That is the content of the official dispatch of the Ministry of Construction sent to the People's Committee of Quang Tri province, the Civil Aviation Authority of Vietnam and the Transport Engineering Design Corporation (TEDI) regarding the content of adjusting the level of Quang Tri airport.
The Ministry of Construction said it has received a report and documents from the Civil Aviation Authority of Vietnam on approving the adjustment of the master plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050. This includes adjusting the airport level of Quang Tri airport from 4C to 4E according to the classification of the International Civil Aviation Organization (ICAO).
According to the content of the planning adjustment documents, the units commented that Vietnam has not yet planned a regional and international aviation industrial center in the Central region.
The Ministry of Construction believes that the units proposing to upgrade Quang Tri airport to level 4E is necessary, meeting forecasted transportation needs and contributing to positioning Quang Tri as a logistics - industrial center of the North Central region and the economic corridor of Quang Tri - Salavan (Laos) - Ubon Ratchathani (Thailand).
To ensure the full persuasiveness of the planning adjustment dossier, the Ministry of Construction requested the Civil Aviation Authority of Vietnam and TEDI consultants to review and supplement forecast data on freight transport demand in Quang Tri province and the above economic corridor, especially clarifying the data on transport demand for high-value goods expected to be transported through Quang Tri airport.
Regarding the orientation of forming more aircraft repair and maintenance centers at Quang Tri airport, the Ministry of Construction said that the national airport and seaport system planning approved by the Prime Minister on June 7, 2023 has oriented to form aircraft repair and maintenance centers at large airports with good infrastructure conditions and international routes, including Chu Lai airport in Da Nang city.
In addition, Hong Kong Aircraft Engineering Company Limited (HAECO) is currently interested in investing in providing aircraft repair and maintenance services at Van Don International Airport.
Gia Binh International Airport was also proposed by the investor to be approved in principle for investment with the goal of becoming an aircraft maintenance, repair and overhaul center in the Asia-Pacific region.
Long Thanh International Airport is also oriented to form a regional-scale center for maintenance and overhaul of engines and aviation equipment.
Therefore, regarding the orientation of establishing additional aircraft repair and maintenance centers at Quang Tri airport, the Ministry of Construction requested the Civil Aviation Authority of Vietnam and TEDI consultants to further assess the impact on the above airports and Chu Lai airport in the central coastal region.
According to the Ministry of Construction, Quang Tri airport is currently being invested in under the public-private partnership (PPP) model with an operating period of more than 47 years.
The case of studying the adjustment of Quang Tri airport level leads to the adjustment of works in the airport area (runway, taxiway) and increases the total investment of the project.
Therefore, the Ministry of Construction requested the Civil Aviation Authority of Vietnam and TEDI consultant to proactively work with the People's Committee of Quang Tri province and related units to review and assess the impact on the project of building Quang Tri airport under the PPP method (regarding land use needs, site clearance, total investment, financial plan...), ensuring the investment efficiency of the project.
