Meeting of the Standing Committee of the Provincial Party Committee

Also attending were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; representatives from several Party building committees at the central level; leaders of the Provincial People's Committee, and representatives from several departments, agencies, and related organizations.

At the conference, delegates provided feedback on amendments and additions to the Working Regulations of the Provincial Party Committee's Executive Board, 22nd term, 2020-2025.

Through discussion, the delegates agreed with the proposed amendments and additions to the Working Regulations, based on current regulations of the Central Government and the province (especially newly issued regulations) and the practical situation.

Meeting of the Standing Committee of the Provincial Party Committee — Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered a speech at the conference.

In addition, delegates provided specific feedback on several clauses, points, and sections, including suggestions for adjusting the wording and meaning; adding information on the duties and powers of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Permanent Committee of the Provincial Party Committee, the Provincial Party Secretary, the Deputy Provincial Party Secretaries, and the working relationship with central agencies.

In conclusion, the Provincial Party Secretary agreed with the opinions expressed at the conference and the proposed amendments and additions to the Working Regulations of the Provincial Party Committee, 22nd term, 2020-2025. The suggestions were incorporated to finalize the draft, which will be submitted to the Provincial Party Committee for consideration and decision.

Commenting on the draft Notice of Conclusion of the Provincial Party Standing Committee at the working session with the Tam Diep City Party Standing Committee, delegates focused their feedback on: a general assessment of results from the beginning of the term to date; directions, tasks, and solutions for implementation in the coming period; recommendations and proposals from the Tam Diep City Party Standing Committee regarding the review of land management and use by central agencies and units located in the city; and proposals and recommendations in the field of public investment…

The delegates also stated that the issuance of the Conclusion would serve as a basis for the Standing Committee of the Tam Diep City Party Committee to more clearly assess the city's achievements, identify shortcomings that need to be addressed, determine tasks, and orient the city's development for the 2020-2025 term as well as the long term, in order to develop socio -economic aspects, ensure national defense and security, and improve the people's lives.

In conclusion, the Provincial Party Secretary basically agreed with the draft Notice of Conclusion; assigned the Provincial Party Committee Office to incorporate the opinions at the meeting, finalize the draft Notice of Conclusion, and submit it to the Standing Committee of the Provincial Party Committee for signing and promulgation. At the same time, assigned the Party Committee of the Provincial People's Committee to direct the development of a plan for implementing the Notice of Conclusion to ensure feasibility and effectiveness.

The Provincial Party Secretary also noted: The planning of Tam Diep city must be placed within the provincial planning. Regarding the goal of striving to make Tam Diep a type II urban area, it is necessary to promote urbanization associated with improving urban quality and urban civilization. In the city's development, the role of businesses should be emphasized. At the same time, practice thrift and cut back on investment projects that are not truly necessary.

Also at the conference, delegates provided feedback on the report outlining important viewpoints and orientations in the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050.

Accordingly, the delegates considered this a very important issue, therefore a thorough review and assessment of development goals and strategies is needed to maximize the province's potential and advantages, serving as a basis for managing and investing in the development of Ninh Binh province to soon become a prosperous province in the Red River Delta region and the whole country.

The delegates acknowledged that the report had incorporated, revised, and clarified the province's development views and goals, its growth rate compared to the average of the Red River Delta region; development space; plans for airport development; elimination of flood diversion and flood retention areas along the Hoang Long River; and urbanization rate. In addition, the delegates also focused on reviewing and reorganizing district and commune-level administrative units, as well as several issues related to tourism development and transportation infrastructure.

In conclusion, the Provincial Party Secretary basically agreed with the contents and explanations regarding the important viewpoints and orientations of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, as presented in the report by the Party Committee of the Provincial People's Committee at the conference.

Provincial Mother — Comrade Doan Minh Huan, Secretary of the Provincial Party Committee, delivered a speech at the conference.

The Party Committee of the Provincial People's Committee directs specialized agencies to coordinate with the consulting unit to fully incorporate all opinions at the conference. This includes incorporating, supplementing, and revising as much as possible the opinions from the appraisal report of the Appraisal Council, the opinions of central ministries, departments, and agencies, and the opinions of experts and scientists, in accordance with the actual conditions of the province. This ensures consistency and alignment between national, sectoral, and regional planning with the provincial planning, and provides justifications for any dissenting opinions with valid grounds and arguments.

Continue researching and reviewing the options, paying attention to the roadmap for becoming a centrally-governed city; the development of the province with its unique characteristics of the ancient capital region; the exploration and exploitation of mineral resources; and the allocation and zoning of land in the provincial planning.

The study proposes the construction of a gas-fired power plant in conjunction with the decommissioning of the Ninh Binh Thermal Power Plant. The completion of the planning project should be expedited and submitted to the competent authorities for approval according to regulations, ensuring timely progress.

During discussions on adjusting the investment policy for the Van Phong Industrial Cluster Infrastructure Construction and Business Project (Nho Quan district), delegates expressed strong agreement with the adjustments to the implementation schedule and the scale of land subdivision for the 30.77-hectare industrial cluster. This adjustment is considered reasonable, aiming to facilitate the investor in completing the necessary documents, procedures, and supporting components of the project in accordance with current planning, thus ensuring early completion and attracting secondary investment.

In conclusion, the Provincial Party Secretary agreed with the principle of adjusting the investment project for the construction and operation of the Van Phong industrial cluster infrastructure as proposed by the Party Committee of the Provincial People's Committee (in Report No. 196-BC/BCSĐ, dated July 24, 2023).

The Party Committee of the Provincial People's Committee directs the implementation of the project in accordance with regulations and on schedule to attract secondary investors to carry out production and business projects in line with the approved industrial cluster's characteristics and the province's industrial development orientation; prioritizing the use of high technology, clean technology for sustainable development, and the production of high value-added products; paying attention to the economical and efficient use of land associated with environmental protection, fire and explosion prevention, and wastewater and waste treatment. During implementation, attention should be paid to ensuring the rights of workers and building a sustainable ecosystem for the local population.

Also at the conference, the Standing Committee of the Provincial Party Committee gave opinions on: the policy of supplementing standards and quotas for specialized vehicles serving the work of the Office of the Provincial National Assembly Delegation and the Provincial People's Council; the proposal on organizing the 7th Congress of the Ninh Binh Provincial Farmers' Association, term 2023-2028; emulation and reward work; and personnel organization work.
