Establishing a Forward Command Team to direct the implementation of the Lao Cai - Vinh Yen 500kV Transmission Line Project in the final stage
Specifically, regarding the Lao Cai - Vinh Yen 500kV transmission line project, the Prime Minister commended and highly appreciated the efforts of the Vietnam Electricity Group, the authorities at all levels of Lao Cai and Phu Tho provinces, ministries, branches and construction units, especially the enthusiastic working spirit, " overcoming the sun and rain ", working continuously 24/7, " 3 shifts, 4 shifts ", " eating quickly, sleeping urgently ", " working day and night, working overtime on holidays " , working through holidays and Tet of the cadres, engineers, workers and laborers at the construction site in implementing the Lao Cai - Vinh Yen 500kV transmission line project.
Up to now, after nearly 5 months of construction, the project has completed the handover of all column foundation positions and completed 100% of the foundation positions; completed the full supply of steel columns and materials and equipment for column erection and wire pulling, completed 96% of the erection work and 15% of the anchorage, however, there are still many contents that need to be implemented to strive to complete the project on August 19, 2025 to celebrate the August Revolution and National Day September 2.
The Prime Minister requested the mobilization of the entire political system, the Fatherland Front, the Army, the Police, the Youth, and the Women's Union, especially the active participation of the people with the motto of the Party leading, the State managing, and the People being the masters; applying and promoting valuable experiences from the construction of the 500 kV third circuit line of Quang Trach - Pho Noi to speed up the construction process.
Vietnam Electricity Group mobilized more local subcontractors, mobilized human resources from affiliated units in the regions for the project; mobilized support in terms of machinery and equipment for the project; strengthened inspection, supervision, urging and motivating construction contractors, supervision consultants and equipment suppliers to focus all resources to speed up the project's construction progress.
The Prime Minister requested Vietnam Electricity Group to request investors and contractors to ensure good labor safety and environmental sanitation during construction, have scientific and reasonable construction solutions to ensure technical, aesthetic and quality requirements; pay attention to and take care of the lives and health of workers during hot days.
The Prime Minister requested to immediately establish a Forward Command Team with the participation of leaders of ministries, branches and localities, headed by the Chairman of the Board of Members of EVN, to direct the implementation of the project in the final stage according to authority; in case of exceeding authority, report to Deputy Prime Minister Bui Thanh Son for consideration and decision issuance.
The Ministry of Industry and Trade, in accordance with its state management function, continues to preside over and coordinate with ministries and agencies to regularly inspect, supervise, and focus on implementing the next tasks according to its functions, tasks and powers, promptly handling any difficulties and problems that arise and affect the project's progress.
Localities must thoroughly resolve compensation and resettlement for people, ensuring their material and spiritual lives, legitimate rights and interests; strengthen inspection and supervision to ensure that people moving to new places must have a stable life with the principle that it must be better than or equal to their old place of residence; it is necessary to arrange temporary residence to immediately have a site for project implementation...
New Phong Chau Bridge to close on August 28, 2025
Regarding the new Phong Chau Bridge Project, the Prime Minister commended the strong direction of the Ministry of National Defense, the strong and responsible participation of Corps 12 - Truong Son Construction Corporation and the authorities at all levels of Phu Tho province, the Ministry of Construction, especially the working spirit of the officers and employees at the construction site who worked through holidays, Tet, and days off to ensure progress along with the quality of the project. The Prime Minister requested the Ministry of National Defense to immediately commend and reward Corps 12 - Truong Son Construction Corporation.
The Prime Minister agreed in principle to the proposal of the People's Committee of Phu Tho province on using the savings of the new Phong Chau Bridge Construction Investment Project - National Highway 32C to implement the Project to expand the road connecting Phong Chau Bridge to the Regional Link Road. The People's Committee of Phu Tho province shall carry out investment procedures and implement the Project to expand the road connecting Phong Chau Bridge to the Regional Link Road according to its authority and in accordance with legal regulations. The Ministry of Finance shall study and guide the implementation procedures.
The Ministry of Construction reviews and verifies the savings capital of the new Phong Chau Bridge Construction Investment Project - National Highway 32C and reports to the Prime Minister and the Ministry of Finance. On that basis, the Ministry of Finance is assigned to advise and report to the competent authority on the transfer of savings capital of the new Phong Chau Bridge Construction Investment Project - National Highway 32C from the Ministry of Construction to the People's Committee of Phu Tho province to invest in the project to expand the road connecting Phong Chau Bridge to the Regional Link Road, in accordance with current regulations.
The Prime Minister requested construction units to make efforts to complete the new Phong Chau bridge on August 28, 2025, and complete it on schedule in early October 2025, creating convenience for people to travel.
Planning for construction of railway stations in Phu Tho
The Prime Minister affirmed: The Lao Cai - Hanoi - Hai Phong railway, the section passing through Phu Tho province, is 99 km long, with more than 620 hectares of land expected to be acquired and more than 1,800 households to be relocated to serve the project; this is a strategic railway in the Kunming - Hanoi - Hai Phong economic corridor, helping to connect with China, Central Asia and Europe.
The Prime Minister requested the People's Committee of Phu Tho province to urgently direct the development of a compensation and resettlement support plan for the entire route within the province, separate from the general project according to the instructions of the Ministries of Construction, Finance, Agriculture and Environment and fully prepare according to regulations to organize the groundbreaking ceremony of the resettlement site clearance project on August 19, 2025.
Phu Tho Provincial People's Committee coordinates with relevant ministries, branches and units to review and develop plans for stations associated with logistics areas, dry ports, and urban areas along the railway line, and at the same time deploy connecting traffic routes to maximize the project's effectiveness.
Investing in the construction of the road connecting Noi Bai-Lao Cai expressway and Hoa Binh-Son La expressway
The Prime Minister highly appreciated the province’s proposal to build a 54km road connecting Hoa Binh ward of the former Hoa Binh province with Viet Tri ward of the former Phu Tho province. The road project will open up new development space, a development corridor along the Da River, contributing to promoting intra-provincial and inter-regional connectivity.
The Prime Minister agreed in principle to the proposal of the People's Committee of Phu Tho province on investing in the construction of a road connecting two expressways (Noi Bai-Lao Cai expressway and Hoa Binh-Son La expressway).
In particular, the Prime Minister assigned the Ministry of Construction to study, review and adjust the planning of the route connecting the two above-mentioned highways in the third quarter of 2025 in the direction of a suitable highway in the Road Network Planning for the period 2021-2030, with a vision to 2050 in accordance with the provisions of law.
Phu Tho Provincial People's Committee: (i) Research appropriate investment forms (public investment, investment in the form of PPP); clearly identify the capital structure, in which the central budget can support up to 50% of the investment capital demand from the state budget to implement the project; prioritize calling for PPP investment. Phu Tho Provincial People's Committee urgently develops the project according to its authority and proposals; (ii) Closely coordinate with the Ministry of Construction to implement investment procedures for the Project according to its authority, in accordance with legal regulations; research and refer to experiences from the new Phong Chau bridge construction project to save time and costs; ensure completion of project investment preparation within 01 year.
