will and aspirations of nearly 500,000 Party members of the entire City Party Committee.

The Congress will carry out four tasks: Summarizing the implementation of the Party Congress resolution for the 2020-2025 term and determining the directions, goals, tasks, and solutions for the 2025-2030 term; Discussing and contributing opinions to the draft documents of the 14th Party Congress; Electing the City Party Executive Committee for the 2025-2030 term; Electing the delegation to attend the 14th Party Congress.

“At this congress, I suggest that our delegates continue to research and contribute their intelligence to clarify and illustrate the overall picture, affirm the achievements the city has made and the limitations and shortcomings that need to be overcome and corrected, especially recommend and propose breakthrough solutions for the capital to make a breakthrough in the coming time,” said the Secretary of the Hanoi Party Committee.

Regarding the election of the 18th City Party Executive Committee and the Delegation to attend the 14th National Congress of the Party, the Secretary of the Hanoi Party Committee noted that at each congress, along with discussing documents, setting out directions, tasks, goals, targets, and solutions for development in the coming time, the election of the City Party Executive Committee is extremely important. Because the City Party Executive Committee is the highest leadership body between two congresses, responsible for leading the entire City Party to successfully implement the Resolution of the Congress.

Deeply aware of this issue, in preparing personnel for the Congress, the City Party Committee has closely followed and strictly implemented the Party's regulations, the direction of the Politburo and the Secretariat, fully implemented the steps and procedures according to regulations, ensuring objectivity, democracy, publicity and transparency in developing the personnel plan. The personnel plan submitted to the Congress has been appraised by the competent authorities and approved by the Politburo.

According to the program, on the afternoon of October 16, the Congress will elect the Executive Committee of the Hanoi Party Committee for the 18th term. The number of personnel of the Executive Committee of the City Party Committee for the 18th term includes 75 comrades (4 more than the present); the number of Standing Committee members includes 17 comrades; the number of Standing Committee members of the City Party Committee includes 5 comrades. The personnel work plan has basically followed and implemented according to Directive 45 of the Politburo and the regulations and instructions of the Central Committee.
