At the conference, delegates gave their opinions on amending and supplementing the Working Regulations of the Provincial Party Executive Committee, term XXII, 2020-2025.

Through discussion, delegates agreed with the proposal to amend and supplement the Working Regulations, accordingly the amendment and supplement were based on current regulations of the Central Government, the province (especially newly issued regulations) and the practical situation.

In addition, delegates gave specific comments on a number of provisions, points, and items, including proposals to adjust the wording and meaning; supplement the tasks and powers of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial Party Secretary, the Deputy Provincial Party Secretaries, and the working relationship with central agencies.

Concluding this content, the Provincial Party Secretary agreed with the opinions expressed at the conference and the content of amending and supplementing the Working Regulations of the Provincial Party Executive Committee, term XXII, 2020-2025. The comments were accepted to complete the draft, report to the Provincial Party Executive Committee Conference for consideration and decision.

Giving opinions on the Draft Notice of Conclusion of the Provincial Party Committee Standing Committee at the working session with the Standing Committee of the Tam Diep City Party Committee, delegates focused on giving opinions on: general assessment of results from the beginning of the term to date; on directions, tasks, and solutions for implementation in the coming time; on recommendations and proposals of the Tam Diep City Standing Committee in directing the review of land management and use of central agencies and units located in the city and recommendations and proposals in the field of public investment...

Delegates also said that the issuance of the Conclusion will be the basis for the Standing Committee of the Tam Diep City Party Committee to more clearly assess the city's achievements, point out the limitations that need to be overcome, identify tasks, and at the same time orient the city's development in the 2020-2025 term as well as in the long term to develop the economy - society, ensure national defense, security, and improve people's lives.

Concluding this content, the Provincial Party Secretary basically agreed with the draft Conclusion Notice; assigned the Provincial Party Committee Office to absorb the opinions at the conference, complete the draft Conclusion Notice, and submit it to the Provincial Party Committee Standing Committee for signing and promulgation. At the same time, assigned the Party Committee of the Provincial People's Committee to direct the development of a plan to implement the Conclusion Notice to ensure feasibility and effectiveness.

The Provincial Party Secretary also noted: The planning of Tam Diep city must be placed within the provincial planning. Regarding the goal of striving to make Tam Diep a type II urban area, it is necessary to promote urbanization associated with improving urban quality and urban civilization. In the development of the city, it is necessary to emphasize the role of enterprises. At the same time, practice thrift and cut down on investment projects that are not really necessary.

Also at the conference, delegates gave their opinions on the report on important viewpoints and orientations in the Ninh Binh Provincial Planning for the 2021-2030 period, with a vision to 2050.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the conference.

Accordingly, the delegates considered this a very important issue, so it is necessary to carefully review and evaluate the development goals and strategies to maximize the potential and advantages of the province, as a basis for management and investment in developing Ninh Binh province to soon become a fairly developed province in the Red River Delta and the whole country.

The delegates acknowledged that the Report had absorbed, edited, and clarified the province's viewpoints and development goals, the province's growth rate compared to the average of the Red River Delta region; development space; airport development plan, elimination of flood zones, slowing down the Hoang Long River flood, and urbanization rate. In addition, the delegates also focused on giving opinions on reviewing and arranging administrative units at district and commune levels and some contents related to tourism development, traffic infrastructure, etc.

Concluding this content, the Provincial Party Secretary basically agreed with the contents of accepting and explaining important viewpoints and orientations of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 as reported by the Party Committee of the Provincial People's Committee at the conference.

The Party Committee of the Provincial People's Committee directed specialized agencies to coordinate with consulting units to fully absorb the opinions at the conference. In particular, absorb, supplement and edit as much as possible the opinions according to the appraisal report of the Appraisal Council, the opinions of the Central Ministries, Departments, and branches and of experts and scientists in accordance with the actual conditions of the province, ensuring consistency, linking major orientations between national, sectoral and regional planning with provincial planning and explaining disagreements with valid grounds and arguments.

Continue to study, review and complete the plans, paying attention to the roadmap to strive to become a centrally-run city; the development of the province with special elements of the Ancient Capital region; mineral exploration and exploitation; land allocation and zoning of the Provincial Planning.

Research and propose to build a gas-fired power plant associated with the plan to stop the operation of Ninh Binh Thermal Power Plant. Speed ​​up the completion of the planning project and submit it to the competent authority for approval according to regulations, ensuring progress.

Discussing the adjustment of the investment policy of the Van Phong Industrial Cluster Infrastructure Construction and Business Investment Project (Nho Quan District), delegates expressed their agreement and high consensus with the content of adjusting the implementation progress and adjusting the scale of dividing the industrial land plot with an area of ​​30.77 hectares. This adjustment is reasonable to create conditions for investors to complete the project's documents, procedures and auxiliary items in accordance with the current planning, soon complete the filling, and attract secondary investment.

Concluding this content, the Provincial Party Secretary agreed with the policy of adjusting the investment project for Construction and Business of Van Phong Industrial Cluster Infrastructure as proposed by the Party Committee of the Provincial People's Committee (in Report No. 196-BC/BCSĐ, dated July 24, 2023).

Assign the Party Executive Committee of the Provincial People's Committee to direct the implementation in accordance with regulations, ensure project progress to attract secondary investors to carry out production and business projects in accordance with the approved nature of industrial clusters and in line with the industrial development orientation of the province; prioritize the use of high technology, clean technology for sustainable development, production of products with high added value; pay attention to the economical and effective use of land associated with environmental protection, fire and explosion prevention, wastewater and waste treatment. During the implementation process, pay attention to ensuring the rights of workers and building an accompanying people's ecosystem.

Also at the conference, the Provincial Party Standing Committee gave opinions on: the policy of supplementing standards and norms for specialized cars serving the work of the Office of the National Assembly Delegation and the Provincial People's Council; the Report on organizing the 7th Congress of the Farmers' Association of Ninh Binh province, term 2023-2028; Emulation, reward and personnel organization work.
