In the draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education (hereinafter referred to as the university admission regulations), there is content on early admission that has attracted much attention from schools and students in recent days.
Specifically, the Ministry of Education and Training plans to amend and supplement 2 clauses in Article 18 of the current regulations on organizing registration and early admission. The draft states that training institutions can organize early admission in an appropriate way to select candidates with outstanding abilities and academic achievements. The early admission quota is determined by the training institution but does not exceed 20% of the quota for each major and group of majors. The school ensures that the admission score for early admission is not lower than the admission score for the admission round according to the general plan.
Also according to the draft, training institutions organize admission exams for candidates who have completed the admission procedures, publicly announce the list of candidates eligible for admission. The number of candidates announced as successful must not exceed the announced early admission quota for each major or group of majors. Universities are not allowed to require candidates to commit or confirm admission earlier than the general schedule in any form. Training institutions announce and upload the list of candidates eligible for admission (except for high school graduation requirements) to the system to process applications along with other admission methods according to the general plan.

The early admission information of the draft regulation is causing two different interpretations, making both training institutions and learners worried.
First understanding: Early admission is the time when schools consider admission before the 2025 high school graduation exam.
However, most students and many training institutions understand the second way "early admission" as admission methods that do not use high school graduation exam scores. Some representatives of training institutions are concerned that with the regulation that early admission quotas cannot exceed 20% of industry and group quotas, the remaining 80% of quotas must be considered from high school graduation exam results. Students also expressed concerns about not having many opportunities in other admission methods such as: considering academic records, considering competency assessment exam scores, etc.

Speaking to Thanh Nien Newspaper reporters on the afternoon of November 27, Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said it is necessary to clarify the understanding of early admission because some training institutions and candidates may have an incorrect understanding.
Associate Professor Thuy said: "Early admission and admission methods are two different things. In particular, early admission is used to differentiate in terms of time compared to the admission period according to the general plan of the Ministry of Education and Training. Meanwhile, admission methods are used in any admission period. The only thing is that in terms of time, early admission is before the high school graduation exam, so at that time it is not possible to use the admission method using high school graduation exam scores."
According to the Director of the Department of Higher Education, schools and students are confusing the concept of early admission and admission methods (note that there is no method called "early admission method", because schools can use admission methods in all admission rounds). Due to the misunderstanding that only the early admission round can use "private" admission methods (without using high school graduation exam scores), schools are worried about being limited to 20% of the target. Also because of misunderstanding, candidates are worried about being limited in admission opportunities in the admission methods that schools use such as considering academic records, considering scores of competency assessment exams, assessing thinking...
Candidates can apply for admission by different methods in the early admission stage or according to the general schedule.
"Candidates do not need to worry, whether in the early admission stage or the admission stage according to the general plan of the Ministry of Education and Training, candidates can still participate in the admission process using different admission methods that they have been preparing for. For the past 2 years, the Ministry of Education and Training has provided full data on high school academic results (report cards) and supported schools in organizing their own exams (such as capacity assessment, thinking assessment, etc.), put the exam results on the general admission system, creating favorable conditions for training institutions to conduct admission in the general admission round. Therefore, the draft does not limit any admission methods of schools," Associate Professor, Dr. Thu Thuy affirmed.
In addition, according to the Director of the Department of Higher Education, the draft stipulates that the admission score in the early admission round must not be lower than the admission score in the general admission round. These regulations aim to ensure fairness for candidates, while ensuring the quality of admission input and the quality of training at the university level.
"Therefore, candidates can rest assured and be confident, continue to make every effort, study and review well (regardless of which admission method they are aiming for) to achieve the best results within their abilities and they will have the opportunity to compete fairly to get into the school and major they love," added the Director of the Department of Higher Education, Ministry of Education and Training.
