Also attending were members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, leaders of the Provincial National Assembly Delegation, the Chairman of the Provincial Committee of the Vietnam Fatherland Front; members of the Provincial People's Council; leaders of several provincial departments and agencies; and Secretaries and Chairmen of the People's Committees of districts and cities.
In his opening remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stated: The 19th session of the Provincial People's Council is the first session of 2024, organized to promptly decide on unforeseen issues within its authority, contributing to promoting the socio-economic development of the province.

At this session, the Provincial People's Council considered and discussed nine draft resolutions on planning, economy, budget, and investment approval; approved the list of projects requiring land acquisition; the list of land use conversion from rice cultivation land and protective forest land for the implementation of projects in the province in 2024; the draft resolution on regulations on the pricing of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical facilities in the province; and carried out personnel matters within its authority.
To ensure the success of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested that the delegates of the Provincial People's Council uphold a high sense of responsibility, promote democracy, focus their intellect, and actively participate in discussions and contribute opinions on the contents presented at the session. This is to ensure that the resolutions passed by the Provincial People's Council are of high quality, quickly implemented, and contribute to achieving the socio-economic development goals for 2024 and subsequent years of the province, meeting the requirements and aspirations of voters and the people of the province.
Following the opening remarks, delegates listened to presentations on the resolution; reports on the results of the review of draft resolutions by the Economic-Budget Committee and the Culture-Social Affairs Committee (Provincial People's Council); and proceeded to discuss the reports and presentations.
Accordingly, during the plenary session, delegates expressed their agreement and appreciation for the contents presented at the session, which were meticulously and thoroughly prepared, reviewed and unanimously approved by the committees of the Provincial People's Council, and ensured full legal basis for implementation.
Expressing strong agreement with the draft Resolution amending certain provisions of Article 1 of Resolution No. 171 dated December 20, 2023, of the Ninh Binh Provincial People's Council "Approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050," the delegates proposed supplementing the legal basis and key breakthrough tasks to ensure feasibility and relevance to reality. They also suggested the need to promptly direct the issuance of specific plans and programs, clearly defining the appropriate roadmap and steps, and specifying the responsibilities of each level and sector. After the Planning is approved by the Government, a specialized resolution of the Provincial Party Committee should be issued to ensure high unity of will and action in organizing and implementing the plan throughout the entire political system.
Some delegates also argued that the issuance of the draft resolution stipulating the prices of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical facilities in Ninh Binh province is necessary to create equality and non-discrimination in medical examination and treatment prices between those without health insurance and those with health insurance, creating favorable conditions for medical facilities to improve the quality of their operations and implement the autonomy roadmap. They also requested a review of some phrases in the scope of application and regulation; and a thorough review of the lists to ensure compliance with regulations.
Regarding the draft Resolution on adjusting the Ninh Binh province's local budget estimates for 2023, some delegates suggested that immediately after the resolution is passed, the Provincial People's Council and the Provincial People's Committee should promptly issue guiding documents for implementation so that localities can implement it in a timely and proper manner.

Speaking at the session, Chairman of the Provincial People's Committee Pham Quang Ngoc clarified several issues raised by delegates during the plenary discussion. He emphasized that organizing the session demonstrated the determination, unity, sharing, and cooperation of the entire political system in resolving emerging issues.
In agreement with the verification reports of the two Committees of the Provincial People's Council, and taking into account the opinions of the delegates, the Chairman of the Provincial People's Committee also clarified some issues raised by the delegates related to the Proposal on amending some contents of Article 1, Resolution No. 171/NQ-HĐND dated December 20, 2023 of the Provincial People's Council approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050.
The comrade stated that the amendment and supplementation of some indicators under Article 1 of Resolution 171 aims to ensure the completion of the Provincial Planning - a crucial task that will determine the province's future development until 2050.
Regarding the adjustment and supplementation of some targets in Resolution 171, such as: "Striving for cultural industries to account for 10% of GRDP" and the target "striving to be one of the top 10 provinces and cities with the highest per capita income in the country," the Chairman of the Provincial People's Committee affirmed that these targets were built on the basis of closely adhering to reality and the province's orientation of "taking tourism and cultural industries as the spearhead." The addition of these two targets reflects the province's aspirations for national development and affirms the quality of the province's economic growth.
The comrade also clarified some of the adjusted targets in Resolution 171, such as: the percentage of junior high schools meeting national standards reaching 100%; per capita GRDP; the percentage of poor households (according to the multidimensional poverty standard) reaching below 2%; and other issues that delegates were interested in during the discussion.
Concluding the discussion in the assembly hall, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, exchanged views and reached consensus on a number of issues of concern and discussion among the delegates.
Also at this session, the Provincial People's Council heard the presentation and proceeded to elect additional members to the Ninh Binh Provincial People's Committee for the 2021-2025 term.

Accordingly, with a high number of votes of confidence, Mr. Nguyen Thanh Thuy, Director of the Department of Natural Resources and Environment, was elected to the position of Member of the Ninh Binh Provincial People's Committee for the 2021-2025 term. The resolution confirming the results was passed immediately afterward.
With strong consensus, the Provincial People's Council voted to approve 9 draft resolutions.

In his closing remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed that the draft resolutions adopted at this session provide an important legal basis to ensure the implementation of regulations on planning, economy, budget, medical service prices, and public investment projects in the province in accordance with the law. This contributes to promoting investment attraction, socio-economic development, ensuring security and national defense, and creating momentum for the rapid and sustainable development of Ninh Binh province in the coming years.
Affirming the success of the session and noting the key tasks for 2024, the comrade requested that the Committees of the Provincial People's Council and the Delegation Groups of the Provincial People's Council continue to innovate and improve the effectiveness and efficiency of their operations to work together with the Provincial People's Committee and agencies in the province's political system to successfully implement the socio-economic development tasks for 2024 and the 2021-2025 period, bringing about rapid and sustainable development for the province. He requested that all levels, sectors, and localities implement the resolutions of the Provincial People's Council synchronously, promptly, and comprehensively; closely monitor developments and forecast the situation in the country, region, and the world; and have appropriate and feasible solutions to effectively implement the targets and tasks for socio-economic development, ensuring national defense and security, and building a clean and strong Party and political system in the province.
The immediate focus is on effectively directing activities before, during, and after the Lunar New Year of the Year of the Dragon 2024, ensuring political security, order, and social safety in the province; coordinating and doing a good job in social welfare work, taking care of Tet for policy beneficiary families, poor households, near-poor households, workers, laborers with difficult circumstances, and vulnerable people so that everyone can have the opportunity to celebrate Tet and welcome the Spring.
All levels, sectors, localities, and units should intensify the patriotic emulation movement right from the first months and quarters of the new year 2024, achieving the highest achievements to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam and other major national holidays in 2024.
