On the morning of October 29, in Abu Dhabi, during his official visit to the UAE, Prime Minister Pham Minh Chinh delivered an important policy speech at the Anwar Gargash Diplomatic Academy with the theme "Vietnam-UAE Comprehensive Partnership: A Shared Vision for Peace, Development and Prosperity".
The Anwar Gargash Diplomatic Academy was established in 2014. Despite its relatively young history, the Academy has made many important contributions to shaping the UAE's diplomatic vision, especially its conciliatory diplomacy and the spirit of international solidarity and mutual assistance. In the presence of 200 students, professors, UAE government officials and representatives of the diplomatic corps in Abu Dhabi, the Prime Minister took the time to share about three main contents: The current world and regional situation; Vietnam's fundamental factors, development perspectives, achievements and development orientations; Vision for the Vietnam-UAE Comprehensive Partnership and Vietnam-Middle East relations in the coming time. Profound changes of the times Sharing about the current world and regional situation, the Prime Minister said that the world situation and the two regions of the Gulf and ASEAN are undergoing profound changes of the times. In general, the world situation is generally peaceful , but there is war in some areas; generally peaceful, but there is tension in some areas; generally stable, but there is conflict in some areas. The Prime Minister said that in current international relations, there are 6 major contradictions: (i) Between war and peace; (ii) Between cooperation and competition; (iii) Between openness, integration and independence and autonomy; (iv) Between solidarity, association and separation and demarcation; (v) Between development and backwardness; (vi) Between autonomy and dependence. The good news is that peace, cooperation and development are still the major trends, the burning aspirations of all peoples in the world. The Head of Government stated that the future of the world is being strongly influenced by three key factors and shaped and led by three pioneering areas. The three key influencing factors are: The explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI); the negative impacts of non-traditional security challenges, such as climate change, population aging, natural disasters, resource depletion; separation, demarcation, and polarization under the impact of global geo-strategic and geo- economic competition. The three areas shaping, leading, and pioneering are: Development of the digital economy, green economy, circular economy, knowledge economy, night-time economy; innovation, startups, and the fourth industrial revolution; development of high-quality human resources and AI. The Prime Minister emphasized that the above issues are of special importance, with profound and comprehensive impacts and influences on all people in the world. Therefore, it is necessary to have a national, comprehensive and global mindset, methodology and approach in solving these issues. That requires all countries to persevere in dialogue and cooperation in the spirit of solidarity and unity in diversity, uphold multilateralism and international law; strive to find effective solutions that are comprehensive, systematic, inclusive, people-centered, leaving no one behind, opening up new development spaces, maintaining a peaceful, cooperative and development environment in the region and the world. Vietnam enters a new era - an era of rising up Sharing with delegates about the fundamental factors, development perspectives, achievements and development orientations of Vietnam, the Prime Minister said that, on the basis of Marxism-Leninism, Ho Chi Minh Thought, the nation's thousands of years of cultural and historical traditions, creatively applying them to the country's conditions and circumstances and current world trends and situations, Vietnam consistently focuses on building three main fundamental factors: Building socialist democracy; building a socialist rule-of-law state; building a socialist-oriented market economy. Vietnam consistently follows the following viewpoints: Maintaining political and social stability; taking people as the center, the subject, the goal, the driving force and the most important resource of development; not sacrificing progress, social justice, social security and the environment to pursue economic growth alone. On that basis, Vietnam implements 6 key policies on foreign affairs, integration; ensuring national defense and security; economic development; cultural development; ensuring progress, social justice, social security; building the Party, the political system, promoting the fight against corruption, negativity, and waste. At the same time, promote 3 strategic breakthroughs in institutions, infrastructure and human resources with the viewpoint that resources originate from thinking, motivation originates from innovation, and strength originates from the people. The Prime Minister shared that Vietnam is one of the countries that has suffered the most pain, loss and damage since World War II, continuously affected by war, siege and embargo. Vietnam did not submit, but put the past behind, overcame differences, promoted similarities, and looked to the future to turn enemies into friends. After nearly 40 years of Doi Moi, from a country devastated by war, siege and embargo, Vietnam now has diplomatic relations with 194 countries, including Comprehensive Strategic Partnerships with 8 countries, Strategic Partnerships with 10 countries, Comprehensive Partnerships with 14 countries (including the UAE); is an active member of more than 70 regional and international organizations. The Communist Party of Vietnam has relations with 253 parties in 115 countries around the world. In the context of many difficulties and instability in the world economy, the growth of many economies and global investment decline, Vietnam's economic growth and investment still recover positively (GDP in 2024 is estimated to increase by about 7%; attracting foreign investment of about 39-40 billion USD). Budget deficit, public debt, government debt, and foreign debt are well controlled. Social security and people's lives continue to improve. Politics and society are stable; national defense and security are consolidated and enhanced; foreign affairs and international integration are promoted, achieving many important results.Vietnam has also taken the lead in successfully implementing many Sustainable Development Goals (SDGs), especially in poverty reduction, health care, and education. With its new position and strength, Vietnam is increasingly proactive in contributing to common global concerns.
The Prime Minister shared five lessons learned from Vietnam: Firmly uphold the flag of national independence and socialism; the revolutionary cause is of the people, by the people and for the people; constantly consolidate and strengthen solidarity (unity of the whole Party, unity of the whole people, national solidarity, international solidarity); combine national strength with the strength of the times, domestic strength with international strength; the correct leadership of the Party is the leading factor determining the victory of the Vietnamese revolution. Regarding the orientation, tasks and key solutions in the coming time, the Prime Minister said that General Secretary To Lam clearly stated the message of bringing the country into a new era - the era of national development. Vietnam takes a rich people, a strong country, democracy, fairness and civilization as the general goal and driving force. Determining the strategic goal by 2030, becoming a developing country with modern industry and high average income; by 2045, becoming a developed country with high income. Based on the analysis, assessment and forecast of the world and domestic situation in the coming time, Vietnam continues to clearly identify difficulties and challenges more than opportunities and advantages and needs to stick to reality, have timely, flexible and effective policy responses. To realize the newly established Comprehensive Partnership, the Prime Minister proposed that Vietnam and the UAE strengthen cooperation in six major priorities. Accordingly, continue to maintain, consolidate and cultivate political trust, especially high-level delegation exchanges, strongly promote the cooperative, friendly and solidarity relationship between the States, Governments and peoples of the two countries. Along with that, make economic, trade and investment cooperation an important pillar of bilateral relations; effectively implement the recently signed CEPA Agreement; encourage UAE investment funds and enterprises to invest in large and breakthrough projects; strengthen cooperation in developing the Halal industry in Vietnam, agricultural cooperation is an area with great potential for cooperation between the two countries. Strengthen cooperation in science and technology, innovation, digital transformation, green transformation; further strengthen cooperation in education-training, people-to-people exchange, tourism and cultural cooperation between the two countries. Strengthen multilateral cooperation, uphold international law, persistently promote dialogue, build trust, enhance solidarity and understanding among nations. Make more active and proactive contributions with the international community to solve global challenges. Concluding his speech, the Prime Minister emphasized that the Middle East in general and the Gulf region, including the UAE, are lands of great potential. Although geographically distant, regional countries, especially the Gulf Cooperation Council (GCC), are increasingly closer to ASEAN in terms of vision and development orientation. "Your development achievements and spectacular successes in transforming the growth model are examples for ASEAN in general and Vietnam in particular to refer to and learn from. Promoting the cooperation prospects of the new Comprehensive Partnership framework, the values that our two peoples cherish, and with common vision, determination and efforts, we hope and believe that Vietnam and the UAE will together write a new, more brilliant chapter in the bilateral relationship, for the practical interests of the people of the two countries, for peace, stability, cooperation and development in our two regions and in the world," the Prime Minister said.
