Mobilizing resources to overcome the consequences of bombs, mines and toxic chemicals after the war

On the morning of October 21, in Hanoi, the Standing Office of the National Steering Committee for Overcoming the Consequences of Post-War Bombs, Mines and Toxic Chemicals in Vietnam (Steering Committee 701) held a Conference with the theme: "Mobilizing domestic and international resources for overcoming the consequences of post-war bombs, mines and explosives in Vietnam".

Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense - Head of the Standing Office of the National Steering Committee for Overcoming the Consequences of Post-War Bombs, Mines and Toxic Chemicals in Vietnam attended and chaired the conference. Also attending were representatives of a number of central and local ministries, branches, military agencies and units, domestic enterprises; embassies of foreign countries; international organizations, non-governmental organizations; experts, scientists, etc.

The event took place before the Conference to review 15 years of implementing the National Program on overcoming post-war bomb and mine consequences in Vietnam, 2010-2025 period (Program 504). This is an important forum to raise awareness and responsibility of all levels and sectors, at the same time, improve the effectiveness of international cooperation, mobilize funding, attract resources, especially from 13 countries with comprehensive strategic partnerships with Vietnam.

In the recent period, together with Vietnam, foreign countries and non- governmental organizations have always actively accompanied the implementation of the tasks of Program 504, directly or indirectly providing resources for the work of overcoming the consequences of bombs and mines in Vietnam, such as the United States, Japan, Korea, Norway, Switzerland... In the period of 2020-2025, the whole country mobilized funding for 44 projects and non-projects with a total committed funding value of 138.5 million USD.

The Vietnam National Mine Action Center (VNMAC) has mobilized funding for 10 projects; localities have mobilized funding for 34 projects, making an important contribution to promoting post-war mine action in Vietnam. Thousands of disabled mine victims have received support from the government, and the Association for Mine Victims has also supported hundreds of mine victims. These results have contributed to reducing the impact of post-war mines on people.

Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, Head of the Standing Office of Steering Committee 701, acknowledged and commended the efforts of all levels, sectors, and socio-political organizations from the central to local levels in implementing Program 504.

Senior Lieutenant General Hoang Xuan Chien expressed his thanks to the governments of various countries and international organizations for their practical and effective contributions to Vietnam in overcoming the consequences of bombs and mines. He also called on domestic and international businesses, organizations and individuals to continue to join hands in providing resources to help Vietnam accelerate the work of overcoming the consequences of bombs and mines after the war.

Statistics show that Vietnam currently has about 17.71% of its land area suspected of being contaminated - a very high and dangerous level. To implement the National Action Program to overcome the consequences of post-war bombs and mines in the new phase, Vietnam always attaches importance to fundraising to mobilize domestic and international resources.

To do well in the fundraising work in the coming time, Senior Lieutenant General Hoang Xuan Chien suggested increasing information and international propaganda about the consequences of bombs and mines left behind by the war and the efforts of the Party, State and people in overcoming these consequences, in order to call on countries and countries that participated in the war to take responsibility and the international community to join hands to help Vietnam.

Along with that, continue to strictly manage funding sources for overcoming the consequences of post-war bombs and mines, ensuring publicity, transparency and effectiveness.

At the conference, the Organizing Committee announced the transfer of the Mine Action Support Fund from the Ministry of Home Affairs to the Ministry of National Defense for management.

On this occasion, the Organizing Committee presented gifts to support the livelihoods of mine victims. Along with that, awards were given to organizations with outstanding achievements in overcoming the consequences of mines in Vietnam.
