The Hanoi Departmentof Education and Training announced the exam scores and benchmark scores for public grade 10 in 2025 on the evening of July 4. In the first year of the 10th grade exam under the new general education program, the benchmark scores across the city decreased. The number of schools with reduced benchmark scores was up to 92 out of a total of 115 schools, equivalent to 80%.
Notably, many schools have had their benchmark scores drop significantly compared to 2024. Up to 15 schools have dropped by 3 points or more. In particular, there are 2 schools that have dropped by more than 8 points: Phuc Loi High School and Tho Xuan High School.
Phuc Loi School is located in the old Long Bien district, now Phuc Loi ward. The school's benchmark score in the past 5 years has always been at an average of 7 points/subject or higher.
In 2023 and 2024, the school will have an entrance score of 37.75 points, equivalent to 7.55 points/subject, in the top 30 schools with the highest standard scores in Hanoi .
However, this year, candidates applying for the first choice at Phuc Loi School only need to score 14.5 points to pass, equivalent to 4.83 points/subject.

According to the Hanoi Department of Education and Training, Phuc Loi School was granted 765 quotas but only had 687 applications for the first choice. As a result, the school's benchmark score this year fell to the top 30 lowest in the city, at 23rd place from the bottom.
Last year, Doan Ket High School (formerly Hai Ba Trung District, now Bach Mai Ward) fell into a similar situation. Because the number of applications for the first choice was lower than the enrollment target, the school's benchmark score dropped by 16.25 points.
In the suburban area, Tho Xuan High School is the school with the sharpest drop in admission scores in 2025, from more than 6 points/subject to more than 3 points/subject. The school is also in the group of 6 schools with the lowest admission scores in Hanoi.
This year, Hanoi has more than 103,000 students competing for 81,000 public school places, with an admission rate of 78.6%.
Compared to 127,000 9th grade students in the 2024-2025 school year in Hanoi, the rate of students entering public 10th grade after junior high school is about 64%.
