On January 5th, the Executive Committee of the Binh Tan District Party Committee (Ho Chi Minh City) held its 19th (expanded) conference. Comrade Duong Ngoc Hai, Member of the Standing Committee of the City Party Committee and Chairman of the City Party Committee's Inspection Committee, attended and directed the conference.
In his remarks at the conference, Chairman of the Ho Chi Minh City Party Committee's Inspection Committee, Duong Ngoc Hai, assessed that in its leadership and guidance activities, the Standing Committee of the Binh Tan District Party Committee had seriously, decisively, comprehensively, and effectively implemented policies, leveraging collective strength and mobilizing the entire political system to successfully achieve the set goals and tasks.
In particular, he highly appreciated the district's achievement of collecting 121% of its budget revenue target, the highest level in 20 years since the district's establishment; and disbursing 100% of the allocated public investment capital. These are two very difficult targets to achieve in the challenging context of 2023, but the district's efforts to complete them are a highlight.
The Chairman of the Ho Chi Minh City Party Committee's Inspection Committee expressed confidence that in 2024, the district will continue to promote the spirit of unity, dynamism, and creativity, immediately starting in the first weeks and months of 2024, leading and directing the strengthening of Party building, government building, and mass mobilization work in line with the theme of 2024. At the same time, it will maximize the mobilization of social resources, creating breakthroughs and strong transformations to meet the requirements and tasks in the new situation.
The district is focusing on promoting administrative reform associated with comprehensive digital transformation, effectively implementing urban governance, tightening discipline and order, improving public service ethics, and serving the people and businesses.
Furthermore, we must be determined to innovate, ready to face difficulties and challenges, and always strive to act for the common good. We must focus on improving inspection and supervision, proactively detecting and promptly correcting errors and violations, and overcoming irresponsibility, avoidance, shirking of work, and using excuses to avoid performing tasks.
At the conference, the Secretary of the Binh Tan District Party Committee, Huynh Khac Diep, stated that, despite many difficulties and challenges, in 2023, the Party Committee, government, and people of Binh Tan District focused on implementing and exceeding 15 targets, achieving 15 outstanding results.
The district has proactively coordinated with the Ho Chi Minh City People's Committee to resolve difficulties and obstacles for long-standing projects, yielding positive results. This includes gradually removing obstacles to accelerate the progress of projects such as: the Tan Tao residential center - Zone A project; the Go Cat landfill project; the Vinh Loc residential area project; and accelerating the implementation of school construction projects...
Regarding the Binh Hung Hoa cemetery relocation project, the district has developed a plan to adjust the planning and submitted it to the Ho Chi Minh City People's Committee, with the aim of building a large-scale concentrated green park with an area of approximately 29.04 hectares out of 40.69 hectares, accounting for 71.34%.
The entire political system, from the district level to the grassroots, has focused on mobilizing social resources to implement various solutions to ensure social security. In 2023, Binh Tan District achieved the goal of eliminating poverty according to Ho Chi Minh City's multidimensional poverty standard for the 2021-2025 period, two years ahead of schedule.
During the year, the Ho Chi Minh City People's Committee allocated 4 rounds of public investment capital plans to the district with 35 projects, including 19 school projects, 14 transportation infrastructure projects, and 2 civil projects. To date, the district has disbursed 652.365 billion VND, reaching 100%, exceeding the city's target, with 4 projects already completed and put into use.
Party building and the construction of the political system have achieved many outstanding results, including the district's successful development, promotion, and dissemination of the Ho Chi Minh Cultural Space. The movement to study and follow Ho Chi Minh's ideology, ethics, and style throughout the district has been carried out with many effective and innovative approaches, resulting in 141 Ho Chi Minh Cultural Spaces being put into operation. This has made the moral example, life, and career of President Ho Chi Minh present and widespread in every agency, unit, and citizen of Binh Tan district.
Continuing to lead in consolidating and enhancing the leadership capacity and fighting strength of grassroots Party organizations, and developing Party members; focusing on consolidating and reorganizing the organizational structure of the political system from the district to the grassroots level according to the directives of higher levels and in line with the district's practical situation. Binh Tan District has completed the plan to reorganize 366 neighborhoods in the area as prescribed.
The Standing Committee of the Binh Tan District Party Committee has rotated, transferred, and appointed 28 leading and managerial officials, and added 9 deputy chairmen of ward People's Committees in accordance with Resolution No. 98/2023/QH15 of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City.
2023 marked the 20th anniversary of Binh Tan District's establishment. Patriotic emulation movements and special emulation campaigns, featuring numerous innovative solutions, initiatives, models, and effective approaches, resulted in 557 completed and exemplary emulation projects.
Budget revenue reached 121% of the plan.
The total value of production in 2023 reached VND 109,714 billion, an increase of 13.27% compared to the same period, of which the value of production in the trade and service sector accounted for 64.21%. Total social investment in 2023 was VND 43,237 billion, exceeding the annual plan by 87.99%. There were 8,846 new investment units with a total registered capital of over VND 16,018 billion.
Total state budget revenue in 2023 reached 4,367 billion VND, achieving 121% of the statutory target for the year and increasing by 14% compared to the same period.
