In his opening speech, Chairman of the People's Council of Ca Mau province Pham Van Thieu emphasized that thanks to the drastic and effective direction of the Party committees and authorities at all levels and the consensus of the political system, the business community and the people, the implementation of the Resolution of the People's Council on socio-economic development has achieved many outstanding and quite comprehensive results in all fields. The activities of the Provincial People's Council have also been innovated, with increasingly improved quality.

In addition to the positive results, Mr. Pham Van Thieu also frankly pointed out the shortcomings that need to be overcome: the investment and business environment still has many difficulties; some targets have not reached the plan; the progress of implementing national target programs and key projects is still slow; disbursement of public investment capital is still stuck. Regarding security and order, there are still many potential complications, the crime situation tends to increase, especially high-tech crime.

A typical case occurred in Ta An Khuong commune (formerly Dam Doi district). The subject impersonated the police of Ta An Khuong commune and asked Ms. PHĐ. to install an application to create a citizen ID for her son. Then, he asked Ms. D. to add Zalo as friends and make a video call to instruct her on downloading a fake application of the Ministry of Public Security's public services. After Ms. D. completed the procedure and authenticated her face, more than 1.4 billion VND in her bank account was appropriated.
