Presiding over the regular Government meeting in November on the morning of December 7th, Prime Minister Pham Minh Chinh clearly stated, "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, and the Fatherland expects," therefore we "only discuss action, not retreat," with the goal of completing all 15/15 socio -economic development targets for 2024, creating momentum and strength for 2025.
At the meeting, the Government discussed and assessed the socio-economic situation in November and the first 11 months of the year, the tasks and solutions for socio-economic development in December and the whole year of 2024; the situation regarding the allocation and disbursement of public investment capital; the implementation of 3 national target programs; considered the draft Resolution of the Government on the main tasks and solutions for implementing the socio-economic development plan and the State budget estimate for 2025; the draft Resolution of the Government on the main tasks and solutions for improving the business environment and enhancing national competitiveness in 2025; the direction and management work of the Government and the Prime Minister; and many other important issues.
Vietnam is considered a bright spot with a significant increase in its ranking.
The government assessed that in November, the global situation continued to be complex and unpredictable, with many uncertain factors. Domestically, the country continued to face many difficulties due to external impacts as well as persistent internal limitations and shortcomings, and natural disasters continued to cause damage in many localities.
Against this backdrop, under the leadership and guidance of the Central Committee of the Party, directly and regularly by the Politburo and the Secretariat, headed by General Secretary To Lam; with the close cooperation and coordination of the National Assembly and agencies within the political system; the efforts and unity of the people, the business community, and the support of international friends; the Government, the Prime Minister, and all levels, sectors, and localities have always grasped the practical situation, proactively and flexibly managed, and promptly implemented decisively, synchronously, effectively, and with a focus on key tasks and solutions in all fields.

As a result, the socio-economic situation in November and the first 11 months of 2024 continued to demonstrate a clear recovery, with each month better than the previous one, each quarter growing faster than the previous one, and better than the same period last year in most sectors; it is expected that 15 out of 15 key socio-economic development targets for the whole year 2024 will be met or exceeded.
The macroeconomic fundamentals are stable, inflation is under control, major balances are ensured, and there is a high surplus.
The average consumer price index (CPI) showed a downward trend, increasing by 3.69% in the first 11 months compared to the same period last year. State budget revenue in the first 11 months is estimated to reach 106.3% of the projected target, an increase of 16.1% compared to the same period last year.
In the first 11 months, export and import turnover increased by 15.3%, 14.4%, and 16.5% respectively compared to the same period last year; the trade surplus is estimated at 23.03 billion USD.
Public debt, government debt, foreign debt, and the state budget deficit are well controlled and below the permitted limits.
Foreign direct investment (FDI) attracted in the first 11 months reached approximately US$31.4 billion, with implemented FDI reaching US$21.7 billion, the highest in many years. Many stalled and long-standing projects have been largely resolved, with some projects even becoming profitable.
Meanwhile, the Central Committee and the National Assembly agreed to implement the project to build a high-speed railway line along the North-South axis and restart the nuclear power project.
Many international organizations continue to give positive assessments of our country's socio-economic development prospects in 2024.
Social welfare work is prioritized; cultural, sports, and tourism sectors receive attention. The work of building and perfecting institutions and laws is implemented decisively. Political stability, national independence, and sovereignty are maintained.
Security and social order are ensured. Foreign relations activities, especially high-level diplomacy and international integration, are implemented proactively, comprehensively, and effectively.
Government members acknowledged that, alongside the fundamental achievements, Vietnam still faces limitations, shortcomings, and continued challenges. Looking ahead, the global situation is expected to remain complex and unpredictable.
Against this backdrop, delegates proposed focusing on accelerating progress and making breakthroughs to achieve the highest possible level of completion of tasks, targets, and goals for 2024; creating momentum for the successful implementation of the socio-economic development plan for 2025.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that in November and from the beginning of the year until now, the Government has focused on directing, and all levels, sectors, and localities have focused on implementing tasks and solutions according to the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister. Specifically, the Government has submitted 28 Laws and 24 Resolutions to the 15th National Assembly; the Government has issued 156 Decrees, 290 Resolutions, 1,607 Decisions, and 42 Directives.
The government has focused on directing and managing the implementation of priorities such as: growth, inflation control; ensuring energy for production and consumption; improving the material and spiritual lives of the people; promoting the three strategic breakthroughs; and most recently, reorganizing the government apparatus.
As a result, the socio-economic situation continued its positive momentum across all sectors, with each month surpassing the previous one and each quarter surpassing the previous one, highlighting 11 bright spots.
Many international organizations and experts continue to highly appreciate the results and prospects of the Vietnamese economy. The International Monetary Fund, in particular, assesses Vietnam as one of the fastest-growing economies in the world, with strong exports and attracting significant foreign investment. The World Trade Organization ranks Vietnam 23rd among the world's largest commodity exporters and 22nd among importers.
In terms of sustainable development, Vietnam is considered a bright spot, with its ranking significantly improving from 88th out of 149 countries in 2016 to 56th out of 166 in 2024.
Pointing out existing shortcomings, limitations, causes, and lessons learned, the Prime Minister emphasized the need to firmly grasp the situation, respond with timely and effective policies; value time, leverage intelligence, and promote innovation; implement breakthrough, decisive, and timely solutions; prioritize tasks; and based on that, demonstrate high determination, great effort, and decisive action; clearly assign responsibilities, tasks, timelines, expected results, and deliverables to ensure success.

Looking ahead, Prime Minister Pham Minh Chinh emphasized: "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, and the nation expects," therefore we "only discuss action, not retreat."
Ministries and sectors need to thoroughly understand this spirit; promote the spirit of daring to think, daring to act, and daring to take responsibility for the common good; with the goal of completing all 15/15 targets in 2024, creating momentum and strength for 2025.
To achieve the set goals, the Prime Minister directed a high level of focus on summarizing Resolution No. 18-NQ/TW and accelerating the restructuring of the Government apparatus to be "Lean - Streamlined - Strong - Efficient - Effective - Effective"; to be completed by mid-December 2024.

Furthermore, we will continue to consistently pursue the priority of promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring major balances; managing monetary policy proactively, flexibly, promptly, and effectively; and coordinating synchronously, harmoniously, and closely with a rational, focused, and targeted expansionary fiscal policy and other policies.
The Prime Minister requested ensuring market stability and price control for essential goods, food, and foodstuffs, especially during the upcoming year-end and Lunar New Year holidays; resolutely ensuring sufficient electricity and fuel supply to meet production and consumption needs; simultaneously developing and implementing a long-term plan to ensure electricity supply to meet socio-economic development needs; implementing comprehensive solutions to promote the safe, healthy, and sustainable development of the real estate market; improving the investment and operational efficiency of state-owned enterprises in a comprehensive and sustainable manner, and accelerating investment in large-scale projects.
Noting the need to focus on renewing traditional growth drivers and strongly promoting new ones, the Prime Minister requested the acceleration and breakthrough in digital transformation and green transformation; and increased investment attraction in new industries and fields such as semiconductors, artificial intelligence, cloud computing, and the Internet of Things.
The head of government requested continued acceleration of strategic infrastructure development, especially the development of national digital infrastructure, innovation infrastructure, and the construction of a national data center; a highway system connecting airports and seaports, and the deployment of high-speed rail and urban rail; striving to complete 3,000km of expressways and over 1,000km of coastal roads by the end of 2025; and preparing well for projects, especially key national projects for the 2026-2030 period, ensuring that they are not scattered or fragmented, reducing the number of public investment projects, including no more than 3,000 projects using central government budget funds.
Directing ministries and agencies to accelerate the improvement of institutions and laws, reform administrative procedures, and promote national digital transformation; streamline the apparatus, and enhance effectiveness and efficiency, Prime Minister Pham Minh Chinh emphasized the need to focus on reviewing and proposing solutions to address inadequate mechanisms, policies, and legal regulations; reporting to the Steering Committee on reviewing and resolving obstacles in legal documents; resolutely cutting and simplifying administrative procedures; reviewing and amending unnecessary regulations, business conditions, technical standards, and norms that cause difficulties and inconvenience for businesses; and promoting digital transformation, Project 06, and building a national data center.
The Prime Minister emphasized the importance of focusing on cultural, social, and environmental fields; ensuring social security and people's livelihoods, especially promoting sustainable poverty reduction and the nationwide emulation movement "Joining hands to eliminate temporary and dilapidated houses by 2025"; proactively implementing solutions to ensure a balance between labor supply and demand, especially in industrial zones; strengthening environmental pollution control, preventing and combating subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta, as well as landslides, flash floods, and mudslides in Central Vietnam and the northern mountainous regions.
Ministries, sectors, and localities will continue to strengthen national defense and security; intensify the fight against corruption, waste, and negative practices; and improve the effectiveness of foreign affairs and international integration. They will ensure security and order, and combat crime, especially high-tech crime, cybercrime, and drug-related crime.
Organize high-level leaders' foreign affairs activities effectively. Strengthen information and communication work, especially policy communication, contributing to creating social consensus and a spirit of enthusiasm and striving for progress throughout society.
The Prime Minister directed the active implementation of the tasks of the Socio-Economic Subcommittee of the 14th National Congress; in particular, urgently finalizing the draft Report and suggestions for discussion based on the Politburo's opinions and effectively seeking opinions from Party committees at all levels. At the same time, preparations should be made for the year-end reviews of ministries and sectors, and preparations should be made for the people to celebrate a joyful and healthy Tet holiday.
In particular, the Prime Minister requested the completion of the draft Government Resolutions 01 and 02 for 2025 with a long-term vision, innovative thinking, and strategic vision in setting goals. Specifically, Resolution 01 for 2025 outlines the theme for the year as “Discipline, responsibility; Proactiveness, timeliness; Streamlined, efficiency; Creating momentum, breakthroughs,” with a growth target of 8% and inflation of 4.5%; Resolution 02 must free up businesses and attract social and private sector investment into socio-economic development.
