Thieu Toan implements cultural criteria in new rural construction

By focusing on implementing various solutions to link the New Rural Development program with the development of grassroots cultural life and the "All People Unite to Build a Cultural Life" movement, the cultural and spiritual life of the people of Thieu Toan commune (Thieu Hoa district) has been improved.

Aiming to build a model new rural village, Toan Thang village has intensified propaganda and mobilized the people's participation in beautifying and constructing public welfare facilities. As a result, the environmental landscape is always bright, green, clean, and beautiful; village roads and alleys have been upgraded and widened; and the cultural center and sports area have been newly built or renovated.

According to Mr. Tong Truong Duc, Party Secretary and Head of Toan Thang village, “The village has 325 households and 1,295 residents. All households actively participate in local movements. In 2024, villagers contributed 610 million VND to build an outdoor sports area, upgrade the cultural center, and expand more than 1km of village roads to 6.5m. Thanks to mobilizing the people's efforts in implementing the criteria, especially the cultural criteria, the village achieved the status of a model new rural village in 2024.”

After achieving the status of a New Rural Village in 2022, the Toan Thanh village Front Committee continued to mobilize the people's participation in building a model New Rural Village. At the same time, the village encouraged residents to actively participate in cultural, artistic, and sports activities; to effectively implement the contents of the movement for building a cultured life; to preserve and promote good cultural values, customs, and traditions; and to unite and help each other in labor, production, and daily life.

According to Le Thi Huong, head of Toan Thanh village, “In 2024, the village mobilized residents and those living away from home to contribute over 220 million VND to build an outdoor sports area, renovate the cultural center, and improve the stage. Thanks to this, the village's cultural and sports facilities have been upgraded and are more spacious, meeting the cultural and sports needs of the people. Residents actively participate in cultural and sports movements and build culturally exemplary families. To date, 85% of families in the village are recognized as culturally exemplary families, and the village consistently maintains its status as a culturally exemplary village and achieved the standard of a model new rural village in 2024.”

During the process of building new rural areas and advanced new rural areas, Thieu Toan commune has always focused on implementing the cultural criteria. To date, all villages have installed outdoor sports and recreation equipment for children. Cultural and artistic activities, as well as sports activities, are organized regularly, attracting a large number of people to participate. The commune has established various types of cultural and artistic clubs, preserving and promoting traditional cultural values. Currently, each village has 2-3 clubs such as volleyball, folk dance, and health and wellness clubs.

The cultural and sports facilities at the commune and village levels have been invested in comprehensively. The commune has a multi-purpose hall that meets the requirements for public meetings; a traditional room has been established and maintained, preserving unique historical and cultural values ​​during the construction and development process. The commune's stadium has an area of ​​over 6,900m2, meeting the needs for organizing sports activities for the people. All 5 villages have cultural houses and sports areas that meet the requirements.

The people's cultural and spiritual life is increasingly improving. Approximately 45% of the population participates in sports, cultural, and artistic activities during local events. The percentage of culturally exemplary families reached 93.61%. The commune pays attention to the preservation and promotion of heritage values. Within the commune, there is one cluster of historical sites recognized as a national monument: the historical revolutionary base of the "Northern and Central Vietnam Party Committees and Thanh Hoa Party Committee during the period 1930-1945". The commune has also developed and issued a plan for the preservation and promotion of historical and cultural relics...

According to Hoang Ba Lam, Secretary of the Party Committee of Thieu Toan commune, “During the implementation of cultural criteria in the New Rural Development program, the commune has identified the movement for building a cultured life in conjunction with New Rural Development as the central focus. At the same time, closely following the guidance of higher levels, we have developed a plan to implement the movement for building a cultured life in the locality in a flexible manner, suitable to the actual situation. This includes focusing on the movement to build cultured families, cultured residential areas, and perfecting the system of cultural and sports facilities; and strengthening the organization of cultural and sports activities. The implementation of the movement for building a cultured life in conjunction with New Rural Development has always received the consensus of the Party Committee, the government, and the local people, creating clear changes and becoming a driving force for the comprehensive development of this revolutionary homeland.”
