Of which, the City Internal Affairs Department leads the agencies under the People's Committee of Hoi An City with an administrative reform index of 95.06%, classified as good. The People's Committee of Cam Pho Ward ranks first among 13 communes and wards with an index of 94.01%. The Hoi An Center for Cultural Heritage Management and Preservation achieved 94.54%, leading the public service units under the People's Committee of Hoi An City.

The PAR Index ensures a two-way assessment between the self-assessment of the state administrative agency in performing its PAR tasks and the assessment of the people, officials and civil servants of the state administrative agency in providing public services; at the same time, it determines people's satisfaction with administrative services through sociological surveys.

The 2024 PAR Index results are an important management tool, helping to clearly identify the strengths and weaknesses in the implementation of PAR tasks of each agency, unit and locality. From there, solutions are proposed to overcome shortcomings and limitations; enhance the role and responsibility of leaders and staff, civil servants and public employees in implementing PAR work.
