Add new mechanism to improve recruitment and management of civil servants

Participating in the discussion at Group 1, the delegates of the Hanoi National Assembly Delegation assessed that the draft Law on Public Employees (amended) has inherited the relevant regulations; amended and supplemented many new mechanisms to improve the recruitment, use and management of public employees according to job positions associated with restructuring and improving the quality of the staff.

On the morning of October 22, the National Assembly discussed in groups the Draft Law on Vietnam Civil Aviation (amended) and the Draft Law on Public Employees (amended).

Contributing opinions to perfect the draft Law on Civil Servants (amended), the National Assembly Deputies of Hanoi acknowledged and highly appreciated the draft Law which has been amended and supplemented with many new and progressive points, namely the management of civil servants according to job positions, clearly distinguishing groups of titles associated with corresponding authority and responsibilities, overcoming the situation of average spread in salary payment and use of civil servants.

In addition, the mechanism of decentralization and delegation of authority is expanded, accompanied by clearer accountability for heads of public service units. Speaking at the discussion, National Assembly Deputy Nguyen Phuong Thuy said that there should be no regulations on public service units in the draft; because the contents on the organization of the apparatus and the workplace of civil servants need to be regulated in separate legal documents on public service units. In addition, the delegate said that the Resolution of the National Assembly Standing Committee on thematic supervision on the organization and operation of public service units in 2024 has requested the Government to direct the research and development of a general law regulating public and non-public service units.

National Assembly Deputy Nguyen Phuong Thuy also suggested that it is necessary to specifically define the subjects of civil servants signing fixed-term contracts and indefinite-term contracts to be regulated in the draft Law. At the same time, there should be more specific regulations on the rate of evaluation based on output results and the direct role of evaluation results in decisions on salaries, bonuses, additional income, planning, appointment, training, and contract termination.

“There needs to be a unified national KPI assessment criteria framework and a synchronous electronic civil servant assessment system to create a national database, ensuring transparency and verifiability,” National Assembly Deputy Nguyen Phuong Thuy stated.

Regarding the method of recruiting civil servants, many National Assembly deputies also said that, in order to avoid problems in practical implementation, the drafting agency should research and supplement more clearly the priority mechanism. National Assembly deputy Le Nhat suggested considering having a special policy, giving priority to the development and recruitment of civil servants who are ethnic minorities and civil servants with good professional qualifications to work in ethnic minority and mountainous areas, islands and borders.

“It is necessary to prioritize the recruitment, training and development of local human resources, especially ethnic minorities, to train a team of civil servants who understand customs, practices, languages ​​and have a long-term attachment to the locality. At the same time, it is necessary to perfect the special treatment mechanism, including attraction allowances, special allowances, support for public housing, training, development, and reasonable rotation to attract and retain competent civil servants who volunteer to work in ethnic minority and mountainous areas,” emphasized National Assembly Deputy Le Nhat Thanh.

Meanwhile, delegate Truong Xuan Cu expressed concerns about the regulations for recruiting civil servants. The delegate said that although recruitment criteria have been set, if they are not public and transparent, it is very easy for negative things to happen. "Excellent graduates must be tested to select truly excellent people with knowledge, skills and qualifications," said delegate Truong Xuan Cu.

In addition, the National Assembly deputies said that the draft Law on Public Employees (amended) also inherits the relevant regulations; amends inappropriate regulations; adds new mechanisms to improve the recruitment, use and management of public employees according to job positions associated with restructuring and improving the quality of the team. At the same time, it creates connectivity in the use of human resources between the public and private sectors associated with attracting and using high-quality human resources; promotes the mechanism of decentralization and delegation of power between the Central and local levels, between the management agencies of public service units and the heads of service units.
