
According to delegate Ta Thi Yen, many studies have shown that national competitiveness is the competitiveness of large cities, where economic potential, science and technology, and high-quality human resources are concentrated. Hanoi, along with other large cities in our country, is shouldering such important responsibilities. Therefore, the delegate highly agrees with the contents of the draft Law on the Capital City (amended). As presented in the Government 's submission and the verification report of the Legal Committee, the goal is to build Hanoi as required by the Party and State documents on the construction and development of the capital city, meeting the aspirations and expectations of voters and people nationwide.
Delegates also highly appreciated the regulations on decentralization and delegation of power to the Hanoi government in urban planning and development ; measures to ensure the implementation of plans; management of urban space, architecture, landscape and construction; urban renovation, upgrading and reconstruction to institutionalize the Party's policy in Resolution No. 15-NQ/TW of the Central Committee on "focusing on implementing planning, investment in construction, stabilizing the population on both banks of the Red River and Duong River, planning the development of urban underground space, green space and public space," creating flexibility for Hanoi, especially when some regulations on planning adjustments have been expressed in resolutions of the National Assembly piloting special policy mechanisms for Nghe An, Thanh Hoa, Khanh Hoa provinces, Hai Phong city and most recently Ho Chi Minh City have been approved.
Regarding the development of science and technology, innovation, digital transformation, and the development of high-tech zones, delegates agreed with the provisions on some specific mechanisms for the development of science and technology and high-tech zones in the capital city as outlined in the draft law. Recognizing that current and future science and technology activities will always be a strength of the capital city , home to the largest concentration of research and development facilities and scientists in the country, including academies of science, national universities, the national innovation center, and the Hoa Lac High-Tech Zone , strong mechanisms and policies are needed to develop and effectively implement these initiatives , especially in the context of the Fourth Industrial Revolution and the urgent need for digital transformation, energy transition, green development, and circular economy at the national, sectoral, and local levels.
"To avoid difficulties and confusion in quantifying and measuring specific indicators, goals, and effectiveness, I suggest that the drafting agency should pay attention to more detailed regulations to increase the feasibility and effectiveness of laws on science and technology development and digital transformation," Representative Ta Thi Yen proposed.
Commenting on the new regulations in the draft Law on housing development , technical infrastructure development, and transportation infrastructure in the Capital, delegates said that these regulations basically address the practical issues of the Capital and therefore agree with and support them. For example, the supplementary regulations on housing development , especially the policy on developing social housing and renovating and rebuilding old, dilapidated apartment buildings that have expired to ensure the safety of people; the regulations on decentralizing authority to Hanoi in managing and maintaining roads located in Hanoi , especially the regulations on prioritizing the development of high-capacity public passenger transport systems , as well as the development of logistics and public passenger transport systems in the Capital region; encouraging the application of digital technology and artificial intelligence in the management and operation of the Capital's transportation system …
Regarding the mobilization of financial resources and budget for the development of the Capital , delegates agreed with the content of the draft Law. The practical implementation of these regulations over the past period has shown that these pilot mechanisms and policies are appropriate and effective , and therefore need to be legalized for official implementation . This includes a provision allowing Hanoi to retain a maximum amount of revenue from land under its management to create resources for investment in the development of economic and social infrastructure in the Capital and the Capital region.
However, delegate Ta Thi Yen stated that Hanoi is the second-largest contributor to the national state budget (after Ho Chi Minh City), so it is necessary to pay attention to the overall budget balance across different sectors and localities.
