The goal is to complete the new Phong Chau bridge by August 28, 2025, and finish it by early October 2025 to facilitate travel for the people.
Establish a Forward Command Post to direct the implementation of the Lao Cai - Vinh Yen 500kV power line project in the final phase.
Specifically, regarding the Lao Cai - Vinh Yen 500kV power line project, the Prime Minister commended and highly appreciated the efforts of the Vietnam Electricity Group, the authorities at all levels of the two provinces of Lao Cai and Phu Tho , the ministries, sectors, and construction units, especially the enthusiastic work ethic, " overcoming the sun and rain ," working continuously 24/7, " 3 shifts, 4 teams ," " eating quickly, sleeping urgently ," " working day and night, working on holidays , " working through holidays and Tet (Lunar New Year) of the officials, engineers, workers, and laborers on the construction site in implementing the Lao Cai - Vinh Yen 500kV power line project.
To date, after nearly 5 months of construction, the project has completed the handover of all foundation positions and cast 100% of the foundations; all steel poles and materials and equipment for pole erection and wire pulling have been fully supplied, completing 96% of the erection work and 15% of the bracing. However, many tasks still need to be implemented to strive for the completion of the project by August 19, 2025, to celebrate the August Revolution and National Day on September 2nd.
The Prime Minister requested the mobilization of the entire political system, the Fatherland Front, the armed forces, the police, youth, and women's organizations, especially the active participation of the people, with the motto of Party leadership, State management, and people's ownership; applying and promoting valuable experience from the construction of the 500 kV triple-circuit power line from Quang Trach to Pho Noi to accelerate the construction process.
Vietnam Electricity Corporation mobilized additional local subcontractors, deployed personnel from its affiliated units in various regions for the project; mobilized support in terms of machinery and equipment for the project; strengthened inspection, supervision, and encouragement of construction contractors, consulting and supervision units, and equipment suppliers to focus all resources to accelerate the project's construction progress.
The Prime Minister requested the Vietnam Electricity Group to instruct investors and contractors to ensure good labor safety and environmental hygiene during construction, to implement scientific and reasonable construction solutions to ensure compliance with technical, aesthetic, and quality requirements; and to pay attention to and care for the lives and health of workers during hot weather.
The Prime Minister requested the immediate establishment of a Forward Command Team, comprising leaders from ministries, sectors, and localities, with the Chairman of the EVN Board of Members as the Team Leader, to direct the project's implementation during the final phase within their authority; in cases exceeding their authority, they should report to Deputy Prime Minister Bui Thanh Son for consideration and decision-making.
The Ministry of Industry and Trade, in its capacity as a state management agency, will continue to lead and coordinate with other ministries and agencies to regularly inspect and monitor the project, focusing on implementing subsequent tasks according to its functions, duties, and powers, and promptly addressing any difficulties and obstacles that arise and affect the project's progress.
Local authorities must definitively resolve compensation and resettlement issues for the people, ensuring their material and spiritual well-being, rights, and legitimate interests; strengthen inspection and supervision to ensure that people moving to new residences have stable lives, with the principle that their living conditions must be better than or equal to their old ones, and if necessary, arrange temporary housing to immediately provide land for project implementation...
The new Phong Chau bridge will be completed on August 28, 2025.
Regarding the new Phong Chau Bridge Project, the Prime Minister commended the decisive leadership of the Ministry of National Defense, the resolute and responsible involvement of the 12th Army Corps - Truong Son Construction Corporation, and the authorities at all levels of Phu Tho province, the Ministry of Construction, and especially the dedication of the staff and workers on the construction site who worked throughout holidays and Tet (Lunar New Year) to ensure both progress and quality of the project. The Prime Minister requested the Ministry of National Defense to immediately commend and reward the 12th Army Corps - Truong Son Construction Corporation.
The Prime Minister agrees in principle to the proposal of the People's Committee of Phu Tho province to use the savings from the Phong Chau Bridge New Construction Project - National Highway 32C to implement the Project to expand the road connecting Phong Chau Bridge to the Regional Linkage Road. The People's Committee of Phu Tho province shall carry out investment procedures and implement the Project to expand the road connecting Phong Chau Bridge to the Regional Linkage Road according to its authority and in accordance with the law. The Ministry of Finance shall study and provide guidance on implementation procedures.
The Ministry of Construction will review and verify the amount of capital saved from the Phong Chau New Bridge - National Highway 32C construction project and report to the Prime Minister, with a copy sent to the Ministry of Finance. Based on this, the Ministry of Finance will advise and report to the competent authority on transferring the saved capital from the Phong Chau New Bridge - National Highway 32C construction project from the Ministry of Construction to the People's Committee of Phu Tho province to invest in the project to expand the road connecting Phong Chau Bridge to the regional link road, in accordance with current regulations.
The Prime Minister requested that the construction units make every effort to complete the new Phong Chau bridge by August 28, 2025, on schedule by early October 2025, facilitating travel for the people.
Planning for the construction of railway stations in Phu Tho
The Prime Minister affirmed: The Lao Cai - Hanoi - Hai Phong railway line, the section passing through Phu Tho province, is 99 km long and is expected to require the acquisition of over 620 hectares of land and the relocation of more than 1,800 households to serve the project; this is a strategic railway line in the Kunming, Hanoi, and Hai Phong economic corridor, helping to connect with China, Central Asia, and Europe.
The Prime Minister requested the People's Committee of Phu Tho province to urgently direct the development of a compensation and resettlement support plan for the entire route within the province's jurisdiction, separating it from the overall project according to the guidelines of the Ministries of Construction, Finance, Agriculture and Environment, and to make full preparations as required to organize the groundbreaking ceremony for the resettlement area land clearance project on August 19, 2025.
The People's Committee of Phu Tho province, in coordination with relevant ministries, departments, and units, is reviewing and developing plans for railway stations linked to logistics areas, inland ports, and urban areas along the railway line, while also implementing connecting transportation routes to maximize the project's effectiveness.
Invest in the construction of a road connecting the Noi Bai-Lao Cai Expressway and the Hoa Binh-Son La Expressway.
The Prime Minister highly appreciated the province's proposal to build a 54-kilometer road connecting Hoa Binh ward in the former Hoa Binh province with Viet Tri ward in the former Phu Tho province. The road project will open up new development opportunities and a development corridor along the Da River, contributing to strengthening intra-provincial and inter-regional connectivity.
The Prime Minister has agreed in principle to the proposal from the People's Committee of Phu Tho province regarding the investment and construction of a road connecting the two expressways (Noi Bai-Lao Cai expressway and Hoa Binh-Son La expressway).
In this regard, the Prime Minister has assigned the Ministry of Construction to research, review, and adjust the planning of the road connecting the two expressways in the third quarter of 2025, in a way that aligns with the Road Network Planning for the period 2021-2030, with a vision to 2050, in accordance with the law.
Phu Tho Provincial People's Committee: (i) Study appropriate investment forms (public investment, PPP investment); clearly define the capital structure, in which the central budget can support up to 50% of the investment capital needs from the state budget to implement the project; prioritize attracting PPP investment. Phu Tho Provincial People's Committee shall urgently develop the project within its authority and propose it; (ii) Closely coordinate with the Ministry of Construction to implement investment procedures for the Project within its authority and in accordance with the law; study and refer to experiences from the new Phong Chau bridge construction project to save time and costs; ensure the completion of investment preparation for the project within one year.
