Accordingly, the City allocated 24,158.7 m2 of land in Dan Phuong commune, Dan Phuong district (land clearance completed as confirmed by the People's Committee of Dan Phuong district in Document No. 7138/UBND - PTQD dated November 26, 2024) to the People's Committee of Dan Phuong district to implement the Project for Construction of Infrastructure for Auctioning Land Use Rights in Dong Say area, phases 4, 5, and 6, in Dan Phuong commune, Dan Phuong district, according to the investment project approved by the People's Committee of Dan Phuong district in Decision No. 4792/QD - UBND dated June 21, 2022, and adjusted in Decision No. 646/QD - UBND dated January 19, 2023.
The location, boundaries, and area of the land for the project are determined in the adjusted master plan map at a scale of 1/500 for the project to build infrastructure for auctioning land use rights in the Dong Say area, phases 4, 5, and 6, Dan Phuong commune, Dan Phuong district, prepared by Thanh An Consulting, Surveying, Design and Trading Joint Stock Company, and approved by the People's Committee of Dan Phuong district with Document No. 2124/UBND-QLĐT dated November 23, 2022.
The total land area of 24,158.71 m2 includes: 5,879.58 m2 for low-rise housing construction (auctioned land); 1,559.07 m2 for social housing; 14,752.26 m2 for transportation; 1,245.5 m2 for green space; 563.9 m2 for parking; 36 m2 for a power station; and 122.4 m2 for a waste transfer point. Land use type: The Dan Phuong District People's Committee was allocated land by the State without payment of land use fees.
The Hanoi People's Committee has instructed the Dan Phuong District People's Committee to contact the Department of Natural Resources and Environment to receive the land handover on-site. The district is to implement the project according to the approved investment plan, ensuring overall planning and synchronous connection of technical infrastructure and regional infrastructure.
The People's Committee of Dan Phuong District is responsible for preparing and approving the overall site plan, ensuring that no interstitial land areas are created and that land is used economically and efficiently. They are also responsible for preparing a land use right auction plan for approval by the competent authority and organizing the auction in accordance with the procedures stipulated in the Land Law of 2024, the Law on Auction of Assets of 2016, and other guiding documents; and the current regulations of the Hanoi People's Committee on auctioning land use rights for land allocation with land use fees or land lease in Hanoi ; ensuring compliance with legal regulations, transparency, and efficiency.
The Department of Natural Resources and Environment is responsible for determining the boundaries and handing over the land on the ground to the People's Committee of Dan Phuong District.
The Hanoi Land Registration Office updates land use rights registration, processes land use change registrations, and adjusts land use changes in cadastral records according to regulations.
