In the atmosphere of the entire Party, the entire people and the entire army competing to achieve achievements towards the 14th National Congress of the Party and to celebrate the country's major holidays, with the consent of the Standing Committee of the Government Party Committee, today the Party Committee of the Ministry of Foreign Affairs solemnly organized the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025 - 2030 with the participation of 300 exemplary Party members, representing the intelligence, qualities and will of nearly 12,000 Party members in the Party Committee of the Ministry of Foreign Affairs.

The Congress is extremely honored and warmly welcomes Comrade Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister to attend and deliver a speech directing the Congress. On behalf of the Presidium and all cadres and Party members of the Party Committee of the Ministry of Foreign Affairs, I would like to send my best regards and congratulations to Comrade Pham Minh Chinh, leaders of departments, ministries, branches, central agencies and all delegates attending the Congress!

In particular, the Congress was delighted and honored to receive congratulatory flower baskets from the Government Party Committee and the Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh. On behalf of the Presidium and the entire Congress, I would like to sincerely thank the Government Party Committee and Comrade Pham Minh Chinh for their support and warm affection for the Party Committee of the Ministry of Foreign Affairs and the Congress. Dear Prime Minister and Congress,

Looking back at the 2020-2025 term, the international situation has undergone major and profound changes, with many new and more complex developments. Besides great opportunities and advantages, there are many new and more severe difficulties and challenges, strongly and multi-dimensionally impacting the security and development of the country and the work of the Party Committee of the Ministry of Foreign Affairs. Under the wise and correct leadership of the Party, the Party Committee of the Ministry of Foreign Affairs thoroughly grasped and closely followed the foreign policy of the 13th National Party Congress, the resolutions, conclusions and directives of the Central Executive Committee, the Politburo, the Secretariat and the directions of the Party and State leaders, promoted the glorious tradition of Vietnam's revolutionary diplomacy, overcame many difficulties and challenges, synchronously and effectively implemented the implementation of political tasks, Party building, and the diplomatic sector, successfully implemented the goals and tasks set out in the 2020-2025 term, contributed to important and historic achievements in foreign affairs, contributed to the successful implementation of the Resolution of the 13th National Party Congress, and created a solid foundation for the Party Committee and all levels and sectors to prepare to enter a new era, an era of national development.

Notably, the Party Committee has focused on leading and directing the organization to thoroughly grasp and promote the concretization of the Party's 13th National Congress's foreign policy into important guidelines, strategies, orientations and policies on foreign affairs; comprehensively, synchronously and effectively implementing foreign affairs activities on all channels of Party foreign affairs, State diplomacy, people's diplomacy, political diplomacy, economic diplomacy, cultural diplomacy, foreign information, work with overseas Vietnamese and citizen protection; expanding, upgrading, upgrading and deepening relations with partners, especially neighboring countries, important partners and traditional friends; raising the level of multilateral foreign affairs, enhancing the country's international position and prestige; on that basis, creating and consolidating a more open foreign affairs situation, favorable for the cause of national innovation, development and protection of the socialist Fatherland.

The work of Party building and the building of the diplomatic sector has achieved comprehensive results. The leadership method and working style have been strongly innovated; the leadership capacity and fighting strength of Party organizations and the qualities and capacities of cadres and Party members at all levels have been increasingly improved; internal political protection, inspection, supervision, Party discipline, and the prevention and fight against corruption, waste and negativity have been strengthened. In particular, the Party Committee has led and directed the effective implementation of the merger with the Overseas Party Committee and the Central Foreign Affairs Committee, taking over part of the functions and tasks of the National Assembly's Foreign Affairs Committee, resolutely and effectively implementing the policy of streamlining the apparatus, ensuring effectiveness, efficiency and smoothness.

Implementing Directive No. 45 dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Plan 07 of the Government Party Committee, in addition to focusing on leading and directing the completion of targets and tasks for 2025 and the entire 2020-2025 term, the Party Executive Committee of the Ministry of Foreign Affairs has made great efforts with high determination to lead and direct the preparation and completion of the organization of congresses of more than 500 overseas party organizations and 27 domestic party organizations. During the preparation process towards the Congress, the Party Committee of the Ministry of Foreign Affairs has received close and timely leadership, direction and guidance from the Government Party Committee and the Secretary of the Government Party Committee. Personnel work and documents submitted to the Party Congress of the Ministry of Foreign Affairs have been carefully, thoroughly, and strictly prepared in accordance with regulations, ensuring quality and progress according to the set plan.

Today's Congress objectively and comprehensively assesses the results of implementing the goals and tasks in the 2020-2025 term and summarizes lessons learned. On that basis, the Congress discusses and determines the directions, goals, viewpoints, key tasks and breakthrough solutions for implementing the political tasks of the Party Committee of the Ministry of Foreign Affairs in the new situation to ensure synchronous and effective implementation of Party diplomacy, State diplomacy, people-to-people diplomacy, building a strong, comprehensive, modern and professional Party Committee and the Foreign Affairs sector.

The Congress also deeply and comprehensively reviewed the leadership and direction of the Party Committee of the Ministry of Foreign Affairs in the past term; objectively assessed the causes and lessons in leadership and direction, thereby proposing measures to promote the achievements, overcome shortcomings and limitations to further enhance the fighting strength and leadership capacity, and direct the Party Committee of the Ministry of Foreign Affairs to successfully complete its tasks in the coming term.

In addition, the Congress continued to promote intelligence to contribute opinions to the draft documents of the 14th National Party Congress and the documents of the 1st Government Party Congress, term 2025-2030.

In particular, the Congress will absorb and accept the instructions of Prime Minister Pham Minh Chinh to complete documents and action programs to implement the Congress Resolution in order to successfully carry out the important responsibilities and tasks assigned by the Party and State to the Party Committee of the Ministry of Foreign Affairs.

Dear Prime Minister and Congress,

The First Congress of the Party Committee of the Ministry of Foreign Affairs is the Congress that opens a new development period for the Party Committee of the Ministry of Foreign Affairs, a particularly important milestone in the history of the establishment and development of the Party Committee and the Diplomatic sector. The Congress takes place at a time when the Party Committee and the authorities in the Diplomatic sector are looking forward to celebrating the 80th anniversary of the establishment of the Diplomatic sector and the 80th anniversary of National Day on September 2.

At this solemn moment, our Congress, with infinite gratitude, respectfully remembers the great President Ho Chi Minh, the genius leader, the founder, leader and trainer of our Party, and the founder, leader, mentor and trainer of Vietnam's revolutionary diplomacy. He left us an extremely valuable legacy: Ho Chi Minh's ideology, style and diplomatic art, which will last forever with the nation. Our Congress remembers and expresses deep gratitude to the Party and State leaders of all periods who have always paid close attention to leading and directing the diplomatic sector, to the generations of cadres in the Party Committee of the Ministry of Foreign Affairs, the Overseas Party Committee and the Central Foreign Affairs Commission who have previously contributed to the glorious foreign affairs cause of the Party and the nation.

With a firm belief in the bright future of the nation in the era of rising up, steadfast in Marxism-Leninism, Ho Chi Minh thought, with the theme and motto "Solidarity-Innovation-Breakthrough-Responsibility-Discipline", the entire Party Committee of the Ministry of Foreign Affairs unites in one heart, continues to strongly innovate thinking, promotes the glorious tradition and pioneering, important and regular role of foreign affairs, determined to improve the leadership capacity and fighting strength of the Party Committee, synchronously, creatively and effectively deploy Party diplomacy, State diplomacy and people's diplomacy, build a strong, comprehensive, modern and professional Party Committee and the Foreign Affairs sector, making worthy contributions to the successful implementation of the vision and goals of the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding.

In that spirit, on behalf of the Presidium, I would like to respectfully declare open the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030. I would like to wish Comrade Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister and all distinguished guests and delegates attending the Congress good health, happiness and many new successes in their important positions.
