Implementing the Prime Minister's direction on strengthening state management of donations and sponsorships at historical and cultural relics; the report of the Ministry of Finance on the results of the overall inspection of the management of donations and sponsorships at historical and cultural relics nationwide in 2023 and on the basis of the report and proposal of the Department of Finance, the Chairman of the People's Committee of Hai Phong City has just issued instructions to tighten the management of donations and sponsorships at relics in the city.
Accordingly, the Chairman of the People's Committee of Hai Phong City assigned the Department of Culture and Sports and the People's Committees of districts and towns, according to their assigned functions, tasks and authorities, to proactively carry out appropriate, timely and effective tasks and solutions according to regulations to strengthen the management of donations and sponsorships at historical and cultural relics;

Review local documents and regulations related to the management of financial revenue and expenditure for festival organization and donation money, sponsorship for relics and festival activities to issue new decisions or amend and supplement them accordingly according to regulations of the Ministry of Finance;
Direct relevant organizations and individuals to publicly and transparently collect and spend donations and sponsorships for relics and festival activities and provide timely information when requested by competent authorities as prescribed.
All levels, sectors and localities must strengthen propaganda work, create social consensus, mobilize participation, agreement and support from all walks of life; develop periodic inspection plans and strengthen inspection and supervision, ensuring that donations and sponsorships for relics and festival activities are used strictly, transparently, effectively, for the right purposes and according to regulations.
All levels, sectors and localities must promptly detect, rectify and strictly handle organizations and individuals who violate the law, absolutely not allowing waste, negativity, corruption, or taking advantage of religious activities for personal gain; contributing to preserving and promoting the nation's fine traditional culture and actively contributing to the conservation, restoration and embellishment of relics, organizing festivals, and promoting the value of Vietnam's cultural heritage.
The Chairman of the People's Committee of Hai Phong City assigned the Department of Culture and Sports, People's Committees of districts, relevant agencies and units that are assigned to manage relics in Decision No. 21/2020/QD-UBND dated August 27, 2020 of the City People's Committee to proactively manage donations and sponsorship money at historical and cultural relics according to regulations.
Hai Phong City currently has more than 1,000 valuable cultural and historical relics. Among the thousands of relics, the city has 555 ranked relics; including 02 special national relics, 119 national relics, and 434 city-level relics.
