The entire province currently maintains a fixed monthly transaction schedule at 164 commune-level transaction points. The flexible choice of location, with many places shifting to village cultural centers instead of commune People's Committee offices, has proven effective, making it easier for people to access loans. Of the 164 transaction points, 21 are located in village cultural centers, while the rest continue to operate at the new or old commune People's Committee offices, depending on local conditions.

In Luong The Tran commune, after the administrative unit was reorganized into a two-tiered government model, the old commune People's Committee headquarters is no longer in use. To facilitate access for residents and savings and loan groups, the Cai Nuoc branch of the Vietnam Bank for Social Policies (VBSP) coordinated with the local government to select the Hoa Trung hamlet cultural center, located near the old commune People's Committee headquarters, as the new transaction point. This arrangement not only makes it easier for residents to access services but also ensures that policy credit activities are maintained continuously, safely, and effectively.

Ms. Bui Thi Khanh Huyen, Head of the Savings and Credit Group in Nam Dam hamlet, Luong The Tran Commune Women's Union, shared: "When the new location was established in the hamlet, it was very convenient for the people to easily access the transaction place, both by road and waterway, without encountering difficulties when the old commune headquarters was no longer operational."

Since the former headquarters of Luong The Tran Commune People's Committee is no longer operational, conducting transactions at the nearby Hoa Trung Hamlet Cultural House has made it more convenient for residents.

Not only are the locations strategically chosen, but the transaction points are also fully equipped with facilities and spacious areas, ensuring optimal conditions for operation. Mr. Tran Van Ut, Head of the Savings and Credit Group in Trung Hung Hamlet, Luong The Tran Commune Veterans Association, commented: "I find the new transaction point very thoughtfully arranged, with enough desks and seating for group members and bank staff. Everyone feels secure and comfortable when coming to transact."

Mr. Tran Phuong Nam, Director of the Cai Nuoc Branch of the Vietnam Bank for Social Policies, said: after the administrative reorganization, the old district area was reduced from 11 communes to 4. The unit has proactively coordinated with local authorities to maintain the transaction model at 11 locations. However, some former commune People's Committee offices have ceased operation, and the desks and chairs have been moved, making it impossible to continue operating as transaction points as before.

"We have coordinated with associations and local authorities to review village cultural centers, prioritizing locations near administrative centers, near the former commune People's Committee, or those with convenient access to serve as transaction points, in order to create the most favorable conditions for the people," Mr. Nam shared.

Currently, the Cai Nuoc Branch of the Vietnam Bank for Social Policies maintains 7 transaction points at the commune People's Committee headquarters and 4 points at the hamlet's cultural center. On fixed monthly transaction days in the hamlets, the unit coordinates with local forces to ensure security and order at the transaction points, helping people feel secure when borrowing capital , depositing savings, or carrying out related procedures.

Maintaining regular transaction schedules at the new commune People's Committee headquarters, especially at the hamlet cultural centers, not only helps people easily access preferential capital but also affirms the role of the Vietnam Bank for Social Policies (VBSP) in accompanying the community. These mobile transaction points become an important bridge between the bank and the people, contributing to the effective implementation of national target programs, ensuring social security and promoting rural economic development.
