Prime Minister shares '6 major priorities' to realize the Vietnam - UAE Comprehensive Partnership

On the morning of October 29th, in Abu Dhabi, during his official visit to the UAE, Prime Minister Pham Minh Chinh delivered an important policy speech at the Anwar Gargash Diplomatic Academy on the topic "Vietnam-UAE Comprehensive Partnership: A Shared Vision for Peace , Development and Prosperity".

The Anwar Gargash Diplomatic Academy was established in 2014. Despite its relatively young history, the Academy has made significant contributions to shaping the UAE's diplomatic vision, particularly its policy of reconciliation and international solidarity. In the presence of 200 students, professors, UAE government officials, and diplomatic representatives in Abu Dhabi, the Prime Minister shared his thoughts on three main topics: the current global and regional situation; the fundamental factors, development perspectives, achievements, and development orientations of Vietnam; and the vision for the Vietnam-UAE Comprehensive Partnership and Vietnam-Middle East relations in the future. Regarding the profound changes of the era , the Prime Minister stated that the global landscape and the two regions of the Gulf and ASEAN are undergoing profound changes of the era. Overall, the world situation is generally peaceful, but locally there are wars; generally there is détente, but locally there is tension; generally there is stability, but locally there are conflicts. The Prime Minister stated that six major contradictions have emerged in current international relations: (i) Between war and peace; (ii) Between cooperation and competition; (iii) Between openness and integration and independence and self-reliance; (iv) Between solidarity and integration and separation and division; (v) Between development and backwardness; (vi) Between self-reliance and dependence. It is encouraging that peace, cooperation, and development remain the dominant trend and the burning aspiration of all nations in the world. However, the instability, uncertainty, and unpredictability of the global security environment are increasing; multilateralism and international law are at times and in certain places seriously challenged; and strategic competition among major powers is becoming increasingly fierce.

The head of government stated that the future of the world is being strongly impacted by three main factors, shaped and led by three pioneering fields. The three main influencing factors are: the explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI); the negative impacts of non-traditional security challenges such as climate change, population aging, natural disasters, and resource depletion; and the polarization and fragmentation driven by global geostrategic and geoeconomic competition. The three pioneering and leading fields are: the development of the digital economy, green economy, circular economy, knowledge economy, and night-time economy; innovation, entrepreneurship, and the Fourth Industrial Revolution; and the development of high-quality human resources and AI. The Prime Minister emphasized that these issues are of particular importance, having a profound and comprehensive impact on all people worldwide. Therefore, a people-centered, comprehensive, and global approach is needed in addressing these issues. This requires all countries to persistently engage in dialogue and cooperation in a spirit of solidarity and unity in diversity, upholding multilateralism and international law; striving to find effective, comprehensive, and inclusive solutions that are people-centered, leaving no one behind, opening up new development spaces, and maintaining a peaceful, cooperative, and prosperous environment in the region and the world. According to the Prime Minister, in this general trend, joining hands to shape such an international order is both in the interest and in the responsibility of all countries, including Vietnam and the UAE.

Vietnam enters a new era - an era of upward progress. Sharing with delegates about the fundamental elements, development perspectives, achievements, and development orientations of Vietnam, the Prime Minister stated that, based on Marxism-Leninism, Ho Chi Minh Thought, and the nation's millennia-old cultural and historical traditions, and creatively applying them to the country's conditions and circumstances, as well as current global trends and situations, Vietnam consistently focuses on building three main foundational elements: building a socialist democracy; building a socialist rule of law state; and building a socialist-oriented market economy. Vietnam consistently maintains the overarching principle of: maintaining political and social stability; placing people at the center, as the subject, the goal, the driving force, and the most important resource of development; and not sacrificing progress, social justice, social security, and the environment for the sake of mere economic growth. Based on that, Vietnam implements six key policies on foreign affairs and integration; ensuring national defense and security; economic development; cultural development; ensuring social progress, equity, and social welfare; and building the Party and political system, while promoting the fight against corruption, negativity, and waste. Simultaneously, it promotes three strategic breakthroughs in institutions, infrastructure, and human resources, with the view that resources originate from thinking, motivation from innovation, and strength from the people. The Prime Minister shared that Vietnam is one of the countries that has suffered the most pain, loss, and damage since World War II, constantly impacted by war, blockade, and embargo. Vietnam has not surrendered, but has put the past behind it, overcome differences, promote similarities, and look towards the future to turn enemies into friends. After nearly 40 years of Doi Moi (Renovation), from a country devastated by war, blockade, and embargo, Vietnam now has diplomatic relations with 194 countries, including comprehensive strategic partnerships with 8 countries, strategic partnerships with 10 countries, and comprehensive partnerships with 14 countries (including the UAE); it is an active member of more than 70 regional and international organizations. The Communist Party of Vietnam has relations with 253 parties in 115 countries worldwide. From a poor, backward, and war-torn country, Vietnam has become a developing country with a middle income; per capita income reaches approximately US$4,300; it is among the 34 largest economies in the world and the top 20 in terms of trade, and has signed 17 free trade agreements (the CEPA agreement with the UAE is the 17th). Ranked 11th out of 133 countries in the innovation index.

Amidst global economic difficulties and instability, with declining growth in many economies and global investment, Vietnam's economic growth and investment have continued to recover positively (estimated GDP growth of around 7% in 2024; attracting approximately US$39-40 billion in foreign investment). Budget deficit, public debt, government debt, and foreign debt are well controlled. Social welfare and people's living standards continue to improve. Political and social stability is maintained; national defense and security are strengthened; and foreign relations and international integration are promoted, achieving many important results.

Vietnam has also been a leader in successfully implementing many Sustainable Development Goals (SDGs), especially in poverty reduction, health, and education. With its new position and strength, Vietnam is increasingly proactively contributing to common global concerns.

The Prime Minister shared five lessons learned from Vietnam's experience: Firmly upholding the banner of national independence and socialism; the revolutionary cause belongs to the people, is carried out by the people, and is for the people; continuously consolidating and strengthening unity (unity within the Party, unity among the people, national unity, and international unity); combining national strength with the strength of the times, domestic strength with international strength; and the correct leadership of the Party is the leading factor determining the victory of the Vietnamese revolution. From the practical experience of Vietnam's Renovation, it can be concluded that resources originate from thinking; driving force originates from innovation; and strength originates from the people and businesses.

Regarding the orientation, tasks, and key solutions for the coming period, the Prime Minister stated that General Secretary To Lam had clearly outlined the message of ushering the country into a new era – an era of national progress. Vietnam takes a prosperous people, a strong nation, democracy, fairness, and civilization as its overall goal and driving force. The strategic goal is to become a developing country with modern industry and high middle income by 2030; and a developed country with high income by 2045. Based on analysis, assessment, and forecasting of the global and domestic context in the coming period, Vietnam continues to clearly identify difficulties and challenges more than opportunities and advantages, and needs to closely adhere to reality, responding with timely, flexible, and effective policies. In particular, it will focus on effectively implementing six key task groups and solutions: Prioritizing the promotion of growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; Renew traditional growth drivers (investment, consumption, exports) while strongly promoting new growth drivers (such as science and technology, innovation, digital transformation, green transformation, circular economy, sharing economy, AI, semiconductor chips, etc.); accelerate industrialization and modernization, creating substantive changes in strategic breakthroughs and restructuring the economy; mobilize and effectively utilize all resources, harmoniously combining internal and external resources; focus on ensuring social security, protecting the environment, and responding to climate change; consolidate and strengthen national defense and security, promote foreign relations and international integration, creating a peaceful, stable environment and favorable conditions for national development.

Six Major Priorities in Vietnam-UAE Relations: The Prime Minister stated that the UAE is the first stop on this visit to the Middle East – the first official visit by a Vietnamese Prime Minister to the region in 15 years. The upgrading of bilateral relations to a Comprehensive Partnership and the signing of the Comprehensive Economic Partnership Agreement (CEPA) strongly affirms that, in the new era – the era of Vietnam's rise – the Middle East and the UAE hold a very important position in Vietnam's foreign policy. Prime Minister Pham Minh Chinh said that during this visit, he felt even more deeply the words of UAE President Sheikh Mohamed bin Zayed Al Nahyan: "The UAE is a land of tolerance, coexistence, and openness to others." According to the Prime Minister, Vietnam's development path has many similarities with that of the UAE. The leaders of the two countries share a common value: they highly appreciate time, intellect, and friendly, equal cooperation, contributing to peace, cooperation, and development in the region and the world; and they share a common aspiration for a prosperous and happy nation. The Prime Minister expressed admiration and was impressed by the remarkable development of Abu Dhabi, worthy of the name "miracle in the desert," and the projects that demonstrate unique, groundbreaking, and superior thinking, bringing enormous resources and added value to the UAE, such as the Museum of the Future and Palm Island. Assessing the UAE as a nation that has turned the impossible into the possible, the Prime Minister warmly congratulated the success of the UAE government and people in elevating the country to a leading economic, financial, and technological center in the region. Looking to the future, with an unceasing aspiration for progress, the UAE is striving to realize its "UAE Vision 2031" and "UAE Vision 2071." Vietnam is striving to realize two centenary goals: by 2030 (100th anniversary of the Party's founding) to become a developing country with modern industry and a high-middle income; and by 2045 (100th anniversary of the nation's founding) to become a developed country with a high income. The Prime Minister stated that the two nations need to walk hand in hand, inspire each other, and stand side-by-side on the journey to realize their vision and aspirations for development, towards a prosperous and happy future. According to the Prime Minister, elevating the Vietnam-UAE relationship to a Comprehensive Partnership opens up many great prospects for cooperation between the two countries in all fields. This is the result of the good friendship and cooperation that generations of leaders and people of both countries have diligently cultivated over the past three decades, with a spirit of goodwill, equality, mutual respect, sincerity, and trust. With shared values ​​and similarities, and within the framework of the Comprehensive Partnership, the two countries will continue to strongly promote comprehensive cooperation in various fields, contributing to the promotion of multilateral cooperation and international solidarity, building and shaping mechanisms, policies, rules, and laws, and making responsible contributions to common regional and global concerns.

To realize the newly established Comprehensive Partnership, the Prime Minister proposed that Vietnam and the UAE strengthen cooperation in six major priorities. Accordingly, they should continue to maintain, consolidate, and foster political trust, especially through high-level exchanges, and strongly promote the cooperative, friendly, and solidarity relationship between the states, governments, and peoples of the two countries. Alongside this, they should make economic, trade, and investment cooperation a crucial pillar of bilateral relations; effectively implement the recently signed CEPA Agreement; encourage UAE investment funds and businesses to invest in large-scale, breakthrough projects; strengthen cooperation in the development of the Halal industry in Vietnam, and agricultural cooperation, which has great potential for cooperation between the two countries. They should also strengthen cooperation in science and technology, innovation, digital transformation, and green transformation; and further enhance cooperation in education and training, people-to-people exchanges, tourism, and culture between the two countries. Promoting multilateral cooperation, upholding international law, persistently fostering dialogue, building trust, and strengthening solidarity and understanding among nations. Making more active and proactive contributions with the international community to address global challenges. Concluding his speech, the Prime Minister emphasized that the Middle East region in general, and the Gulf region, including the UAE, is a land of great potential. Despite its geographical distance, the countries in the region, especially the Gulf Cooperation Council (GCC), are increasingly aligning with ASEAN in terms of vision and development orientation. "Your remarkable achievements and successes in transforming your growth model serve as an example for ASEAN in general and Vietnam in particular to learn from. Building on the prospects for cooperation within the new Comprehensive Partnership framework, the values ​​that our two nations cherish, and with shared vision, determination, and effort, we hope and believe that Vietnam and the UAE will together write a brighter new chapter in bilateral relations, for the practical benefit of the people of both countries, and for peace, stability, cooperation, and development in our two regions and the world," the Prime Minister stated.
